About introduction of amendments to some orders of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan to which changes are made.

2. To provide to department of the public assistance of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication and placement of this order on official Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

1. Bring in the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of May 24, 2023 No. 169 "About approval of Rules of appointment and implementation of payment of public welfare payment for the birth, attendance allowances, extra family allowances, benefits of the awarded mother" (it is registered in the Register of state registration of regulatory legal acts at No. 32571) the following changes:

in Rules of appointment and implementation of payment of public welfare payment for the birth, attendance allowances, extra family allowances, benefits of the awarded mother approved by the specified order:

state Item 1 in the following edition:

"1. These rules of appointment and implementation of payment of public welfare payment for the birth, attendance allowances, extra family allowances, benefits of the awarded mother (further – Rules), are developed according to the second paragraph of Item 2 of article 72 of the Social code of the Republic of Kazakhstan (further – the Code) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for appointment and implementation of payment of public welfare payment for the birth, attendance allowances, extra family allowances, benefits of the awarded mother.

In case of modification and (or) amendments in these rules regarding rendering the state service the authorized body in the field of social protection of the population within three working days after state registration of the order which provides modification and (or) amendments informs Single contact center, The Government for Citizens State corporation, the operator of information and communication infrastructure of "the electronic government" and territorial subdivisions of Committee of regulation and control in the field of social protection of the population of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan on the made changes and (or) additions.

lump-sum public welfare payment in connection with the child's birth (further – benefit for the birth);

monthly public welfare payment on child care of age of one and a half years on reaching it (further – attendance allowance);

monthly public welfare payment to the large families having four and more jointly the living minor children, including children who are studying full-time according to general education or professional programs in the organizations of general secondary, technical and professional, postsecondary, higher and (or) postgraduate education after achievement of eighteen-year age by them until the termination of the organizations of education (but no more than before achievement of twenty-three-year age) (further – extra family allowance);

monthly public welfare payment to the mothers having many children awarded with suspension brackets "Three-copecks piece of alg", "Kum_s of alg" or who were entitled earlier "Mother heroine", awarded with the degree awards "Maternal Glory" I and II (further – benefit of the awarded mother).";

appendices 1, 2 and 3 to the specified Rules to be reworded as follows according to appendices 1, 2 and 3 to this list;

appendices 5, 6, 7, 8, 9 and 10 to the specified Rules to be reworded as follows according to appendices 4, of 5, of 6, of 7, 8 and 9 to this list;

Bring in the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of May 31, 2023 No. 192 "About approval of Rules of appointment and payment of special public welfare payment" (it is registered in the Register of state registration of regulatory legal acts at No. 32659) the following changes:

in the Rules of appointment and payment of special public welfare payment approved by the specified order:

appendices 1, 2 and 3 to the specified Rules to be reworded as follows according to appendices 15, 16 and 17 to this list;

appendix 5 to the specified Rules to be reworded as follows according to appendix 18 to this list;

appendix 14 to the specified Rules to be reworded as follows according to appendix 19 to this list;

appendices 22, 23, 24 and 25 to the specified Rules to be reworded as follows according to appendices 20, of 21, 22 and 23 to this list.

Bring in the order of the Deputy prime minister – the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 9, 2023 No. 215 "About approval of Rules of appointment and payment of the public welfare payment granted and paid to mother or the father, the adoptive father (adopter), the guardian (custodian) who are bringing up the child with disability (children with disability), public welfare payment to persons performing face care with disability of the first group" (it is registered in the Register of state registration of regulatory legal acts at No. 32851) the following changes:

in Rules of appointment and payment of the public welfare payment granted and paid to mother or the father, the adoptive father (adopter), the guardian (custodian) who are bringing up the child with disability (children with disability), public welfare payment to persons performing face care with disability of the first group, approved by the specified order:

These rules of appointment and payment of the public welfare payment granted and paid to mother or the father, the adoptive father (adopter), the guardian (custodian) who are bringing up the child with disability (children with disability), public welfare payment to persons performing face care with disability of the first group (further – Rules), are developed according to the fourth paragraph of item 4 of article 171 of the Social code of the Republic of Kazakhstan (further – the Social code) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for appointment and payment of the public welfare payment granted and paid to mother or the father, the adoptive father (adopter), the guardian (custodian) who are bringing up the child with disability (children with disability), public welfare payment to persons performing face care with disability of the first group.
