About activities in the field of gaming
For the purpose of enhancement of procedure of activities in the field of gaming:
The Ministry of Taxes and Tax Collection realizes state policy in the field of gaming, and also coordinates activities of republican state bodies, local executive and administrative organs in this sphere;
control of activities in the field of gaming and compliance with law in case of its implementation is assigned to the Ministry of Taxes and Tax Collection and its territorial authorities, bodies of the State Control Committee.
2. Approve Regulations on implementation of activities in the field of gaming it (is applied).
3. The legal entities of the Republic of Belarus performing activities for content of virtual gambling institution in case of its completion according to requirements of this Decree provide availability in the place of the finding of the test report of the virtual gambling institution confirming its compliance to the requirements determined by Council of Ministers of the Republic of Belarus no later than July 1, 2027.
4. Is illegal and activities implementation is forbidden:
on content of virtual gambling institution after July 1, 2027 in the absence of the test report of the virtual gambling institution called in Item 3 of this Decree;
the organizer of gamblings on making (execution) of transactions (transactions) with digital signs (tokens) in defiance of requirements of the Regulations on implementation of activities in the field of the gaming approved by this Decree, other legal acts regulating procedure for making (execution) for transactions (transactions) with digital signs (tokens).
5. Information which contents are directed to the organization and (or) carrying out gamblings with use of the global computer Internet in defiance of requirements of the legal acts regulating activities in the field of gaming is prohibited to distribution in the territory of the Republic of Belarus.
6. Before entry into force of the Regulations on implementation of activities in the field of the gaming approved by this Decree:
visitors of gambling institutions, virtual gambling institutions have the right to list to the organizer of gamblings for participation in gambling money via bank transfer by means of residents of the Park of the high technologies performing activities of the operator of cryptoplatform or the operator of exchange of cryptocurrencies which clients these visitors of gambling institution, virtual gambling institution are;
payment of prize, return of not played rates via bank transfer can be made by means of residents of the Park of the high technologies performing activities of the operator of cryptoplatform or the operator of exchange of cryptocurrencies which client is the participant of gambling to whom payment of prize, return of not played rates is performed.
Payment of prize, return of not played rates according to the procedure, the specified in paragraph three of part one of this Item, are made by the organizer of gamblings by means of money transfer into the account from which the operator of cryptoplatform or the operator of exchange of cryptocurrencies to the organizer of gambling listed the money necessary for the participant for participation in gambling.
The calculations between residents connected with participation in gambling including acceptance of rates, payment of prizes, return of not played rates, are made including by means of residents of the Park of the high technologies performing activities of the operator of cryptoplatform or the operator of exchange of cryptocurrencies in Belarusian rubles.
7. In nine-months time to provide to Council of Ministers of the Republic of Belarus reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.
8. Recognize invalid presidential decrees of the Republic of Belarus (appendix).
9. This Decree becomes effective in the following procedure:
Items 1-5, 8 - in nine months after official publication of this Decree;
other provisions of this Decree - after its official publication.
