About the National development program of the Kyrgyz Republic till 2030
For the purpose of ensuring further dynamic and complex development of the Kyrgyz Republic, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Approve the National development program of the Kyrgyz Republic till 2030 according to appendix.
2. To the Cabinet of Ministers of the Kyrgyz Republic:
- in six-months time to develop and accept the Actions plan on implementation of the National development program of the Kyrgyz Republic till 2030;
- take the adequate measures following from this Decree.
3. Recommend to Jogorku Kenesh of the Kyrgyz Republic, to judicial bodies, state bodies and local government bodies to approve the strategic documents (concepts, strategy, programs) and actions plans with the National development program of the Kyrgyz Republic till 2030.
4. To management of political and economic researches of Administration of the President of the Kyrgyz Republic to perform on permanent basis monitoring of execution of the National development program of the Kyrgyz Republic till 2030.
5. Recognize invalid:
- since January 1, 2026 the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2026" of October 12, 2021 No. 435;
- The presidential decree of the Kyrgyz Republic "About modification of the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2026" of October 12, 2021 No. 435" of July 30, 2024 No. 210.
6. I reserve control of execution of this Decree.
7. This Decree becomes effective after seven days from the date of official publication.

The national development program of the Kyrgyz Republic till 2030 (further - the Program) represents the strategic document determining the medium-term purposes and priorities of the country. The program is aimed at providing sustained economic growth, improvement of quality of life of the population and creation of conditions for complex development of key industries of economy. Development of the Program is caused by need of adaptation to dynamically changing global and regional circle, and also aspiration to strengthening of social and economic capacity of the country.
The program relies on progress of the previous strategic initiatives and results, providing succession and development of the achieved results. Within implementation of the National development program of the Kyrgyz Republic till 2026 considerable success was achieved: GDP per capita grew to 2420 US dollars, average rate of economic growth for the last three years made 9%, in the Index of human development the country rose to the 117th place, the situation with public finances and food security significantly improved.
The established main target reference points in the National development program of the Kyrgyz Republic till 2026 were reached following the results of 2024. At the same time the majority of key indicators was exceeded: the level of unemployment constituted % 4,1, the amount of the public external debt developed at the % 25,9 level to GDP, by results of all-republican testing (ORT) of 67,8 of % of graduates of schools have functional literacy and could overcome threshold values of the test.
In view of that the country successfully overcame effects of pandemic of COVID-19, adapted to geoeconomic changes, optimized system of public administration, in the forthcoming period it is necessary to continue the strategic rate begun in 2021 and the large-scale state reforms aimed at the accelerated development and achievement of more ambitious goals.
The analysis of the current situation shows that in the Kyrgyz Republic considerable success in social and economic development is achieved. In the medium-term period the task on transition to category of the countries with income level above average is set (4500 US dollars per capita). It will demand significant improvement of quality of public administration, performance improvement of work, active implementation of advanced technologies and investment attraction.
The new rate till 2030 is based on the deep analysis of competitive advantages of the Kyrgyz Republic, global trends and national priorities. The doctrine includes realization of such priorities as: preserving historical and cultural heritage, national traditions and values, development of education, culture, right to liberty of conscience and religion, etc. Promotion of these priorities plays key role in creation of conditions of forming of civil identity and feeling of belonging to the single nation where each citizen, irrespective of ethnic, religious or language origin, feels as part of the national state.
Target reference points are determined as follows:

The key tasks requiring the solution within program implementation:
1) development of civil identity - Kyrgyz of zharana and growth of civil culture:
- creation of strong legal, scientific, terminology database in the field of public awareness and forming of the civil identity reducing the risks connected with manipulations and strengthenings of prejudiced beliefs in society;
- increase in resistance to impact of processes of globalization and the amplifying external ideological influences and strengthening of the Kyrgyz authenticity;
2) development of the sphere of culture by its transformation in the strategic instrument of humanitarian upgrade:
- increase in role of culture in life of society through digitalization, upgrade of infrastructure, support of the creative industries and acceptance of system measures;
- creation of the multipurpose cultural centers, revival of national cinema, start of the international cultural projects;
3) forming of active civic stand and the valuable reference points of youth providing stable innovative development of the country, assistance to social development and self-development of youth;
4) providing religious liberty and strengthening of the principle of good breeding:
- increase in level of legal and religious literacy of the population, and also elimination of the contradictions between separate religious trends, traditional and civil values creating risks of negative impact on public consciousness and stability;
- strengthening of the principle of secular nature of the state and exception of religious factor as political resource;
5) development of state language and preserving language variety:
- creation of the effective language policy providing full-scale functioning of state language as the most important factor of strengthening of unity of the people of the Kyrgyz Republic during the preserving and development of languages of all ethnoses living in the Kyrgyz Republic;
- implementation and use of training in state language throughout all life.
Macroeconomic situation
The economic policy of the state is aimed at providing macroeconomic and price stability in the country. For 2021-2024 the economy of the Kyrgyz Republic successfully adapted to external and internal shocks and changes, expanded geography and activity of foreign trade, increased industrial potential. Average rate of real surplus of economy of the Kyrgyz Republic for these years made % 8,0.

In general such positive dynamics is connected with improvement of the investment climate in the country, the undertaken measures for investor protection and the state support of investment projects.
In 2021-2022 the total amount of direct foreign investments on average annually exceeded 1, 1 billion US dollars. Following the results of 2023 and to preliminary data of 2024, this indicator on average developed at the level of 859 million US dollars. The amount of direct foreign investments in trade industry also showed positive dynamics, and its share in the total amount of inflow of investments averaged 18,7 of % and for 2021-2024 increased in time 1,8.
In the external economic sector considerable increase in connection with expansion of transport and logistic opportunities and the changed geoeconomic conditions is observed. Commodity export in 2024 in comparison with 2021 increased by % 39,1, import - in time 2,2.
As a result of the remaining demographic increase the number of able-bodied population continues to grow and in 2024 constituted 4,1 of one million people. Growth of number of able-bodied population along with return of labor migrants, and also structural changes of demand in the labor market affected the potential of growth of economy of the Kyrgyz Republic. The level of unemployment decreased with % 5,3 in 2021 to % 4,1 in 2023 and is the smallest indicator for all sovereign period of the country. In 2024 263,1 of one thousand workplaces, including in the industry - 20,3 of one thousand workplaces was created.
Industrial sector
The industrial sector takes the important place in economy of the Kyrgyz Republic, creating on average about 17% of GDP. The production volume of industrial output increased in time 1,6, with 370, 5 billion som in 2021 to 585, 3 billion som in 2024. The basis of this sector is constituted by processing industry (gold production), food and light industry, and also production of construction materials.
