1. Approve Rules of subsidizing of part of the rent for the dwelling leased in private housing stock according to appendix to this order.

2. Declare invalid:

1) the order of the acting minister of the industry and construction of the Republic of Kazakhstan of June 17, 2024 No. 221 "About approval of Rules of appointment and implementation of payments to separate categories of citizens for the dwelling leased in private housing stock" (it is registered in the Register of state registration of regulatory legal acts at No. 34524);

2) the order of the acting minister of the industry and construction of the Republic of Kazakhstan of December 27, 2024 No. 447 "About modification and amendments in the order of the acting minister of the industry and construction of the Republic of Kazakhstan of June 17, 2024 No. 221 "About approval of Rules of appointment and implementation of payments to separate categories of citizens for the dwelling leased in private housing stock" (it is registered in the Register of state registration of regulatory legal acts at No. 35562).

3. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

5. This order becomes effective since May 24, 2025 and is subject to official publication.

Rules of subsidizing of part of the rent for the dwelling leased in private housing stock

Chapter 1. General provisions

1. These rules of subsidizing of part of the rent for the dwelling leased in private housing stock (further – Rules) are developed according to subitem 10-36) of article 10-2 of the Law of the Republic of Kazakhstan "About the housing relations" (further - the Law) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services".

2. The state service is rendered on free basis to physical persons (further – uslugopoluchatel).

3. Appointment and implementation of subsidizing of part of the rent for the dwelling leased in private housing stock (further – the state service) is rendered through the housing construction savings bank having the status of national institute of development (further – the service provider) which services are paid based on the service provision agreement signed with authorized body in the field of the housing relations.

4. In these rules the following concepts are used:

1) the current special account – the current bank account opened by uslugopoluchatel in housing construction savings bank having the status of national institute of development, for transfer of subsidies and implementation of payments on the purposes provided by these rules;

2) single republican electronic base – the electronic database containing the information about citizens of the Republic of Kazakhstan, kandasa, the registered persons in need in the dwelling local executive bodies according to the Law;

3) authorized body in the field of the housing relations – the central executive body performing management and cross-industry coordination in the field of the housing relations and housing and communal services;

4) subsidizing – the state support appointed on a grant basis in the form of compensation paid for the account of budget funds to receivers of subsidies for the purpose of payment of lease (hiring) of the dwelling in private housing stock;
