1) in Article 1:

a) in paragraph one of the word "in case of the military conflicts or owing to these conflicts, and also in case of emergency situations of natural and technogenic nature" shall be replaced with words "during mobilization, during action of warlike situation, in wartime";

b) to add paragraph two after the words "in the field of civil defense" with the words "in peace time, during mobilization, during action of warlike situation, in wartime";

c) third to declare the paragraph invalid;

d) the fourth to state the paragraph in the following edition:
