About approval of the Regulations on procedure for determination of cadastral real estate value
For the purpose of execution of article 16 of the Law of the Kyrgyz Republic "About estimative activities", according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Approve Regulations on procedure for determination of cadastral real estate value according to appendix.
2. Bring in the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on procedure and conditions of paid provision of the property rights or lease on the parcels of land which are in municipal property" of September 23, 2011 No. 571 the following changes:
in Standard regulations on the procedure and conditions of paid provision of the property rights or lease on the parcels of land which are in municipal property approved by the above-stated resolution:
- add Item 5 with the paragraph the eighth the following content:
"cadastral assessment - the cost of the parcel of land established by authorized state body in the field of determination of cadastral cost;";
- the fourth Item 33 to declare the paragraph invalid;
- state Item 37 in the following edition:
"37. The cadastral cost established by authorized state body in the field of determination of cadastral cost according to the procedure for cadastral assessment determined by the Cabinet of Ministers of the Kyrgyz Republic is applied to the starting cost of the created parcel of land.
In cases, stipulated by the legislation the Kyrgyz Republic, the value assessment of the parcel of land is determined with involvement of independent appraisers of the real estate. Carrying out independent assessment is performed within 10 working days from the date of receipt of the plan of the parcel of land. Carrying out independent assessment is performed based on the agreement.
