About modification and amendments in the order of the Minister of Transport and Communications of the Republic of Kazakhstan of September 28, 2013 No. 764 "About approval of Standard programs of professional training of the aviation personnel participating in safety of flights"

I ORDER:

1. Bring in the order of the Minister of Transport and Communications of the Republic of Kazakhstan of September 28, 2013 No. 764 "About approval of Standard programs of professional training of the aviation personnel participating in safety of flights" (it is registered in the Register of state registration of regulatory legal acts for No. 8785) the following changes and amendments:

state preamble in the following edition:

"According to the subitem 15) of Item 1) of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" I ORDER:";

in Standard programs of professional training of the aviation personnel participating in safety of the flights approved by the specified order:

add item 4 with subitem 90-1) of the following content:

"90-1) safety management system of flights (further - SUBP) – system approach to safety management of flights, including organizational structure, hierarchy of responsibility, obligation, the guidelines and procedures;";

state Item 206 in the following edition:

"206. The program for instructors on class of airplanes (CRI) includes:

1) at least 25 hours by technique of teaching and training;

2) 10 class periods of classes in repeating of technical knowledge, preparation of plans of occupations and development of educational skills of teaching in audience or on the exercise machine.";

state Item 241 in the following edition:

"241. Flight training of instructors on class of airplanes (CRI) is directed to acquisition of knowledge, skills and installations safely and effectively to provide training of pilots at AF operated by one pilot and includes: 3 hours by the single-engine airplane or 5 hours by the two-engine airplane.";

state Item 248 in the following edition:

"248. The amount and need of carrying out flight training is determined by AUTs independently.";

state Items 294 and 295 in the following edition:

"294. The additional list of programs for maintenance of professional level of members of flight crews are developed based on Standard programs for training courses according to appendices 21 and 115 to these Standard programs.

295. Terms of passing of rates of maintenance of professional level of members of flight crews are specified in appendices 21 and 115 to these Standard programs.";

state Items 309 and 310 in the following edition:

"309. For prolongation of the certificate of the instructor on type of the airplane (TRI (A)) the applicant within the last 12 months preceding expiry date of the certificate carries out 2 of the following 3 requirements:

1) conducts one of the following parts of training course:

session of training preparation lasting at least 3 watch or one exercise on AF at least 1 hour including at least 2 takes off and landing;

2) is received by advanced training of instructors as TRI in the certified (acknowledged) AUTs;

3) undergoes competency evaluation according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

310. For prolongation of the certificate of the instructor on type of the helicopter (TRI (N)) or the aircraft with system of increase in the carrying power (TRI (PL)) the applicant during effective period of the certificate of TRI carries out 2 of the following 3 requirements:

The raid of 50 hours according to the program of flight training on each of types of aircrafts for which training programs or the FSTD exercise machine, the corresponding type are provided, from which at least 15 hours of raid within 12 months preceding expiry date of the certificate of TRI has 1).

For the instructor of TRI (PL) these hours of flight training are carried out as the examiner of TRI or type (TRE) or the flight SFI exercise machines instructor or the examiner (SFE);

2) undergoes retraining of instructors as TRI in certified (recognized) by authorized organization AUTs;

3) undergoes competency evaluation on maintenance of professional level according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.";

state Item 411 in the following edition:

"411. Maintenance of professional level of specialists in ANI is made in aviation training centers and (or) the organizations of civil aviation at least once in three years according to the programs including the practical and theoretical preparation connected with process of providing aeronautical information.";

state Item 419 in the following edition:

"419. Maintenance of professional level of designers of aeronautical procedures is carried out at least once in three years.

Programs of maintenance of professional level of designers of flight procedures and cartography include the practical and theoretical preparation connected with process of development of schemes of flights on devices and cartography.";

add with Chapters 20-1 and 20-2 of the following content:

"Chapter 20-1. Retraining and maintenance of professional level of examiners on flight crews.

419-1. Professional training of examiners on flight crews is performed for the purpose of ensuring compliance to requirements imposed to the physical persons designated by authorized organization for determination of skill level of aviation personnel.

419-2. Professional training of examiners on flight crews is implemented as retraining of holders of the certificate of the members of flight crew who do not have this qualification, and maintenance of professional level of the examiners appointed by authorized organization for flight crews.

419-3. Retraining is made for persons having:

1) the operating special mark of the pilot-instructor;

2) uninterrupted length of service as the pilot-instructor during the period preceding training, at least 3 years.

419-4. Retraining is made including, for the persons which were earlier undergoing this training, but not performing activities as the examiner for flight crews, or are not appointed by authorized organization as the examiner on flight crews within 5 years from end date of training.

419-5. Retraining is implemented according to the directions specified in appendix 113 to these Standard programs. The total amount of the program provides at least 28 class periods.

419-6. Maintenance of professional level of examiners on flight crews includes theoretical preparation in the directions of the program of retraining in volume of at least 14 hours.

419-7. Frequency of maintenance of professional level of examiners on flight crews is established at least 1 time in 3 years.

Chapter 20-2. Retraining and maintenance of professional level of the examiner and appraiser on maintenance of the aircraft.

419-8. Professional training of the examiner and (or) appraiser on AF is performed for the purpose of ensuring compliance to requirements imposed to the physical persons designated by authorized organization for determination of skill level of personnel for AF.

419-9. Retraining is made including for the persons which were earlier undergoing this training, but not performing activities as the examiner or the appraiser on THAT AF, or are not appointed by authorized organization as the examiner or the appraiser on THAT AF within 5 years from end date of training.

419-10. Retraining is implemented according to the directions specified in appendix 114 to these Standard programs. The total amount of the program provides at least 12 class periods.

419-11. Maintenance of professional level of the examiner or appraiser on THAT AF includes theoretical preparation in the directions of the program of retraining in volume of at least 6 hours.

419-12. Frequency of maintenance of professional level of the examiner and appraiser on THAT is established by AF at least 1 time in 3 years.";

add with Item 465-1 of the following content:

"465-1. The program of practical training of the flight dispatcher joins fact-finding flight in cabin of crew of the aircraft on one of the routes which are carried out by the operator. Fact-finding flight is carried out at least once in 12 months.";

state Item 557 in the following edition:

"557. For heads of the organizations of civil aviation having aviation education, training in volume of these Standard programs is not obligatory except for preparation in the field of SUBP of the organization.";

state Item 611 in the following edition:

"611. According to article 54 of the Law professional training of aviation personnel consists from:

1) the initial preparation including the following obligatory modules:

aviation fact-finding preparation;

tasks of members of kabinny crew;

normal, emergency and emergency procedures;

preparation taking into account type, modifications of the aircraft and training of the operator;

dangerous goods;

possibilities of the person;

health protection, sanitation in cabin, first-aid treatment;

aviation safety;

determination of human trafficking and response to it.

2) the retraining on the AF type consisting from: preparation taking into account the AF type, taking into account modifications (when applicable) and training of the operator;

3) visits of the aircraft;

4) fact-finding flight;

5) maintenance of the professional level consisting of annual and three-year periodic retraining;

6) recertification preparation.";

state Item 674 in the following edition:

"674. Fact-finding flight includes the following:

1) the tasks of kabinny crew established by the operator, including among other:

preflight and postflight tasks (for example, participation in briefings, accomplishment of preflight checks, consideration of documentation);
