About approval of Veterinary sanitary standard on prevention, control and liquidation of transmissible diseases of animals

Based on part (1) Articles 47, parts (2) Articles 53, parts (2) Articles 55, parts (2) Articles 58, parts (3) Articles 68, parts (3) Articles 70, parts (2) Articles 72, parts (2) Article 73 and part (4) article 74 of the Law No. 196/2024 about health of animals (The official monitor of the Republic of Moldova, 2024, No. 389-391, of the Art. 600) DECIDES: the Government

This resolution shifts the Delegated regulations of the Commission (EU) 2020/687 of December 17, 2019 supplementing Regulations (EU) 2016/429 of the European parliament and Council concerning rules of prevention and control of some listed diseases published in the Official magazine of the European Union by L 174 of June 3, 2020 (CELEX: 32020R0687), with the last changes made by the Delegated regulations of the Commission (EU) 2023/751 of January 30, 2023 making changes to the Delegated regulations (EU) 2020/687, the supplementing Regulations (EU) 2016/429 of the European parliament and Council concerning rules of prevention and control of certain list diseases.

1. Approve Veterinary sanitary standard on prevention, control and liquidation of transmissible diseases of animals, according to appendix No. 1.

2. For the purpose of realization of provisions of Veterinary sanitary standard on prevention, control and liquidation of transmissible diseases of animals to competent authority to approve necessary specific measures according to provisions of this resolution.

3. Recognize invalid some orders of the Government according to appendix No. 2.

4. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

5. This resolution becomes effective since May 8, 2026.

Veterinary sanitary standard on prevention, control and liquidation of transmissible diseases of animals

The this Regulation shifts the Delegated regulations of the Commission (EU) 2020/687 of December 17, 2019 supplementing Regulations (EU) 2016/429 of the European parliament and Council concerning rules of prevention and control of some list diseases published in the Official magazine of the European Union by L 174 of June 3, 2020 (CELEX: 32020R0687), with the last changes made by the Delegated regulations of the Commission (EU) 2023/751 of January 30, 2023 making changes to the Delegated regulations (EU) 2020/687, the supplementing Regulations (EU) 2016/429 of the European parliament and Council concerning rules of prevention and control of certain list diseases.

Chapter I. General provisions

1. The veterinary sanitary standard on prevention, control and liquidation of transmissible diseases of animals (further – the Regulation) establishes the requirements to health of animals applicable in the course of supervision, prevention and fight against transmissible diseases of animals.

2. For the purposes of this Regulation the following concepts mean:

2.1. carcass of hoofed animal – all body of the hoofed animal slaughtered or killed after carrying out transactions on bleeding, at the killed of animals – visceration, removal of extremities from bones of wrist and tarsus, removal of tail, udder, the head and skin, except for pigs;

2.2. fresh meat – the meat, forcemeat and meat procurements including packed in vacuum or in the controlled atmosphere which were not exposed to any other processes, except chilling, freezing or bystry freezing;

2.3. colostrum – the secret of mammary glands of the animals who are for maintenance allocated up to five days after the delivery rich with antibodies and minerals and prior to production of raw milk;

2.4. embryo – early phase of development of animal when there is opportunity to transfer it to female recipient;

2.5. supply chain – the integrated production chain with the general sanitary status concerning the infectious diseases diagnosed for animals consisting of network specialized

the units authorized and approved by competent authority between which animals are transported for completion of production cycle;

2.6. seed material – sperm of animal or animals in not changed, prepared or diluted condition;

2.7. covers – bladders and intestines which after cleaning were processed by stripping of fabrics of degreasing and washing, and after salting are dried up;

2.8. the vehicle – automobile or the rail vehicle, sea and aircrafts;

2.9. oocytes – cages in haploid phases of oogenesis, including secondary oocytes and ova;

2.10. food offal – fresh meat, except for hulks even if it remains naturally attached to touch;

2.11. safe product – product which can be transported without the need for taking measures to decrease in risk, specially directed against specific disease of animal, irrespective of the status of the country or zone of origin of this disease;

2.12. meat products – conversion products, including the processed stomachs, bladders and intestines, melted fat, the meat extracts and products of blood received as a result of conversion of meat or further conversion of such processed products so the surface of section demonstrates that the product has no characteristics of fresh meat any more;

2.13. colostrum products – the conversion products received as a result of conversion of colostrum or as a result of further conversion of these products of conversion;

2.14. daily chickens – all poultry aged till 72 o'clock;

2.15. the infected zone – the territory in which restrictions for movement of the containing / wild animals or the received products, and also other measures for control of diseases and biosecurity, for the purpose of prevention of their distribution can be applied from the moment of official confirmation.

3. The national agency on safety of food products (further – competent authority) applies the measures provided in this Regulation according to the plan of rapid response approved according to part provisions (2) Article 43 and Item c) article 60 of the Law No. 196/2024 about health of animals.

Chapter II. Clinical examination of animals

Section 1. Clinical examination of land animals

4. To confirm or confute availability of infectious diseases, it is necessary to perform clinical examination of animals.

Clinical examination of land and water animals includes initial overall assessment of the sanitary status of animal in economy, including all animals who are on content, and individual survey of the animals included in the test specified in Items 5-13.

5. For clinical examination of land animals are selected animals who:

5.1. show clinical signs of infectious disease;

5.2. recently died because of the assumed or confirmed disease;

5.3. have epidemiological communication with the suspect or the confirmed case;

5.4. yielded positive or unconvincing results in case of the previous laboratory researches.

6. The inspected animals shall be chosen in a random way in enough that it was possible to find disease if it is present if there are no strong indications of disease or posthumous defeats specifying disease availability.

7. In case of the choice of the inspected animals and method of sampling are considered:

7.1. sampling purpose;

7.2. the types containing in economy;

7.3. quantity of the animals containing in economy;

7.4. category of the containing animals;

7.5. the available records about production, health and traceabilities of the containing animals;

7.6. type of economy and practice of livestock production;

7.7. risk level of impact:

7.7.1. probability of contact with pathogen or carrier;

7.7.2. lack of immunization of animals in connection with vaccination or maternal immunity;

7.7.3. history of stay in economy.

8. The minimum number of the animals who are to be surveyed

shall consider:

8.1. the expected dominance in economy;

8.2. desirable level of credibility to results of investigation which anyway shall be at least 95%;

8.3. international standards and the available scientific data.

Section 2. Clinical inspection of water animals

9. Clinical examination is conducted on water animals who:

9.1. show clinical signs of infectious disease;

9.2. recently died of the assumed or confirmed disease;

9.3. have epidemiological communication with the suspect or the confirmed case.

10. The minimum quantity of the samples which are subject to selection is specified in table 1.

11. Sampling of mollusks is performed by the following criteria:

11.1. animals with suspicion of infection are selected for sampling. If list types are present at suspicious population of animals, they shall be selected for sampling;

11.2. if there are depleted mollusks with open sink or recently died, but not decayed, they shall be selected first of all. If there are no such mollusks, then the selected mollusks shall include the oldest healthy mollusks;

11.3. if the economy uses more than one source of water for production of mollusks, the sample shall include the mollusks representing everything water sources to guarantee that all parts of economy are in proportion provided in sample;

11.4. when sampling from group of farms on cultivation of mollusks with the identical epidemiological status the sample joins mollusks from representative number of Items of sampling. The herd density, water currents, presence of sensitive types, and also types of carriers, batimetriya and methods of management shall be major factors which should be considered in case of the choice of these sampling points. Natural jambs from economy (farms) on cultivation of mollusks or the adjacent territory shall be included in sample.

12. Sampling of Crustacea is made by the following criteria:

12.1. if at production farms there are weakened or dying Crustacea, they shall be selected first of all. If there are no such animals, then the selected Crustacea Crustacea of different age who are in proportion provided in sample are included;

12.2. if the economy uses more than one source of water for production of Crustacea, then the sample shall include the Crustacea representing everything water sources to guarantee that all parts of the company are in proportion provided in sample;

12.3. when it is necessary to select tests at wild populations, the quantity and geographical distribution of Items of sampling shall be determined so that to provide reasonable scope of the territory suspected of infection. The sampling point shall be representative for different ecosystems in which wild populations of sensitive types, namely sea systems, эстуариев, the rivers and lakes meet.

13. Sampling of fish is made by the following criteria:

13.1. if there are depleted, abnormally behaving or recently died, but not decayed fishes, then these fishes shall be selected. If there are no such animals, then fishes of different age who shall be provided in proportion in sample shall be part of the selected fish;

13.2. if the economy uses more than one source of water for production of fish, the sample shall include the types representing everything water sources to provide pro rata representation of all parts of economy in sample;

13.3. if there is iridescent trout (Onchorynchus mykiss) or perch (Perca fluviatilis), then when sampling only fishes of these types are selected. If the iridescent trout and ordinary perch are absent, then test shall be representative for all other types, using criteria, stated in Items 9-12;

13.4. when it is necessary to collect tests from wild populations, the quantity and geographical distribution of Items of sampling shall be determined so that to provide reasonable scope of the territory suspected of infection. Sampling points also shall be indicative for different ecosystems in which wild populations of sensitive types, and also marine ecosystems, эстуариев, the rivers and lakes meet.

14. Selection of the bodies which are subject to fence, preparation, storage and sending samples to laboratory are performed according to recommendations of reference laboratory.

Chapter III. Procedures of sampling, sending and methods of diagnostics

Section 1. Sampling of land and water animals for laboratory research. Sampling in farms for checks

15. When sampling land animals for laboratory research results of the clinical trials specified in Items 5-8 shall be considered.

16. In the absence of the strong indications of disease or posthumous defeats specifying infectious diseases, samples of land animals are selected in a random way in each epidemiological unit of economy and shall allow to reveal disease in case of its availability.

17. The animals who are subject to sampling nature of the selected tests and method of sampling shall consider the profile of disease and criteria stated in Item 7.

18. The minimum number of land animals which is subject to sampling shall be based on the criteria stated in Item 8, and on results of the carried-out testing.

19. In case of wild animals samples should be collected at shot, found dead or intentionally the caught animals, or they should be received by noninvasive methods, for example, by means of balls lick salts, chewing ropes or baits. The minimum quantity and nature of samples shall consider the expected number of wild population and criteria established in Items 7 and 8.

20. Sampling of water animals for laboratory research is made according to Sections 9-12.

21. Farms, the number of the farms which are subject to sampling and method of sampling get out according to instructions of the Agency and the plan of rapid response taking into account the profile of disease and criteria stated in Item 7.

Section 2. Methods of diagnostics and mandrel of samples

22. Techniques, reference materials, their standardization and interpretation of results of testing for land animals with use of methods of diagnosis of infectious diseases of category A shall correspond to regulations of Veterinary sanitary standard on supervision, programs of the liquidation and the status of wellbeing by some list and emerdzhentny diseases approved by the Government.

The methodology of diagnostics shall be directed to maximization of sensitivity of supervision. This supervision includes use of laboratory tests for assessment of the previous contact with disease.

23. For water animals samples are researched in laboratory with use of methods of diagnostics and the procedures approved by reference laboratory on the considered disease.

24. The samples taken for confirmation or confutation of availability of disease at land animals, without delay go, labeled and identified as appropriate, to accredited reference laboratory for confirmation of disease or the diagnosis.

25. Forms according to the requirements established by competent authority and the laboratory accepting tests which shall contain, at least are attached to samples:

25.1. the name and the address of economy by origin animals at whom samples are taken;
