About approval of the National program for development of technical regulations (The official monitor of the Republic of Moldova, 2004, 1046) I ORDER to Art. N132-137,:

1. Approve the Technical regulation "Name, Marking of Fibrous Structure and Labelling of Textile Materials" it (is applied).

2. Provisions of these regulations are obligatory for all economic agents who make, import, pack or sell textile goods.

3. Publish this order in the Official monitor of the Republic of Moldova.

Technical regulation "Name, Marking of Fibrous Structure and Labelling of Textile Materials"

I. Scope

1. These regulations regulate regulations concerning the name, markings of fibrous structure and labeling of textile materials.

2. The following materials belong to textile and are objects of provisions of this technical regulation:

- the materials containing at least 80% of textile fibers of total weight;

- furniture fabrics, covers for umbrellas and the beach umbrellas containing at least 80% of textile fibers of total weight; textile components of floor multilayer textile coverings, mattresses and products for camping, liners for footwear, gloves and sports gloves when these parts or liners constitute at least 80% of total weight of products;

- the textile materials included in structure of other products and which are their component, in cases when their structure is specified.

3. Rules concerning marking of fibrous structure are not applied to materials which:

- are conveyed as transit goods on the territory of the Republic of Moldova under customs control;

- are imported for internal conversion with the subsequent re-export;

- purchased by persons working at home, or independent firms which process supplier materials without transfer of property on them;

- contain in appendix N 3, for which labeling and marking of fibrous structure are not obligatory.

II. Terms and determinations

4. In these regulations the following terms are used:

textile materials - the raw materials, materials semifinished products semi-processed, processed, incomplete or complete which consist only of textile fibers, without the applied production process;

textile fiber - the component of textile material which is characterized by elasticity, subtlety, big ratio of length to the maximum longitudinal size that does it suitable for conversion in textile area; tapes or flexible tubular materials which maximum width constitutes 5 mm, including tapes received when cutting wider tapes or films formed of the materials used in production of fibers according to line items of N19-44 of the appendix N1 and acceptable for conversion in textile industry;

visible width - width of one tape or tube curved, flattened, compressed, twisted or average width if it is heterogeneous;

the label - any text - written, printing, lithographic or illustrated which contains the data concerning the name, composition of fibers in material, elements of identification, factory or commercial brands, the instruction for application and which accompanies goods, held for sale;

marking of composition of fibers - specifying on the label, on product or packaging in the form of the written or printing text or in graphical execution of the composition of the fibers entering textile material, expressed as a percentage.

III. The name and marking of composition of fibers in textile materials

5. The name and the description of fibers which correspond to item provisions 2, are provided in the appendix N1.

6. The names provided in appendix N 1, cannot be used in itself or as root or adjective for designation of any other fibers.

7. The word silk cannot be used for specifying of form or distinctive characteristics of textile fibers as, for example, filamentous threads.

8. Any textile material cannot be described as "100%", "net" or "complete", except those which consist only of the same fiber, and no other similar term can be used.

9. Textile material may contain other fibers, at most 2% of weight if this quantity is proved by technical arguments and is not added for other reasons.

10. The variation in the amount of 2% provided by the item 9, can increase up to 5% if the textile product underwent process of kardochesaniye.
