2. Recognize to invalid:

1) the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of April 26, 2022 No. 232 "About approval of Rules of cost determination of researches, consulting services and the state task in the field of transport" (it is registered in the Register of state registration of regulatory legal acts for No. 27872);

2) the order of the acting minister of transport of the Republic of Kazakhstan of November 15, 2023 No. 76 "About introduction of amendments to the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of April 26, 2022 No. 232 "About approval of Rules of cost determination of researches, consulting services and the state task in the field of the industry and infrastructure development" (it is registered in the Register of state registration of regulatory legal acts for No. 33660).

3. And corporate management of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation to provide to finance department:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the chief of staff of the Ministry of transport of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of establishment of cost of researches and consulting services of transport

Chapter 1. General provisions

1. These rules of establishment of cost of researches and consulting services in the field of transport (further - Rules) are developed according to part two of Item 2 of Article 14 of the Budget code of the Republic of Kazakhstan and determine procedure for establishment of cost of researches and consulting services in the field of transport.

Chapter 2. Procedure for establishment of cost of researches and consulting services in the field of transport

In case of establishment of cost of researches and consulting services the straight lines and indirect (administrative) expenses of the contractor supported by the proving documents (the staff list of the contractor, calculations, copies of agreements, at least 3 (three) price offers) are considered.

3. The cost of researches and consulting services cannot join costs on forming of reserves for possible losses, covering of other debts and losses of last periods, expenses on information promotion (advertizing), the sponsor's help, penalties, penalty fee and penalties, and also expenses on bonus payments, holding master classes and entertainment expenses.

4. Treat direct expenses:

1) compensation of the personnel which are directly conducting research, rendering consulting service;

2) tax and other obligatory payments in the budget, and also social assignments in relation to the personnel which are directly conducting research, rendering consulting service;

3) traveling expenses of the personnel which are directly conducting research, rendering consulting service;

4) involvement of experts;

5) communication services;

6) rent of rooms;

9) expenses on the publication of materials on researches;

10) the translation services which are directly used for carrying out research, rendering consulting service.

5. Treat indirect (administrative) expenses:

1) compensation administratively - managerial personnel;

2) taxes and other obligatory payments in the budget, and also social assignments, except for connected with payments to the personnel which are directly conducting research, rendering consulting service;

3) types of compulsory insurances;

4) other expenses (services in protection for sensitive sites, printing and typographical expenses, courier services and other).

6. For the purpose of ensuring effective planning of expenses, administrative expenses constitute no more than 20 (twenty) percent from the amount of the budgetary funds for the corresponding financial year allocated for carrying out researches and consulting services.
