For the purpose of accomplishment of provisions of National strategy for the protection of the child and family approved by the Order of the Government N727 of June 16, 2003. (The official monitor of the Republic of Moldova, 2003, Art. N126-131, 774) and the National actions plan "Education for All" for 2004-2008 approved by the Order of the Government N527 of May 21, 2004. (The official monitor of the Republic of Moldova, 2004, Art. N83-87, 665), the Government DECIDES:

1. Approve the Minimum quality standards on care, education and socialization of the child in organizations of internatsky type according to appendix.

2. The minimum quality standards on care, education and socialization of the child in organizations of internatsky type take root all organizations of this type within the assignments provided by annually relevant budgets of the central and local public authorities, and also the means received from donations, grants and other sources according to the existing regulations.

3. Implementation of the Minimum quality standards on care, education and socialization of the child in organizations of internatsky type is performed by district/municipal authority of education, youth and sport which performs monitoring and assessment of activities of organization in coordination with department/management of social security and protection of family.

4. To assign control of implementation of the Minimum quality standards on care, education and socialization of the child in organizations of internatsky type to the Ministry of Public Education and youth.

Chapter I. Organization of organization of internatsky type

Section 1. General provisions

1. Main objective of activities of organization of internatsky type (further - organization) is protection in the conditions of nursing home of the child who is in difficult situation, for a certain time.

2. The organization provides to the child who is in difficult situation, services in leaving, education, recovery, integration (reintegration), rendering the medical and public assistance; provides it optimal conditions for harmonious development; maintains the child's relations with his family.

3. The organization performs the activities on the basis of the Standard provision developed by the Ministry of Public Education and youth and approved according to the procedure, established by the Government.

4. The organization develops regulations on organization of internatsky type in which the purpose of organization, the types of activity which are carried out by him, methods of intervention, conditions provided to children and categories of users which shall be available to employees of organization, parents / legal representatives of the child, and also to the children using protection of this kind makes a reservation.

5. Children are informed and help them to understand why they are in this organization what its role and what services it provides whom are other pupils.

development and application of the individual plan for leaving based on assessment of specific situation and needs of each child (appendix N 3);

ensuring temporality of protection of the child in organization of internatsky type;

integration (reintegration) of the child into biological, foster home or other structures of protection of family type, community, etc. for the purpose of final placement;

ensuring openness for society of the activities which are carried out by organization.

10. The provision of each child is analyzed by multi-profile team.

11. Responsibility for accomplishment of the obligations in relation to the children who are in these organizations by the agreement signature with organization which is referred to as with the contract with family is conferred on parents / legal representatives of the child (appendix N 4).
