About approval of the Development program of organic production in the Kyrgyz Republic for 2025-2029

For the purpose of creation of favorable legal, economic and social conditions to subjects of organic production by means of rendering the state support to them, according to the Law of the Kyrgyz Republic "About organic production", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) the Development program of organic production in the Kyrgyz Republic for 2025-2029 (further - the Program) according to appendix 1;

2) the Actions plan on program implementation (further - the Actions plan) according to appendix 2;

3) matrix of indicators of monitoring and assessment on program implementation according to appendix 3;

4) the budget of the Program according to appendix 4.

2. To the ministries and administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations:

To accept 1) to execution the Actions plan;

2) quarterly, to the 10th following the accounting period to provide information on the course of implementation of the Actions plan in the Ministry of water resources, agricultural industry and processing industry of the Kyrgyz Republic;

3) to enable implementation of actions, following from this resolution, within the approved means of the ministries and departments for the corresponding years.

3. To the ministry of water resources, agricultural industry and processing industry of the Kyrgyz Republic quarterly, to the 15th following the accounting period to provide information on the course of implementation of the Actions plan in Administration of the President of the Kyrgyz Republic.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

Chapter 1. Introduction

1. Organic production - one of the perspective directions of development of domestic agricultural industry of the Kyrgyz Republic which is the perspective form of farming providing consecutive decrease in use of synthetic fertilizers, pesticides, regulators of growth of plants and animal, feed additives, antibiotics. It belongs to one of alternative ways of development of agricultural production which practices use of organic and microbiological fertilizers, biological products from the raised ecological safety.

Organic production allows to reduce significantly negative impact on the environment, to prevent chemical pollution of the rivers, lakes and underground waters, and also degradation of soils.

Today transition to the organic production assuming steady farming, namely, upgrade of industrial and technological complexes that it will allow to increase production volumes of environmentally friendly food in case of the minimum use of the natural capital, including land and water resources, and also adaptation to climate changes is urgent for the agrarian sector of economy of the republic. It is possible to reach all this by introduction of various crop rotations, mechanical methods of destruction of weeds, rational use of present ecosystems in the nature, basic use of green hedges and biotopes.

In turn, focus on organic agricultural industry in the long term will provide such opportunities as:

1) upgrade and intensification of technological base of organic production;

2) increase in competitiveness of domestic production of agricultural industry by its ecologization;

3) the certification of products of organic production conforming to international standards;

4) creation of the new markets of ecologically safe products which are in the increasing demand and promotion of organic food for export;

5) stimulation of innovative development of organic production in the republic;

6) sustainable development of the rural organic territories;

7) improvement of quality of life of rural population.

In the long term organic production is intended to support health of plants, animals, soils, the person and all planet, to create favorable conditions for providing cultural plants with elements of mineral food, pest control and weeds, to apply effect of crop rotations, organic fertilizers (manure, composts, afterharvest remaining balance, green manure crops) and different harmless methods of processing of the soil more actively.

2. The terms applied in this Program:

1) biotope - the homogeneous ecological parcel of land which is the place of cultivation of plants and dwellings of animals;

2) genetic engineering - set of methods, methods and technologies of molecular biology by means of which genetic material of plants, animals, microorganisms, cages and other biological units with results which cannot be received by methods of natural pairing and reproduction or natural recombination changes;

3) conversion of lands - transfer of lands from intensive production to lands of organic production;

4) retail - wholesale purchase and retail sale of organic food through network of supermarkets, hypermarkets and online stores;

5) green manure crops - the green fertilizers received from the plants which are grown up for the purpose of their subsequent seal to the soil for improvement of its structure, enrichment by nitrogen and oppression of growth of weeds;

6) synthetic substances - mineral fertilizers, pesticides (herbicides, fungicides, insecticides), chemicals and regulators of growth of plants and animals;

7) system of warranty participation (in English - participatory guarantee systems (PGS) - the local system of providing and confirmation of conformity and quality of organic products applied by domestic associations of producers of organic products on the principles of voluntariness, trust, active participation of their members and concerned parties, operating outside certification by the third party;

8) traditional products - the products and dishes which are passing from father to son and consumed many generations.
