About further enhancement of system of the state social support of poor families

For the purpose of expansion of scale of measures of the state social support of poor families, further increase in their targeting and efficiency, and also creation of the new opportunities directed to realization of potential of members of poor families I decide:

I. Main directions and purposes

1. Determine the main directions and the purposes of this Decree:

(a) separation of poor families into categories and rendering measures of the state social support to them proceeding from their category;

(b) enhancement of measures of the state social support of poor families, and elimination of the negative factors limiting their employment;

(c) creating favorable conditions for education, rest and improvement of children from poor families;

(d) implementation of system monitoring of execution of the measures directed to removal of families from poverty.

II. Support of the families included in the Register of poor families

2. Determine that since May 15, 2025 the families included in the Register of poor families and having risk of inclusion in this register are divided into "red", "yellow" and "green" categories and measures of the state social support are provided depending on their category (except for to the public assistance on repair, reconstruction, adaptation of housing and health care). At the same time:

(a) the "red" category joins families which average monthly income on each family member below the minimum consumer spendings and corresponding to one of the following criteria:

(I) family, at least one of members of which for health reasons has no opportunity to work;

(II) family which has the member needing leaving, including the child with disability;

(III) the family consisting of persons in need in foreign leaving of living alone or lonely aged or lonely person with disability;

(IV) the family which lost the supporter or the supporter of which is in organization of execution of the punishment;

(b) the "yellow" category joins families which average monthly income on each family member below the minimum consumer spendings and which members for health reasons have opportunity to work;

(c) the "green" category joins families which average monthly income on each family member constitutes from single to the polutorakratny size of the minimum consumer spendings and corresponding to one of the following criteria:

(I) family which is removed from "red" or "yellow" category;

(II) family which has high probability of inclusion in the Register of poor families.

3. Establish procedure according to which since June 1, 2025:

(a) the social services, the help and privileges determined in acts of the legislation for the families included in the Unified register of social protection also extend to the families included in the Register of poor families, and since January 1, 2026 it are provided to the families included in the Register of poor families only;

(b) in case of payment of duties, charges and other payments for use of the state services, discounts in the amount of 50 percent, in "red" category – 75 percent are applied to the families included in "yellow" category;

(c) upon transition of poor families from "red" or "yellow" category in "green" category stipulated by the legislation measures of the state social support remain behind them within the next twelve months;

(d) the support measures which are bringing in passive income according to appendix No. 1 are provided to the families included in "red" category;

(e) to members of the families included in the Register of poor families, social services and the help appear based on data on recognition of these families by the poor or the certificate that person is family member, acknowledged poor. At the same time:

(I) the information on recognition of family poor is provided from the information system "Single National Social Protection" by means of the Interdepartmental integration platform of the Electronic Government system;

(II) the certificate that person is family member acknowledged poor, is provided through the Single portal of interactive state services.

4. Determine that:

(a) since June 1, 2025 the student on "perfectly" students from the families included in "red" category, the special grant at the expense of Fund of encouragement of students is paid in double size of basic grant;

(b) since September 1, 2025 for children from poor families the separate quota in the amount of 15 percent from total quantity of the children visiting day-care centers of general average educational institution is allocated, and they are exempted from parent payment;

(c) since January 1, 2026 the covering of expenses on rest and improvement of students on "perfectly" children from poor families in camps of system of Federation of trade unions of Uzbekistan is performed in full by fund of assistance to improvement of children and to recovery of population health;

(d) necessary funds for the expenses provided by the subitem "v" of this Item according to reasonable calculations of Federation of trade unions of Uzbekistan, since 2026 are annually allocated from the Government budget to Fund assistance to improvement of children and to recovery of population health.

III. Coordination of rendering social services and help

5. Determine that:

(a) The national agency of social protection (further – the Agency) is the state body coordinating rendering social services and the help to the families included in the Register of poor families and the Unified register of social protection;

(b) the drafts of regulatory legal acts providing introduction, change and cancellation of the state social services and the help rendered to the families included in the Register of poor families and the Unified register of social protection are subject to obligatory approval of the Agency.

IV. Organization, providing and control of execution of the Decree

6. Approve "Road map" on the state social support of poor families according to appendix No. 2.

7. Make additions and changes to some acts of the President of the Republic of Uzbekistan according to appendix No. 3.

8. Assign to the deputy prime minister Kuchkarov D. A. and the adviser to the President of the Republic of Uzbekistan - the director of the Agency Olloyorov M. P. the personal responsibility for the effective organization of execution of this Decree.

9. Control of execution of this Decree and implementation of coordination of organization activity, responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
