About public consultations

This Law is adopted for the purpose of streamlining of involvement of concerned parties to participation in decision making by carrying out public consultations at all stages of statement of problem, development, forming and realization of state policy, the solution of questions of local value in the respective spheres of public life.

Section I. General provisions

Article 1. Determination of terms

1. In this Law the stated below terms are used in the following value:

1) the concerned party - citizens of Ukraine, public associations, labor unions and their associations, the creative unions and their associations, the charitable and religious organizations, Associations of local government bodies, bodies of self-organization of the population, not entrepreneurial societies, subjects of managing, their consolidation, the organization of employers, their consolidation, self-regulatory organizations whom decision making will influence other persons, the rights, freedoms, interests or obligations of which concerns the decision, and also other persons who showed willingness to participate in public consultations;

2) Materials of public consultation - information which was received or created in the course of carrying out public consultation is reflected and documented by all means and on any carriers or was the basis for its carrying out;

3) online platform for public consultations - software module of online platform for interaction with citizens and institutes of civil society;

4) subject of public consultation - the question which arose at stage of statement of problem, development, forming or realization of state policy in the respective sphere, implementation of local self-government (including at stage of election of one of alternative ways of solving the problem, preparation of the draft of the act) concerning which the subject provided by part two of article 5 of this law suggests concerned parties to provide the offers during public consultations;
