ORDER OF THE MINISTER OF TRANSPORT AND COMMUNICATIONS OF THE REPUBLIC OF KAZAKHSTAN

About approval of Standard programs of professional training of the aviation personnel participating in safety of flights

(as amended on 11-09-2025)

According to the subitem 15) of Item 1) of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" I ORDER:

1. Approve the enclosed Standard programs of professional training of the aviation personnel participating in safety of flights.

2. To committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after its state registration in the Ministry of Justice of the Republic of Kazakhstan, official publication in mass media, including Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan and placement it on the intranet portal of state bodies;

3) submission to Legal department of the Ministry of Transport and Communications of the Republic of Kazakhstan of data on state registration and about the direction on publication in mass media within 5 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-minister of the Ministry of Transport and Communications of the Republic of Kazakhstan Bekturov A. G.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard programs of professional training of the aviation personnel participating in safety of flights

Chapter 1. General provisions

1. These Standard programs of professional training of the aviation personnel participating in safety of flights (further - Standard programs), are developed according to the subitem 15) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace and activities of aircraft in the Republic of Kazakhstan" (further - the Law).

2. These Standard programs are installed by the principles, procedure for realization, the organization of stages, the minimum amounts of content of programs and other criteria when implementing professional training of aviation personnel, heads of the organizations of civil aviation, and also other employee categories (specialists) of civil aviation.

3. In these Standard programs standards and recommended practice of International Civil Aviation Organization (further - ICAO), the European aviation rules, rules of the World Meteorological Organization are applied (further - VMO).

4. In these Standard programs the following terms and determinations are used:

1) the emergency equipment - the equipment which is installed or is onboard the aircraft (further - AF), for use in emergency and emergency situations which require immediate taking measures for the purpose of safety of flights and preserving life all being on board (supply of oxygen in passenger salon, the axe, the fire extinguisher, smoke-proof oxygen hood, the mechanical instrument of disconnection, emergency chute);

2) emergency procedures - the procedures established by the operator in management on production of flights and applied in supernumerary and emergencies. The situation which is not typical or standard is called supernumerary, conducts to variations and creates threat of emergency;

3) aviation training center (further - AUTs) - the legal entity performing preparation, retraining and maintenance of professional level of aviation personnel;

4) aviation personnel - the physical persons having special and (or) professional training, performing activities for accomplishment and ensuring flights of AF, airborne transportations and aviation works, maintenance (further - THAT) AF, to the organization and servicing of air traffic, air traffic control;

5) possibilities of the person - the capabilities of the person and limits of its opportunities influencing safety and efficiency of aviation activities;

6) authorized body in the field of civil aviation (further - authorized body) - the central executive body performing management in the field of use of airspace and activities of civil and experimental aviation;

7) instrument time - flight time on devices or time of land training on devices;

8) heavy aircrafts:

airplanes - AF with the maximum take-off mass of equal and more than 5700 kg;

helicopters - AF with the maximum take-off mass of equal and more than 3180 kg;

9) aerostat - AF is easier than air, not set in motion by the engine;

10) real maintenance of aircrafts or involvement in real maintenance of aircrafts - work of the specialist on AF having the existing certificate of the specialist in AF and use of powers of certified permission and (or) real accomplishment, at least, on the same AF type or groups of the AF systems determined in individual certified permission;

12) type of aircrafts - classification of AF on the basis of the established main characteristics:

airplane;

helicopter;

glider;

free aerostat;

AF with system of increase in carrying power;

airship;

motor-hang-glider;

autogyro;

13) the aircraft - the device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from land (water) surface;

14) maintenance of aircrafts - work, necessary for ensuring preserving (maintenance) the flight validity of AF, including control recovery work, checks, replacements, elimination of defects which are carried out as separately, and in combination, and also practical implementation of modification or repair, excepting accomplishment by preflight inspectorate;

15) the commander of the aircraft under observation (PICUS) – the second pilot performing functions and obligations as the commander of the aircraft under observation. Time of PICUS is fixed in the flight book of the second pilot, makes sure the signature of KVS or the instructor and is set off in general raid as KVS;

16) the commander of the aircraft (further - KVS) - the pilot appointed the operator or, in case of aircraft of general purpose, the owner of AF to carry out obligations of the commander and to be responsible for safe accomplishment of flight;

17) aircraft type – all AF of one basic design, including all their modifications, except for those which lead to change of flight or flight characteristics;

18) servicing of air traffic (further - Department of Internal Affairs) - flight and information servicing, the emergency notification, dispatching Department of Internal Affairs (district dispatching servicing, dispatching servicing of approach and airfield dispatching servicing);

21) preparation on adopted agenda - the preparation performed under control and according to the special program approved by the contracting state;

22) (approved) organization approved educational - the organization approved (approved) by the contracting state and functioning under its control for carrying out preparation on adopted agenda;

23) the approved (approved) organization for maintenance - the organization approved (approved) by the contracting state according to requirements of Chapter 8 "Maintenance of airplanes";

24) the onboard electronic equipment - any electronic device, including its electric part, held for use onboard AF, including the radio equipment, system of automatic flight control and the instrument equipment;

25) nondestructive control (NDT) - the control method used for control of condition of the materials, components and systems applied on AF, power plants, the related systems and components for the purpose of check of condition of these products and detection of defects without damage of the products which are exposed to control;

26) qualification - combination of the abilities, knowledge and installations required for accomplishment of task at the ordered level;

27) qualification mark - the record made in the certificate or having relation to it the document, being its part in which the special conditions, the rights or restrictions relating to this certificate are specified;

28) the qualification block - the discrete function consisting of number of qualification elements;

29) the qualification test - demonstration of theoretical knowledge and practical skills for obtaining (confirmation, prolongation of effective period) the certificate or qualification mark;

30) qualification element - the action representing task which has the initiating event and the completing event, borders which are accurately determining it, and observed result;

31) the aircraft certified for flights with one pilot - the AF type which according to the decision of the state of registration made during certification is allowed to operation with flight crew of the minimum structure, namely one pilot;

32) the combined training - carrying out professional training by combination of different forms of education;

33) the technique promoting preparation - the active method of preparation in which are used effective poll, attentive listening and without estimative approach and which is especially effective in development of skills and the relations to case gives help to trainees in receipt of more profound knowledge and development of own decisions that leads to higher level of understanding, storing of training material and interest;

34) the preparation purpose - the accurate formulation consisting of three parts: desirable performance indicators or what the listener presumably is able to do on the termination of term of preparation (or upon termination of these or those specific stages of preparation); the standard of efficiency which is reached for confirmation of skill level of the listener; conditions in which the listener shows the qualification;

35) independent raid - time of flight during which the pilot cadet is the single person onboard AF;

36) the airship - the aircraft which is easier than air, set in motion by the engine;

37) the second pilot - person, having the certificate of the pilot who performs any functions of the pilot, except the KVS functions, exception is constituted by the pilot who is onboard AF only for the purpose of passing of flight training;

38) the examiner (appraiser) - the physical person having the corresponding qualification, authorized and appointed by authorized organization to carry out assessment of theoretical knowledge and (or) practical skills of aviation personnel, specialists for the purpose of issue or prolongation of certificates or introduction of qualification marks or the admission to independent activities;

39) conditions - everything that is considered special environment in which efficiency will be shown;

40) time of land training on devices - time during which the pilot works on the earth simulated flight on devices on the training device of imitation of flight;

41) the member of kabinny crew - person belonging to aviation personnel who for the benefit of safety and for the purpose of servicing of passengers and (or) transportation of goods carries out the obligations onboard AF charged to it by the operator or KVS, but not being the member of flight crew;

42) professional training (training) - initial preparation, retraining and maintenance of professional level;

43) maintenance of professional level - training process of aviation personnel which purpose is updating of professional knowledge, skills and abilities for the purpose of compliance to qualification requirements;

44) complex training - carrying out professional training by one-time implementation of all training program for the established period;

45) complex course of training of pilots of commercial aircraft - training of pilots within one continuous training course to the skill level necessary for issue of the certificate of the pilot of commercial aircraft (further - CPL);

46) modular course of training of pilots of commercial aircraft - training of pilots within final stage of training course to the skill level necessary for issue of the certificate CPL and (or) qualification mark about the right of accomplishment of flights on devices;

47) commercial air transportation - activities of legal entities for transportation of passengers, baggage, loads and mailings by civil aircrafts for a fee or on hiring according to the agreement of airborne transportation;

48) the aircraft with system of increase in carrying power - AF is heavier than air, capable to carry out vertical take-off, vertical landing and flight at small speed that is generally provided with the mechanization of wing put in action by the engine or draft of the engine, used for creation of carrying power on these modes of flight, and also not rotating aerodynamic surfaces creating carrying power in case of accomplishment of horizontal flight;

49) to certify the validity to flights (to allow AF or component to operation) - to issue the certificate (certificate) that AF or his parts meet existing rules of the flight validity after accomplishment of maintenance of AF or his parts;

50) the dispatcher of servicing of air traffic with qualification mark in the certificate - the dispatcher of Department of Internal Affairs having the certificate and the valid qualification marks corresponding to the rights performed by it;

51) giving of force (certificate) - action as a result of which the contracting state instead of issue of own certificate recognizes the certificate granted to other contracting states as equivalent to its own certificate;

52) retraining - the training process of specialists of industry of civil aviation directed to studying of the aircraft equipment, acquisition of new (additional) professional knowledge, skills of abilities;

53) mistake - action or failure to act of the member of operational personnel which leads to departure from intentions or expectations of the organization or this member of operational personnel;

54) control of mistakes - process of detection of mistakes and response to them by means of counter-measures which reduce or eliminate effects of mistakes and reduce probability of further mistakes or undesirable conditions;

55) threat - events or mistakes which occur out of the sphere of competence of the member of operational personnel increase complexity of operation and which need to be managed for maintenance of admissible level of safety;

56) control of factors of threat - process of detection of threats and response to them by means of counter-measures which reduce or eliminate effects of threats and reduce probability of mistakes or undesirable conditions;

57) the equipment for safety - the equipment which is installed or is onboard AF, for permanent use for the purpose of safety of the flights and all persons which are on board (seat belts, security guidelines, demonstration set);

58) distance training - the training performed in case of interaction of the teacher and students at distance including using information and communication technologies and telecommunication means;

59) flight time on devices - time during which the pilot manages the aircraft in flight only according to indications of devices without use of external reference points;

Weeds 60) along route - the flight between point of departure and point of arrival following along previously planned route with use of standard navigation procedures;

61) the site of route - the flight including such stages as: take-off, departure in route, the cruiser mode within at least than 15 minutes, arrival, landing approach and landing;

62) modular training - the method of life-long education using step-by-step system of training in which each stage (module) represents the finished cycle with the rating control system and estimates of the gained knowledge and abilities;

63) the instructor - person performing direct activities for professional training and check of skills at aviation personnel according to the qualification;

64) raid with the instructor - flight time during which any person has flight training onboard AF with the pilot by the instructor having the appropriate certificate;

65) the testing correlated to criteria - testing in case of which results of assessment are compared to the objective standard (but not with data of other estimates);

66) the aircraft which operation requires the second pilot - the AF type as it is determined in the certificate of type or the air operator certificate;

67) glider - AF which is heavier than air, not set in motion by the engine which carrying power is created generally due to aerodynamic reactions on the surfaces remaining motionless in these flight conditions;

68) the certificate (certificate) of the admission to operation (Certificate Release to Service (further - CRS) - the permission to operation of AF issued by the specialist after performance of works on THAT AF or his components for the purpose of confirmation of its flight validity. The certificate of the admission to operation is implemented through the personal signature of the specialist or statement of the individual stamp issued by the organization for TO and PAT to the specialist in record in maintenance of the flight validity of AF or component;

69) practical training (On the Job Training (further - OJT) - the practical training on AF held in the conditions of the organization for TO and PAT and only her specialists on AF (supervisors and appraisers of practical training) for the purpose of receipt of the 1st AF mark by the candidate in category, new to the specialist ("B2", "B3" (only for the An-2) airplane) and subcategories ("B1.1", "B1.2", "B1.3", "B1.4") in the column "Rating" of the certificate of the specialist THAT AF;

70) quality control system - documentary drawn up organizational procedures and the principles, internal audit of these principles and procedures, the overview of management system and issue of recommendations about improvement of quality;

71) the certifying personnel - the personnel responsible for issue of the certificate of the admission to operation after accomplishment of maintenance of AF or component;

72) certified requirements - requirements to aviation training centers imposed for the purpose of establishment of compliance of the organization, content, level and quality of training of aviation personnel to accepted standards;

73) certified permission (Certification Company Authorisation, CCA) - the permission issued by the HECTARE organization to the specialist on the right of implementation of certain activities in amounts of the powers permitted individually. In the conditions of the organization for TO and PAT certified permission is issued to the certifying personnel, not certifying personnel, the personnel providing training and assessment; in the conditions of aviation training center - to the instructor and examining personnel, the certifying personnel (appraisers). Certified permission is issued individually and unpacked on the separate form;

74) session - period of time during which the candidate takes the examination which is not exceeding 10 consecutive calendar days;

75) standard procedures or standard working procedures of the operator (Standard Operating Procedures (further - SOP)) - procedures which are established by the operator in management on production of flights for accomplishment of standard actions on board (for example, preflight instructing of kabinny crew, check of the AF passenger salon before flight, instructing of passengers, reduction in safe provision of kitchen rooms, toilet rooms and the AF passenger salon, monitoring of the AF passenger salon during flight);

76) offsetting - recognition of alternative means or the qualification received earlier;

77) training - in-plant training under the leadership of person providing training for the purpose of practical mastering specialty, adaptation to objects of servicing and management, and also bystry orientation on workplace and development of new working methods;

78) theoretical preparation - the stage of process of professional training when which passing the trainee acquires special theoretical knowledge and also supports and enhances them according to adopted agendas of training;

80) criteria of efficiency - the simple, giving-in to assessment statement of required result of qualification element and the description of the criteria used for determination of whether the required level of efficiency is reached;

81) training preparation - the stage of process of professional training of aviation personnel when which passing the trainee acquires supports and enhances practical skills and abilities by means of the imitating devices approved by authorized organization in the field of civil aviation (further - authorized organization);

82) night - the period of night-time between the solar phenomena, nightfall and dawn (the end of evening civil twilight and the beginning of morning civil twilight);

83) helicopter - AF is heavier than air which is supported in flight generally due to reactions of air with one or several bearing screws rotated by the power plant around the axes which are approximately in vertical position;

84) airplane - AF, is heavier than air, set in motion by the power plant which carrying power in flight is created generally due to aerodynamic reactions on the surfaces remaining motionless in these flight conditions;

85) flight training - the stage of process of professional training of members of flight crew when which passing the trainee acquires and enhances practical skills and abilities of accomplishment of flight;

86) the training device of imitation of flight - any of the following three types of devices by means of which on the earth flight conditions are imitated:

the exercise machine imitating flight conditions which provides the exact reproduction of cabin of crew of the AF certain type allowing to imitate real functions mechanical, electric, electronic and other onboard management systems, situation, regular for members of flight crew, and flight characteristics of the AF this type;

the exercise machine for working off of the technology of piloting which provides real reproduction of situation in cabin of crew and imitates indications of devices, simple functions mechanical, electric, electronic and other onboard systems, and also flight technical characteristics of AF of certain class;

the simulator for the main preparation for flights for devices which is equipped with the corresponding devices and which imitates situation in crew cabin, similar to situation during flight of AF on devices;

To pilot 87) - to manipulate governing bodies of AF during flight time;

88) the exercise machine for working off of the technology of piloting - to watch the training device of imitation of flight;

89) flight ability (skill) - permanent adoption of the correct decisions with use of profound knowledge, skills and installations for accomplishment of the purposes of flight;

90) flight plan - certain data on the planned flight or the parts of flight of AF represented by the pilot, crew or the operator to bodies of servicing of air traffic (or) air traffic control;

90-1) safety management system of flights (further - SUBP) – system approach to safety management of flights, including organizational structure, hierarchy of responsibility, obligation, the guidelines and procedures;

91) flight time:

for airplanes, autogyros, motor-hang-gliders and AF with system of increase in carrying power - general time from the moment of start of motion of AF for the purpose of take-off until its stop upon termination of flight;

for helicopters - general time from the moment of the beginning of rotation of blades of the bearing screws with the take-off purpose until complete stop of the helicopter upon termination of flight and the termination of rotation of the bearing blades;

for airships - general time since the moment when the airship is exempted from mast for the purposes of take-off till the moment when the airship finally stops after completion of flight and is fixed on mast;

for gliders - the general time spent in flight for the tow or without tow since the moment when the glider begins running start on the ground in the course of take-off, till the moment when the glider stops after flight completion;

for aerostats - general time since the moment when the gondola comes off the earth for the purposes of take-off, till the moment when it finally stops after flight completion;

92) the exercise machine imitating flight conditions - to watch the training device of imitation of flight;

93) the member of flight crew - the person belonging to aviation personnel, having the existing certificate of aviation personnel to whom the obligations connected with control of the aircraft during flight time are assigned;

94) standard programs - the programs providing uniform approach to professional training, being basis for aviation training centers and the organizations of civil aviation in development of own training programs reflecting features of the directions, specialties and their activities;

95) emergency situations - number of circumstances which do not arise systematically or often, the serious and unexpected, optionally leading to origin dangers or serious risk, but requiring immediate reaction;

96) optimization of work of crew (Crew Resource Management (further - CRM) - or capability management of crew - personnel training technique in such fields of activity in which the human mistake creates catastrophic crash threat. CRM is accented not on technical knowledge, and on relation of team members or crew in one cabin, including leadership and decision making;

96-1) pilot of ab initio – the candidate who does not have aviation specialty in the field of flight operation of AF;

97) Crowd Control (the term in English) - management of masses;

98) No. 4 is excluded according to the Order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of 06.01.2023

99) Protective Breathing Equipment (the term in English) - smoke-proof hood (further - PBE);

100) SPIC (abbreviation in English) - the student commander of AF - the student pilot during educational flight performs the KVS functions while the flight instructor only watches the flight course, without participating in management of AF. Time of SPIC is fixed in the flight book of the student of the pilot, makes sure the signature of the instructor and is set off in general raid as KVS.

5. Programs of professional training (further - Programs) are developed by AUTs, and (or) the organizations of civil aviation performing training of aviation personnel on the basis of these Standard programs, depending on specific types and features of activities.

6. The programs realized for professional training within these Standard programs are subject to approval of authorized organization, except for the programs realizing general aspects of learning of foreign language.

Paragraph 1. Program implementation of professional training on the basis of Standard programs

7. The programs realized for professional training, which are not provided by these Standard programs are not subject to approval of authorized organization.

8. Use of the materials based on Computer Based Training when carrying out all types and forms of professional training is not limited and regulated by amount of the implementable program (rate), and also the legislation regulating questions of use and protection of intellectual property.

Paragraph 2. Programs of professional training with use of distance training

9. Main objective of distance training - provision studying possibility of development of programs of professional training independently, by means of application of information and communication technologies and telecommunication means, interacting with the leading, instructor and support personnel far off. The organization controlling training of personnel with use of the software of SVT (Computer Based Training) provides quality of training of trainees, compliance of training programs to requirements of these Standard programs.

10. Distance training is used for carrying out educational, laboratory and practical training (except for training preparation, retraining on the AF new type, development of the new equipment and technologies), the practician (except for production and flight the practician), the current control and intermediate certification of students.

11. Use of distance training is combined with training in class, including the current control, intermediate and final check of the gained knowledge. At the same time the ratio of amount of the given educational, laboratory and practical classes with use of distance training or by direct interaction with the student is determined by either AUTs, or the organizations of civil aviation for those types of professional training which are resolved to them to training.

12. Use of the principles of distance training reveals in programs to professional training of the organizations by the citizen of aircraft.

13. Distance training is used in the presence of the leading, instructor and support personnel having the corresponding preparation and specially equipped rooms allowing to realize programs of professional training with use of distance training.

14. In case of application of distance training the educational and methodical help to students, including in the form of consultations with use of information and communication technologies and telecommunication means is provided.

15. The organization of educational process for distance training requires availability:

1) the educational portal with the pages containing educational and methodical and organizational and administrative information for students;

2) the equipment having exit in telecommunication network (the Internet, satellite television);

3) multimedia classes and electronic reading rooms (if necessary);

4) contents of training course;

5) the testing complex or special programs.

16. For implementation of educational process on distance training:

1) will organize training of instructors, examiners and services in realization of distance training;

2) create conditions to instructor structure for development and updating of educational resources;

3) will be organized and hold consultations remotely using information and communication technologies;

4) will organize feedback remotely using information and communication technologies;

5) will organize feedback with students in the Off-line mode (occupation, exchange of information in system with access to system to its users to any time, convenient for them);

6) is controlled by educational achievements of students remotely using information and communication technologies;

7) identify the identity of each student by means of system of authentication.

17. For providing trainees with educational and methodical materials it is necessary to have electronic educational and methodical complexes on all disciplines (rates) of the curriculum, implemented with use of distance training.

18. Preparation of electronic educational and methodical complexes is performed by developer of rates on adopted agendas.

19. The electronic educational and methodical complex of discipline (rate) includes obligatory and additional sets.

20. The obligatory set consists from:

1) the program including content of discipline (rate), the calendar and thematic plan, the list of recommended literature (the main and additional), modular splitting discipline (rate);

2) electronic abstract of lectures;

3) materials of occupations;

4) tasks for independent work of students;

5) materials on the organization of rubezhny control (examinations, test tasks, individual tasks, etc.);

6) materials on the organization of final control (test examination tasks, questions to examination, tickets, examination examinations);

7) schedule of carrying out remote consultations.

The additional set is determined by the organization civil aviation independently if it is necessary.

Chapter 2. The program of initial training of pilots of extralight aircrafts on motor-hang-glider - Ultra Light Aircraft Pilot Licence - ULAPL (MGH)

Paragraph 1. Theoretical preparation

21. Theoretical preparation is carried out according to the curriculum which determines distribution of class periods by objects and subjects. The total amount of studies is at least 100 hours.

22. No. 4 is excluded according to the Order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of 06.01.2023

23. Subject of disciplines on theoretical training of pilots of light aircrafts are given on motor-hang-glider in Appendix 2 to these Standard programs.

Paragraph 2. Trial in cabin. Land preparation

24. This program determines the minimum amount of tasks for carrying out trial in cabin of motor-hang-glider on which flight training is provided.

25. General time of trial in cabin of motor-hang-glider constitutes at least 3 hours.

26. The program of trial in cabin of motor-hang-glider determines distribution of training by tasks:

Task No. 1. Operation of motor-hang-glider;

Task No. 2. Technology of piloting of motor-hang-glider;

Task No. 3. Particular cases in flight.

27. The flight instructor has the right to increase trial amount on tasks.

28. The minimum amount of land preparation - 16 hours. Scope of exercises on land preparation:

1) acquaintance with the program of educational flight training;

2) studying of the instruction for production of flights in airfield;

3) studying of the area of flights;

4) working off of phraseology of radio exchange with the dispatcher of Department of Internal Affairs;

5) studying of meteorological features of the area of flights;

6) studying of the instruction for interaction and technology of work of crew;

7) studying of crash equipment and procedure its use;

2) 40 landings with the zadrosselirovanny engine;

3) 1 hour of flight at critically small air speeds, identification and conclusion from the initial and developed dumping stage, the prevention of folding of wing;

4) 2 hours of flight along routes at least 40 kilometers long (further - km);

Task No. 1. Operation of glider;

Task No. 2. Technology of piloting of glider;

2) instructing of crew and passengers;

3) filling of cover with hot air and management of accumulation of people;

4) management of aerostat with use of external visual reference points;

5) accomplishment of take-off in different conditions of wind;

6) approach at small and big heights;

7) landing in different conditions of ground wind;

8) flights along route with use of visual reference points, notation of way and use of digital navigation devices;

9) actions in particular cases of flight, including imitation of defect of the equipment of aerostat;

10) observance of rules of air traffic, procedures of communication and phraseology;

11) avoidance of the nature protection territories and conflict relations with owners of the parcels of land.

2 flights along routes, including 1 (one) flight along route at least 185 km long with landings to complete stop in 2 different airfields which are not airfield of departure;

2) at least 5 hours of independent raid (SOLO);

3) at least 5 hours of independent raid along routes, including 1 (one) flight along route at least 185 km long with landings to complete stop in 2 different airfields which are not airfield of departure.

94. At the same time 35 of 45 hours of flight training come to the end on that type of the helicopter which is used for check of readiness of the student pilot on receipt of the certificate of the private pilot.

95. Flight training considers the principles of management of factors of threats and mistakes, and also includes:

8) landing on autorotation, landings with imitation of engine failure, practice of accomplishment of emergency landings;

12) maneuvering with limited capacity and in limited space, including the choice of unprepared platforms for accomplishment on them and from them different tasks;

13) is weeded with use only of the main flight devices, including by accomplishment of turn on 1800 and conclusion from unusual provision, imitating accidental hit in cloudiness (training is carried out with the instructor);

14) flights along route with use of visual reference points, notation of way and using radio navigational means where it is possible; imitation of deterioration in weather conditions and action for return or accomplishment of emergency landing;

15) arrival and departure, flight in transit of controlled airfield, observance of rules of servicing of air traffic, procedures of communication and phraseology.

96. Before permitting the student pilot to execute the first independent flight, the instructor is convinced that the student pilot was able to use radio communication.

97. Whenever possible it is necessary to use flight modeling to show to the student of effect of flight in conditions below minimum, strengthening his understanding and need avoidance of this potentially dangerous mode of flights.

98. Each of exercises of the educational and flight program includes need of continuous improvement of flight ability for the student pilot:

skills of perception of real situation and discretion in flight;

the comprehensive analysis of the arriving information and adoption of optimal solutions.

Chapter 9. Programs of complex and modular rates of training of pilots of commercial aircraft by airplanes - Commercial Pilot Licence CPL (A)

Paragraph 1. Complex course of training of commercial pilots by airplanes with the admission to flights on PPP (IR) (CPL/IR integrated course)

99. The purpose of complex course of training of commercial pilots of CPL (A) with the admission to flights according to the instrument flight rules - PPP (IR), bringing pilots to the skill level necessary for work as the single pilot by single-motor or multi-engine airplanes in commercial air carrier and receipts of CPL (A) with the admission to PPP (IR).

100. The candidate wishing to complete complex course of training of commercial pilots of CPL (A) with the admission to PPP (IR) passes all stages of preparation in one continuous process of training, according to AUTs technique.

101. The candidate is allowed to training as the pilot of ab initio or as the pilot who already have the certificate, either the private pilot of the PPL (A) airplanes, or the private pilot of the PPL (H) helicopters issued according to Appendix 1 to the Chicago convention or the pilot of the LAPL light plane issued based on the national legal system of the Republic of Kazakhstan. In case of training of pilots with the certificates PPL(A), PPL(H) or LAPL, 50% of raid of hours prior to training are enlisted.

102. The complex training course for receipt of CPL with the qualification mark IR lasts from 9 to 30 months. This term is prolonged if additional flight training or land training is provided to AUTs.

103. The rate includes:

1) the theoretical preparation corresponding to the level of knowledge CPL(A) with the admission to PPP (IR);

2) flight training - visual flights and flights on devices.

104. The candidate who is not able or has no opportunity to hand over all rate of CPL (A) with the admission to PPP (IR), addresses to authorized organization for delivery of the theory and qualification tests for receipt of the certificate of lower level.

Paragraph 2. Theoretical preparation

105. The theoretical rate of CPL (A) with the admission to flights on PPP (IR) includes, at least, 750 hours of training.

106. Theoretical training includes lessons in class, interactive video, the slide or recorder presentations, educational cabins, computer-based training, and also other means approved authorized organization or authorized body in the corresponding proportions. The training program is distributed so that the following minimum quantity of hours was allocated to each subject of training:

1) by the air legislation (Air Law) - 40 hours;

2) general knowledge of AF (Aircraft general knowledge) - 80 hours;

3) flight characteristics and planning (Flight performance and planning) - 90 hours;

4) opportunities and restrictions of the person, human factor (Human performance and limitations) - 50 hours;

5) meteorology (Meteorology) - 60 hours;

6) navigation (Navigation) - 150 hours;

7) operational procedures (Operational procedures) - 20 hours

8) the principles of flight (Principles of flight) - 30 hours;

9) radio communication (Communications) - 30 hours.

107. Other distribution of hours is approved between authorized organization and AUTs.

108. The candidate showed the level of knowledge which corresponds to the rights granted to the holder of the certificate CPL (A) with the admission to PPP (IR).

109. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to these Standard programs. The subject noted by the sign "x" specifies obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

110. Flight training, apart from preparation on the admission as the airplane (Type Rating), constitutes in total, at least, 200 hours. Time of flights included in general raid on the exercise machine (on training in flights in devices at the earth) does not exceed 40 hours.

111. From these 200 hours has, at least:

1) 80 hours of training with the instructor from which flights on devices on the certified exercise machine are set off till 40 o'clock;

2) 70 hours of flights as the commander of AF (PIC), including visual flights and flights on devices as the student commander of AF (SPIC). Time of flights on devices as SPIC is set off as PIC time in volume of no more than 20 hours;

3) 50 hours of flight along route as PIC, including visual flight on distance at least 540 km (300 nautical miles) during which landing in two airfields other than airfield of departure is made;

4) 5 hours of flights at night, including 3 hours with the instructor (DUAL) which include, at least 1 hour of navigation along the set route, 5 independent (solo) take-off and 5 independent (solo) landings to complete stop;

5) 100 hours of flights on devices which enter, at least:

20 hours as SPIC;

50 hours of training in flights in devices, from which:

or till 25 o'clock training at the exercise machine of the first FNPT I level;

or till 40 o'clock land training at exercise machines: FNPT II/FTD 1/FTD 2 or FFS. From these 40 hours, till 10 o'clock it is carried out on FNPT I.

112. To the candidate having the certificate on the termination of the basic module of preparation for flights on devices ("Basic Instrument Flight Module") till 10 o'clock the raid on account of time necessary for training in flights in devices is enlisted. The hours spent on the BITD exercise machine are not subject to offsetting.

Raid in volume of 5 hours it is carried out by the airplane certified for transportation at least 4 people which has the screw with regulated step and the cleaning-up chassis.

113. Approximate content of stages of flight training and criteria for evaluation of preparation are given in appendix 11 to these Standard programs.

Chapter 10. Complex course of training of commercial pilots by airplanes without the right of accomplishment of flights on PPP (CPL integrated course)

Paragraph 1. General information

114. The rate purpose training of pilots to the skill level necessary for work as the single pilot by single-motor or multi-engine airplanes in commercial air carrier and receipts of the certificate CPL (A).

115. The candidate wishing to complete the Complex course of training for receipt of the certificate of the commercial pilot of the CPL (A) airplanes passes all stages of preparation in one continuous process of training according to AUTs technique.

116. The candidate is allowed to training as the pilot of ab initio or as the pilot who already have the certificate, either the private pilot of the PPL (A) airplanes, or the private pilot of the PPL (H) helicopters issued according to Appendix 1 to the Chicago convention or the pilot of the LAPL light plane issued based on the national legal system RK. In case of training of pilots with the certificates PPL (A) or PPL (H), or LAPL 50% of raid of hours prior to training are enlisted.

117. The complex training course for receipt of CPL lasts from 9 to 24 months. This term is prolonged if additional flight training or land training is provided to AUTs (ATO).

118. The rate includes:

1) the theoretical training corresponding to the level of knowledge CPL(A);

2) flight training - visual flights and flights on devices.

119. The candidate who is not able or has no opportunity to hand over all rate of CPL (A), addresses to authorized organization for delivery of theoretical and practice examinations on receipt of the certificate of lower level.

Paragraph 2. Theoretical preparation

120. The theoretical rate of CPL (A) includes, at least, 350 hours of training.

121. The applicant will show the level of knowledge which corresponds to the rights granted to the holder of CPL (A).

122. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to Standard programs. The subject noted by the sign "x" specifies obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

123. Flight training, apart from preparation on the admission as the airplane, consists, in total, at least, of 150 hours, includes all current tests from which till 5 o'clock it is used on training in devices at the earth. From these 150 hours, candidates have, at least:

1) 80 hours of training with the instructor, including:

10 hours of flights on devices from which till 5 o'clock it is carried out on exercise machines: FNPT-I/II, FTD-1/2, or FFS. To the candidate having the certificate on the termination of the basic module of preparation for flights on devices ("Basic Instrument Flight Module") till 10 o'clock the raid on account of time necessary for training in flights in devices is enlisted. The hours spent on the BITD exercise machine are not subject to offsetting;

2) at least 3 hours at critically small and maximum air speeds, identification and conclusion from the initial and developed dumping stage, the prevention of hit in corkscrew, conclusion from the abrupt descending spiral with the maximum list;

3) 20 hours of flights along route as SPIC, including visual flight on distance at least 540 km (300 nautical miles) during which it is made landings in two airfields other than airfield of departure;

4) 70 hours of flights as the commander of KBC (PIC), including 20 hours of raid along route as KVS, including flight along route on PVP at least 540 km long with landings to complete stop in 2 different airfields which are not airfield of departure;

5) if flights in night conditions, then 5 hours of flights at night, including 3 hours with the instructor which include at least 1 hour of navigation along the set route, 5 independent (solo) take-off and 5 independent (solo) landings to complete stop are assumed.

124. Approximate content of stages of flight training and criteria for evaluation of preparation are given to appendix 12 to these Standard programs.

Chapter 11. Modular course of training of commercial pilots without the right of accomplishment of flights on PPP (CPL modular course)

Paragraph 1. General information

125. The purpose of modular training course of CPL (A) - training of the pilots having the certificate PPL (A) or the certificate LAPL (A) to the skill level necessary for receipt of the certificate CPL (A).

126. The candidate is allowed to training at modular rate if it has the certificate of the private pilot of the PPL (A) airplanes granted according to Appendix 1 to the Chicago convention or is holder of the certificate of the pilot of the LAPL light plane granted based on the legislation of RK and:

1) 150 hours of general raid by airplanes, from them have raid as KVS at least 100 hours by the single-engine or multi-engine airplane before preparation from which 20 hours of raid along route as KVS which includes flights along route on distance at least 540 km (300 nautical miles) with landings to complete stop in 2 different airfields, different from airfield of departure;

2) to meet precedent conditions of receipt of the admission (rating) on type or class of the multi-engine airplane according to qualification requirements for the admission on class or type if when passing flight check (skill test) the multi-engine airplane is used.

127. The modular rate of CPL proceeds from 9 to 18 months. This term is prolonged if in AUTs additional training is made. Flight preparation and check of flight skills comes to the end during effective period of the document on passing theoretical examinations.

128. The approved course is conducted by carrying out lessons in class and includes use of such materials as interactive video, the presentations on slides or on recorder tapes, the educational cabins, computer-based training and other means of distance training (correspondence courses) approved by authorized organization or authorized body.

129. The candidate wishing to complete modular course of CPL (A) passes all stages of preparation in one continuous process of training, according to the AUTs program. Theoretical preparation is carried out strictly according to the appropriate program of AUTs.

130. The rate includes:

1) the theoretical training corresponding to the level of knowledge CPL(A);

2) flight training - visual flights and flights on devices.

Paragraph 2. Theoretical preparation

131. The theoretical rate of CPL (A) includes, at least, 250 hours of training.

132. The applicant will show the level of knowledge which corresponds to the rights granted to the holder of the certificate CPL (A).

133. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to Standard programs. The subject noted by the sign "x" specifies obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

134. Flight training of the candidate, without tool preparation (IR), on modular rate includes at least 25 hours of preparation with the instructor, including:

1) at least 10 hours of raid on devices from which till 5 o'clock are used for preparation on devices on the procedural exercise machine (FNPT I or II, FTDII) or the flight simulator (FFS). In the absence of the conforming exercise machines these requirements it is fulfilled by the airplane;

2) at least 3 hours at critically small and maximum air speeds, identification and conclusion from the initial and developed dumping stage, the prevention of hit in corkscrew, conclusion from the abrupt descending spiral with the maximum list;

3) 2 flights along route on PVP as KVS, on PVP at least 540 km long with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

4) 1 independent flight along route as KVS on PVP at least 540 km long with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

5) if flights in night conditions, then 5 hours of raid at night, including 3 hours with the instructor from which 1 hour along route and 5 independent (solo) takes off and landing to complete stop are assumed.

135. To the candidates having the existing admission to flights on devices for the IR (A) airplanes, time of flights on devices with the instructor is set off completely.

136. To the candidates having the existing admission of flights on devices for the IR (H) helicopters, time of flights on devices with the instructor is set off in amount till 5 o'clock, at the same time at least 5 hours of training with the instructor are spent by the airplane.

137. Candidates with the existing admission to flights on PPP (IR) need, at least, 15 hours of visual flights with the instructor.

138. In the course of flight training of, at least, 5 hours are carried out in the airplane certified for transportation at least 4 people which has the screw with changeable step and the cleaning-up chassis.

139. Approximate content and the number of exercises of flight training are given to appendix 13 to these Standard programs.

Chapter 12. Programs of complex and modular rates of training of pilots of commercial aircraft by helicopters - Commercial Pilot Licence CPL (N)

Paragraph 1. Complex course of training of commercial pilots of the helicopter without the right of accomplishment of flights on PPP (CPL(H) integrated course)

140. The rate purpose bringing pilots to the skill level necessary for work as the single pilot by single-engine or multi-engine helicopters in commercial air carrier and receipts of CPL(H).

141. The candidate wishing to complete complex course of training for receipt of the certificate of the commercial pilot by helicopters of CPL(H) passes all stages of preparation in one continuous process of training, according to AUTs technique.

142. The complex training course for receipt of CPL lasts from 9 to 24 months. This term is prolonged if additional flight training or land training is provided to AUTs.

143. The rate includes:

1) theoretical training, CPL(H) corresponding to the level of knowledge;

2) flight training - visual flights and flights on devices.

144. The candidate who is not able or has no opportunity to hand over all rate of CPL(H), addresses to authorized organization for delivery of theoretical and practice examinations on receipt of the certificate with lower level of the rights if it meets requirements imposed to the candidate.

Paragraph 2. Theoretical preparation

145. The theoretical rate of CPL (N) includes, at least, 350 hours of training.

146. The applicant will show the level of knowledge which corresponds to the rights granted to the owner of CPL(H).

147. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to these Standard programs. The subjects noted by the sign "x" are specified obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

148. Flight training consists at least, of 135 hours. From these 135 hours, the candidate will execute at least:

1) 85 hours of flight training with the instructor, from which till 75 o'clock raid on PVP which includes:

30 hours on the flight simulator (FFS, the C/D level) or;

25 hours on the procedural exercise machine (FTD 2, 3) or;

20 hours on the procedural exercise machine (FNPT II/III);

10 hours of raid on devices which includes 5 hours on the procedural exercise machine (FNPT I);

Note. In the absence of the corresponding exercise machines, preparation is performed by helicopter in the course of flight training;

10 hours of raid along routes on PVP, including one flight along route on PVP with extent at least 185 km with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

2) 50 hours of independent raid as KVS, from which:

at least 35 hours as KVS under observation (SPIC);

at least 14 hours of independent raid (SOLO);

10 hours of independent raid along routes as KVS, including one flight along route on PVP with extent at least 185 km with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

3) if flights in night conditions, then 5 hours of raid at night, including 3 hours with the instructor from which 1 hour along route, and 5 independent (solo) takes off and landing to complete stop are assumed.

Chapter 13. Modular course of training of commercial pilots of the helicopter without the right of accomplishment of flights on PPP (CPL(H) modular course)

Paragraph 1. General information

149. The purpose of modular training course of CPL(H) - training of the pilots having the certificate of PPL(H) to the skill level necessary for receipt of CPL(H).

150. The candidate is allowed to training at modular rate if it has the certificate of the private pilot of airplanes of PPL(H) having 155 hours of general raid as the pilot of the helicopter including at least 100 hours as KVS, from which 20 hours along route.

151. Duration of modular rate of CPL(H) no more than from 9 to 18 months. This term is prolonged if in AUTs additional training is made. Flight training and check of flight skills come to the end during effective period of the document on passing theoretical examinations.

152. The approved course is conducted by carrying out lessons in class and includes use of such materials as interactive video, the presentations on slides or on recorder tapes, the educational cabins, computer-based training and other media of distance training (correspondence courses) approved by authorized organization or authorized body. Within rate distance (correspondence) training is also used.

153. The candidate wishing to complete modular course of CPL(H) passes all stages of preparation in one continuous process of training, according to the AUTs program.

154. The rate includes:

1) the theoretical preparation corresponding to the level of knowledge of CPL(H);

2) flight training - visual flights and flights on devices.

Paragraph 2. Theoretical preparation.

155. The theoretical rate of CPL(H) includes, at least, 250 hours of training.

156. The candidate will show the level of knowledge which corresponds to the rights granted to the owner of CPL(H).

157. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to these Standard programs. The subject noted by the sign "x" specifies obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

158. Flight training on modular rate includes at least 30 hours of preparation with the instructor from which:

1) 20 hours of raid on PVP, including one flight along route on PVP at least 185 km long with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

2) 10 hours of raid on devices, from which, in the presence, till 5 o'clock preparation on the procedural exercise machine (FTD 1 or FNPT I);

Note. In the absence of the corresponding exercise machines, preparation is performed by helicopter in the course of flight training.

3) one independent flight as KVS along route on PVP with extent at least 185 km with landings to complete stop of engines in 2 different airfields which are not airfield of departure;

4) if flights in night conditions, of 5 o'clock raid at night, including 3 hours with the instructor from which 1 hour of flight along route, and 5 independent (solo) flights around are assumed. Each circle includes take off and landing.

Chapter 14. Programs of initial training of linear pilots of airplanes - (ATPL(A) integrated course)

Paragraph 1. Complex course of training of linear pilots of airplanes - ATPL(A)

159. The purpose of ATPL (A) of complex rate - training of pilots to skill level, necessary for work as the second pilot in polynomial crew of multi-engine airplanes in commercial transport aviation and receipts of CPL with the qualification mark IR - CPL(A)/IR, to general raid of 1500 hours of ATPL (A), necessary for obtaining.

160. The candidate wishing to complete complex course of ATPL (A) passes all stages of preparation in one continuous process of training, according to AUTs technique.

161. The candidate is allowed to training as the pilot of ab initio or as the pilot who already have the certificate, either the private pilot of the PPL (A) airplanes, or the private pilot of the PPL (H) helicopters issued according to Appendix 1 to the Chicago convention or the pilot of the LAPL light plane issued based on the national legal system of the Republic of Kazakhstan in the field of civil aviation. In case of training of pilots with the certificates PPL(A), PPL(H) or LAPL, it enlists 50% of raid of hours prior to training.

162. The rate includes:

1) theoretical preparation, ATPL (A) corresponding to the level of knowledge;

2) flight training - visual flights and flights on devices;

3) training in interaction of pilots in polynomial crew (MCC).

163. The candidate who is not able or has no opportunity to successfully complete all course of ATPL (A), addresses to authorized organization for delivery of theoretical and practice examinations for receipt of the certificate of lower level.

Paragraph 2. Theoretical preparation

164. The theoretical rate of ATPL (A) includes, at least, 750 hours of training.

165. The rate of MCC includes, at least, 25 hours of theoretical and 20 hours of practical training.

166. 750 hours of training include work in class, interactive video, the slide or recorder presentations, work in the training cabins, computer-based training, and also other media approved by authorized organization or authorized body. The training program is distributed so that in each subject the minimum quantity of hours constituted:

1) by the air legislation (Air Law) - 40 hours;

2) general knowledge of AF (Aircraft general knowledge) - 80 hours;

3) flight characteristics and planning (Flight performance and planning) - 90 hours;

4) opportunities and restrictions of the person, human factor (Human performance and limitations) - 50 hours;

5) meteorology (Meteorology) - 60 hours;

6) navigation (Navigation) - 150 hours;

7) operational procedures (Operational procedures) - 20 hours

8) the principles of flight (Principles of flight) - 30 hours;

9) radio communication (Communications) - 30 hours.

167. The candidate shows the level of knowledge corresponding to the level of the holder of the certificate ATPL (A).

168. The detailed subject of disciplines on theoretical preparation is given in appendix 10 to these Standard programs. The subject noted by the sign "x" specifies obligation of its studying and belongs on all subitems of this subject.

Paragraph 3. Flight training

169. Flight training, apart from preparation on the admission as the airplane (Type Rating), consists, in total, at least, of 195 hours, including all current tests from which till 55 o'clock constitutes land training in flights in devices. From these 195 hours, candidates have, at least:

1) 95 hours of training with the instructor (DUAL) from which the land training to flights on devices constitutes till 55 o'clock;

2) 70 hours of flights as the commander of AF (PIC), including visual flights and flights on devices as the student commander of AF (SPIC). Time of flights on devices as SPIC is set off as PIC time in volume of no more than 20 hours;

3) 50 hours of flight along route as KVS, including visual flight on distance at least 540 km (300 nautical miles) during which landing in two airfields other than airfield of departure is made;

4) 5 hours of flights at night, including 3 hours with the instructor (DUAL) which include, at least 1 hour of navigation along the set route, 5 independent (solo) takes off and landing to complete stop;

5) 115 hours of flights on devices which enter, at least:

20 hours as SPIC;

15 hours of training preparation on interaction in polynomial crew (MCC) for which the complex exercise machine of the FFS level or exercise machines of the FNPTII/FTD 1/FTD 2 level is used;

6) 50 hours of training in flights in devices, from which:

or till 25 o'clock land training at the exercise machine of the first FNPT I level;

or till 40 o'clock land training at exercise machines: FNPTII/FTD 1/FTD 2 or FFS exercise machine. From these 40 hours, till 10 o'clock it is carried out on FNPTI. To the candidate having the certificate on the termination of the basic module of preparation for flights on devices ("Basic Instrument Flight Module") till 10 o'clock training on account of time necessary for training in devices is enlisted. The hours spent on the BITD exercise machine are not subject to offsetting;

7) 5 hours are carried out in the airplane certified for transportation at least 4 - x the person who has the screw with regulated step and the cleaning-up chassis.

170. Approximate content and the number of exercises of flight training are given to appendix 14 to these Standard programs.

Paragraph 4. Modular course of training of linear pilots of airplanes - ATPL(A)

171. Candidates for receipt of the certificate of the linear pilot of ATPL (A) who gained theoretical knowledge of modular rate have, at least, the certificate of the private pilot of PPL (A) granted according to appendix 1 to the Chicago convention or the certificate of the pilot of the LAPL light plane issued based on the national legal system RK and to have, at least, the following number of hours theoretical training:

1) for the candidates having the certificate of the private pilot of the PPL (A) airplanes or the certificate of the pilot of the LAPL light plane - 650 hours;

2) for the candidates having the certificate of the commercial pilot of the CPL (A) airplanes - 400 hours;

3) for the candidates having qualification for flights on devices for airplanes (IR(A)) - 500 hours;

4) for the candidates having CPL(A) and IR(A) - 250 hours.

172. Training of the theory comes to the end before flight check (Skill Test) for ATPL(A) in case of training of pilots with the certificates PPL (A), PPL (H) or LAPL, it enlists 50% of flight hours, for the candidates having CPL(A) and IR(A) 100% of flight hours in case of raid on CPL(A) and IR(A) are enlisted, to general raid of 1500 hours of ATPL (A), necessary for obtaining.

Chapter 15. The program of preparation on receipt of qualification mark about the right to the flights on devices (FD) by airplanes and helicopters - IR(A) & (H)

Paragraph 1. General provisions

173. Flights on PPP by the airplane, the helicopter, the airship or on AF with system of increase in carrying power are carried out only for holders of the certificates PPL, CPL, MPL or ATPL on the aircrafts equipped and allowed to flights on PPP.

174. The purpose of the program for receipt of qualification mark about the admission to flights on PPP (Instrument Rating) is training of pilots for the admission to operation of AF on PPP (IFR) in instrument weather conditions (IMC).

175. The candidate for modular training course of IR (A) & (H) is holder of the certificate of the private pilot of PPL (A) or (H) or the commercial pilot of CPL (A) or (H).

176. From the candidate wishing to have training on the Procedural module of preparation for flights on PPP it is required that it passed all grade levels in one continuous approved rate. Prior to preparation on the Procedural module, AUTs makes sure of compliance of abilities of the pilot to requirements of the basic module of flights for devices. If additional preparation is required, carried out.

177. The rate of theoretical preparation comes to the end within 18 months.

178. The procedural module and flight check come to the end during expiration date of the certificate on passing theoretical examinations.

179. The candidate who earlier does not have qualification mark about the right of flights on devices takes full training course in the certified AUTs.

180. The rate includes:

1) the theoretical preparation corresponding to the level of the holder of qualification mark - IR;

2) flight training on devices;

3) Theoretical training of candidates for receipt of certificates of the pilot of polynomial crew or linear pilot of airline provides receipt of necessary theoretical knowledge for qualification mark on the right of flights on devices.

Paragraph 2. Theoretical preparation by airplanes and helicopters

181. Theoretical preparation includes 150 hours. For holders of ATPL (H) - at least 100 hours.

182. The candidate shows the level of knowledge corresponding to the rights granted to the owner of qualification mark about the right to flights on devices.

183. The scope of theoretical preparation is given in appendix 15 to these Standard programs.

Paragraph 3. Flight training by airplanes

184. The aviation training center makes sure that the candidate for rate of IR (A) for the multi-engine airplane which has no admission of type and class for multi-engine airplanes received the preparation on multi-engine airplanes given in qualification requirements for the admission on class or type prior to flight training at the rate of IR(A).

185. Flight training consists of two modules which can be passed separately or in combination:

1) the basic module of preparation for flights on PPP (Basic Instrument Flight Module) includes 10 hours of educational flights on devices from which land preparation on PPP (Instrument ground training) on the earth with use of BITD, FNPT-I/II, FTD-1/2 or FFS exercise machines constitutes till 5 o'clock. After completion of the basic module, to the candidate the certificate on the termination of this rate is issued;

2) the procedural module of preparation for flights on PPP (Procedural Instrument Fligh Module) includes the rest of the training program for the admission to flights on PPP (And) (IR(A)), 40 hours of educational flights on devices at single-motor or 45 o'clock by the multi-engine airplane.

186. The training course of IR (A) for single-motor airplanes contains, at least, 50 hours of educational flights on devices from which till 20 o'clock time of land training of flights on devices on FNPT-I exercise machines, or till 35 o'clock on FFS, FTD-1/2 or FNPT-II exercise machines. No more than 10 hours of land training of flights on devices on FFS, FTD-1/2 or FNPT-II exercise machines it is replaced with the FNPT-I exercise machine.

187. The training course of IR (A) for multi-engine airplanes contains, at least, 55 hours of educational flights on devices from which till 25 o'clock constitutes time of land training of flights on devices on FNPT-I exercise machines, or till 40 o'clock on FFS, FTD-1/2 or FNPT-II exercise machines. No more than 10 hours of land training of flights on devices on FFS, FTD-1/2 or FNPT-II exercise machines it is replaced with the FNPT-I exercise machine. The rest of the time of training in flights in devices includes at least 15 hours by multi-engine airplanes.

188. The candidate having qualification of IR (A) by the airplane with one engine and who received qualification of class of the multi-engine airplane, wishing to receive for the first time qualification of flight on devices by the multi-engine airplane (ME IR (A)) takes course in AUTs, 5 watch of training in devices at airplanes with several engines from which 3 hours are executed on the flight simulator (FFS) or the procedural exercise machine (FNPT II).

189. Approximate content, the number of exercises and stages of educational flights on devices is given in appendix 16 to these Standard programs.

Paragraph 4. Flight training by helicopters

190. Modules of training in flights in devices for the helicopter include:

1) flight rate of IR (N) of the single-engine helicopter at least 50 hours of educational flights on devices, including:

till 20 o'clock on the procedural exercise machine (FNPT I (N) or (A)). This time of 20 hours of training at FNPT (N) or (And) is replaced for IR (N) for 20 hours of educational flights in the airplane approved for this rate; or

till 35 o'clock on the procedural exercise machine of the helicopter (FTD 2/3, FNPT II/III) or the flight simulator of the helicopter (FFS);

educational flights on devices by the helicopter certified on PPP constitute at least 10 hours;

2) the additional flight rate by multi-engine IR (N) helicopter constitutes at least 55 hours of educational flights on devices, including:

till 20 o'clock on FNPT I (N) or (A). This time of 20 hours of training at FNPT (N) or (And) is replaced for ME IR (N) for 20 hours of educational flights in the airplane approved for this rate; or

till 40 o'clock on the procedural exercise machine of the helicopter (FTD 2/3, FNPT II/III) or the flight simulator of the helicopter (FFS);

Educational flights on devices by the multi-engine helicopter certified on PPP constitute 3) at least 10 hours;

4) for IR (A) having qualification the program is reduced till 10 o'clock.

191. The training device of imitation of flight for acquisition of experience or accomplishment of any maneuver required in case of demonstration of ability for receipt of the certificate or qualification mark affirms authorized organization.

on issue of certificates which guarantees compliance of the training device of imitation of flight to objective.

192. During passing of flight training by airplanes and helicopters with double control the skilled instructor provides the candidate of operational experience at the level of requirements imposed to the owner of qualification mark about the right to flights on devices in the following areas:

1) preflight preparation, including use of management on flight operation or the document equivalent to it and the relevant documents on servicing of air traffic by preparation of flight plan on PPP;

2) pre-flight inspection, use of control lists, checks before taxing and take-off;

3) operations procedure and maneuvers in case of accomplishment of flights on PPP in normal, special and emergencies, including, at least, the following:

transition to flight on devices after take-off;

standard schemes of departure and arrival on devices;

schemes of flight on PPP along route;

flight in the waiting area;

landing approaches on devices in case of the established minima;

procedure for leaving on the second circle;

landings after accomplishment of landing approaches on devices;

4) maneuvers in flight and specific flight characteristics.

193. If it is supposed that the rights to accomplishment of flights granted by qualification mark on devices are performed on the aircraft with several engines, then the candidate has flight training on such aircraft of the corresponding type with double control under the leadership of the flight instructor. The instructor provides the candidate of operational experiment on control of the aircraft of the corresponding type on devices with one idle engine or with imitation of one idle engine.

194. After preparation passing, the candidate will show on the aircraft in relation to which he tries to obtain receipt of qualification mark about the right to flights on devices, capability to carry out the set schemes of flight and maneuvers with degree of the competence corresponding to the rights granted to the owner of qualification mark about the right to flights on devices and also ability:

1) to distinguish and control factors of threat and mistake;

Note. Instructive material about application of control methods of factors of threat and mistakes contains in Rules of aeronautical servicing "Training of personnel" (PANS-TRG, Doc 9868) and in Chapter 2 of part II of the Management on training in the field of human factor (Doc 9683);

2) to manage the aircraft of required type within its restrictions;

3) smoothly and precisely to carry out all maneuvers;

4) to make the correct decisions and to competently exercise control and observation in flight;

5) to apply knowledge in the field of air navigation;

6) it is permanent to exercise control of the aircraft so that to provide successful accomplishment of the scheme of flight or maneuver.

Chapter 16. Program of training of flight instructors

Paragraph 1. General provisions

195. The purpose of the program of initial training of flight instructors (FI, TRI/SFI, CRI) is training of holders of the pilot's certificate to competence level, the corresponding world practice in the field of activities of instructors of flight training of civil aviation. The course program is aimed at the development in the job seeker of qualification of the instructor to understanding of methods of safe accomplishment of flights by assimilation of the corresponding knowledge and abilities, and also motivation of the successful solution of instructor tasks.

196. Candidates for qualification (FI, TRI/SFI, CRI), with the purpose of receipt of the corresponding recommendation for revenues to course of training of the instructor, pass, within 6 months preceding the beginning of rate, preliminary flight check on AF or the exercise machine by the skilled instructor or the examiner to estimate their capability to instructor work. It is performed in volume of qualification check of the corresponding type or class AF.

197. Applicants for receipt of the certificate of the flight instructor take courses of theoretical and flight training in AUTs.

198. The program of training of flight instructors especially marks out importance of human factor, value of each individual in case of interaction of the person and the machine, in resource management of crew, with factors of threats and mistakes. Special attention is paid to maturity of judgments of job seekers, including understanding of adults and their behavioural line items, distinction of levels of education.

199. Task of the program for training of instructors is:

1) to repeat and add technical knowledge of the instructor according to the program;

2) to train the instructor in teaching land disciplines and flight exercises;

3) to guarantee that flight skills of the instructor are on rather high loss;

4) to train the instructor in the principles of bases of instructing and to apply them according to the qualification (FI, TRI/SFI, CRI).

200. As a result of passing of the program, the applicant for receipt of the corresponding qualification mark of the instructor is capable to carry out as the instructor of the aircraft of the corresponding type training of students pilots with the acceptable level of safety of flights and to show:

1) knowledge in the following areas:

technique of skills training;

to development of the program of preparation;

planning of lesson;

techniques of classroom training;

processes of digestion of material;

elements of effective training;

uses of educational means, including flight imitation exercise machines;

gain score of students pilots in those objects in which land preparation is performed;

assessment and check of level of knowledge of students - pilots;

carrying out analysis and to error correction of students pilots;

possibilities of the person in relation to flight training, including the principles of control of factors of threats and mistakes;

the danger connected with imitation of refusals of systems on the aircraft;

2) flight-methodical skills:

recognition, the analysis and control of factors of threats and mistakes in the course of training of the student pilot;

control of the aircraft within restrictions of its characteristics and methodically competently to train students pilots at the acceptable level of safety of flights;

abilities smoothly and precisely to carry out all maneuvers and was able to show them to the student pilot;

adoption of timely decisions and competently to exercise control in flight;

analysis and error correction of trainees;

manage the aircraft so that to provide exact accomplishment and display of the scheme of flight or maneuver to the student pilot;

distinguish and control factors of threats and mistakes when training;

manage the aircraft within restrictions of its characteristics;

smoothly and precisely to carry out all maneuvers, it is methodically correct to explain to the student pilot coordination of movements when piloting by the aircraft;

make timely decisions and to competently exercise control in flight of actions of the student pilot;

apply knowledge in the field of air navigation (samoletovozhdeniye) and transfer them to the student pilot;

it is methodically competent and safe to train the student pilot.

Paragraph 2. Theoretical preparation

201. Special theoretical training of instructors will be organized by individual method or charges, and also in system of planned occupations. It provides studying of the disciplines necessary for qualified educational process (technique of flight training, fundamentals of pedagogics, psychology, etc.) and enhancement of knowledge of other disciplines.

202. Competence and subject of disciplines on theoretical training of instructors is given in appendix 17 to these Standard programs.

203. Theoretical preparation for categories FI (A) and FI (H) includes at least 125 hours of cool occupations, including testing from which:

1) 25 hours pedagogical methods of teaching and training:

modern approaches in common methods prepodavaniye;

the personal oriented approach in training;

technology of development of critical thinking;

systems of estimation of results of training;

2) at least 50 hours on the following disciplines:

aviation psychology;

fundamentals of pedagogics;

technique of flight training;

To the pilot who is or was the owner of rating of FI on other type of AF the theoretical program constitutes 3) at least 50 hours.

204. Theoretical preparation for flight instructors of FI(MNG), FI (AG), FI(S) and FI(B) includes at least 90 hours of cool occupations, including testing from which:

1) 25 hours methods of teaching and training:

modern approaches in common methods prepodavaniye;

the personal oriented approach in training;

technology of development of critical thinking;

systems of estimation of results of training;

2) at least 20 hours on the following disciplines:

aviation psychology;

fundamentals of pedagogics;

technique of flight training;

205. Theoretical preparation for instructors on the AF type (TRI/SFI):

1) for 25 school hours at least in class by technique of teaching and training in the program of flight instructors of FI;

2) at least 10 class periods of classes in repeating of technical knowledge, preparation of plans of lessons and development educational skills of teaching in class on the AF specific type;

3) special attention is paid to standard operational procedures in crew by preparation on AF with polynomial crew and to the pilot's obligations on AF with one pilot.

206. The program for instructors on class of airplanes (CRI) includes:

1) at least 25 hours by technique of teaching and training;

2) 10 class periods of classes in repeating of technical knowledge, preparation of plans of occupations and development of educational skills of teaching in audience or on the exercise machine.

207. The program is developed on the basis of the training methods which are in detail stated in theoretical part of training course of FI so that to provide sufficient training of job seekers in respect of theoretical knowledge in the field of teaching and training in the program of receipt of qualification of the instructor on class or type for single multi-engine AF, or single-engine AF for whom the job seeker has training.

208. To pilots who are or were owners of one of following ratings part of the theoretical course program CRI concerning training processes is set off: FI(A), TRI(A), SFI (A), STI(A), MCCI (A) FI(H), TRI(H), IRI(H), SFI(H).

209. Theoretical preparation for receipt of qualification mark of the instructor on flights on devices (IRI) in addition includes at least 25 hours (except for instructors) by technique of teaching and training, and also at least 10 hours in special objects.

210. The program is developed on the basis of the training methods which are in detail stated in theoretical part of training course of FI.

211. Knowledge of special objects, in full corresponding to the training program of tool qualification, is already known to the student instructor therefore task of technical part of the program only to refresh this knowledge.

212. As a result of completion of theoretical preparation of rate the candidate has knowledge:

1) techniques of theoretical and skills training;

2) on gain score of students, pupils and listeners in those objects in which land preparation is performed;

3) process of digestion of material;

4) elements of effective training;

5) by assessment and check of level of knowledge of students, pupils and listeners, the theory of training;

6) developments of the program of preparation;

7) planning of lesson;

8) techniques of classroom training;

9) uses of educational means, including flight imitation exercise machines;

10) on carrying out the analysis and error correction of students, pupils and listeners;

11) opportunities of the person in relation to flight training, including the principles of control of factors of threat and mistakes;

12) the danger connected with imitation of refusals of systems on the aircraft.

Paragraph 3. Technique of carrying out trial in cabin (gondola) of the aircraft

213. This program, in case of lack of the complex exercise machine of the corresponding aircraft category, determines the minimum amount of tasks of training of the student instructor by technique of carrying out trial in cabin of the corresponding aircraft category.

214. This program is general for training of flight instructors of the corresponding type of AF.

215. General time of preparation by technique of carrying out trial in cabin of the corresponding aircraft category (in case of lack of the flight simulator) constitutes at least 6 hours.

216. The program of trial in cabin of the corresponding aircraft category determines distribution of methodical preparation by tasks:

Task No. 1. Technique of carrying out trial in cabin "Operation of AF";

Task No. 2. Technique of carrying out trial in cabin "Technology of piloting of AF";

Task No. 3. Technique of carrying out trial in cabin "Particular cases in flight".

217. The instructor increases trial amount if the student pilot did not acquire the tasks specified in Item 216 of this Chapter.

Paragraph 4. Technique of carrying out land preparation

218. The program of land preparation is general for training of flight instructors of the corresponding type of AF and is intended for training of the student instructor by technique of carrying out land preparation with the student pilot.

219. The minimum amount of preparation - 16 hours. Scope of exercises by technique of carrying out land preparation:

1) technique of acquaintance with the program of educational flight training;

2) technique of examination of design of AF, the engine, equipment of cabin and rules of their operation on the earth and in air, security measures during the work on the parking of airplanes;

3) technique of working off of the sequence of actions according to preflight and postflight procedures, including determination of take-off weight and centering, survey and servicing of the airplane;

4) technique airfield transactions and scheme of the organization of movement, prevention of collisions and precautionary measure;

5) technique of preparation for accomplishment of horizontal flight, turns, ascent and decrease on different power setting;

6) technique of preparation for take-off accomplishment, creation of rectangular route, calculation on landing and landings;

7) training technique in start, warming up, approbation and stop of the engine, taxing and maintaining radio communication;

8) technique of studying of the instruction for production of flights in airfield, the area of airfield in radius of 100 km;

9) technique of studying of meteorological features of the area of flights;

10) technique of studying of crash equipment of the airplane and procedure for its use;

11) technique of studying land and maintenance of the airplane;

12) technique of check of readiness of the candidate pilot for accomplishment of educational flights.

220. The flight instructor who is carrying out land preparation increases number of hours reasonably.

Paragraph 5. Flight training

221. The listener instructor who had theoretical training, technique of carrying out trial in cabin of the corresponding type of AF and technique of carrying out land preparation is allowed to passing of the program of flight training.

222. The pilot having the qualification mark "flight instructor" in one type of AF when retraining on other type of AF after raid of 100 hours as KVS on the AF this type and flight check by the flight examiner in the certified AUTs performs functions of the flight instructor on this type of AF.

223. The listener - the instructor when passing flight training gains experience in determination of widespread mistakes to determine widespread errors, methods and acceptances of their correction. It should be noted that flight ability and discretion is the vital component of all flights. Thus, in case of accomplishment of each exercise on the earth and in air special attention is paid on the corresponding aspects of flight ability.

224. The due attention is paid to accomplishment of exercises of maneuvering in zone of flight restrictions with the reference to the Management on flight operation or other equivalent document, taking into account weight and centering of AF and the minimum safe heights to provide sufficient inventory of safety for recovery of the normal mode of flight.

225. Preparation of plans of occupations is necessary condition of good training, and the student instructor receives good practice in planning and practical application of plans of lesson for optimum and safe accomplishment of flight exercises.

226. During passing of flight training the listener - the instructor takes the place where usually there is FI.

227. The program of flight (practical) training is developed separately for each category of flight instructors and type of AF.

228. For flight instructors of FI (A) and FI(H) - 15 hours of flight training from which 5 hours the raid with other applicant constitutes, 4 hours of preparation on devices and at least 2 hours on the critical modes of flight.

229. The program of flight training is developed based on exercises of the program of the corresponding rate of initial preparation of LAPL(A), CPL(A) or CPL(H) respectively.

230. For flight instructors of FI (S) - 6 hours or 20 take-offs / landings of flight training.

231. The program of flight training is developed based on exercises of the program of the corresponding rate of initial preparation of ULAPL (S).

232. For flight instructors of FI(MHG) and FI (AG) - 10 hours of flight training, including 10 landings with the zadrosselirovanny engine and at least 2 hours on the critical modes of flight during preparation on the qualification mark "flight instructor".

233. The program of flight training is developed based on exercises of the program of the corresponding rate of initial preparation of ULAPL (MHG) and ULAPL(AG) respectively.

234. For flight instructors of FI (B) - 3 hours, including 3 starts.

235. The program of flight training is developed based on exercises of the program of the corresponding rate of initial preparation of ULAPL (B).

236. For flight instructors / instructors of the simulator for type of any AF (TRI/SFI):

1) 5 hours of flight training at the AF corresponding type or on the exercise machine, representing this AF type, piloted by one pilot, or 10 hours on the AF type with polynomial crew or on the exercise machine, representing this AF type;

2) content of exercises corresponds to exercises of adopted agenda of reeducation on the AF specific type;

3) SUBJECTS, CRM and proper use of flight ability is integrated in everything;

4) contents of the training program it is necessary to cover all significant exercises applicable to the AF type.

237. In the course of passing of the program the listener instructor studies the specific training device, its restrictions, opportunity and function of safety, including application of means of the emergency evacuation.

238. The applicant acquires abilities on carrying out practical training from workplace of the instructor of the exercise machine.

239. Besides, before flight check on AF, the listener instructor receives practice of accomplishment of flight training from any pilot's place in cabin of AF.

240. When passing preparation according to the MP TRI program special attention should be paid to procedures of interaction in crew. When passing preparation according to the SP TRI program, the attention is paid to features of SP to operational transactions.

241. Flight training of instructors on class of airplanes (CRI) is directed to acquisition of knowledge, skills and installations safely and effectively to provide training of pilots at AF operated by one pilot and includes: 3 hours by the single-engine airplane or 5 hours by the two-engine airplane.

242. Flight training is carried out as by the airplane, and the certified flight simulator.

243. Flight ability is the most important component of all training program. The main objective of the listener - the instructor to learn to distinguish and correct properly the characteristic mistakes made by the student - the pilot.

244. For receipt of qualification of IRI on AF certified for operation by one pilot flight training in amount is carried out:

for IRI (A) - at least 10 hours of flight by the airplane, FFS, FTD 2/3 or FPNT II. In case of the applicants having the certificate of FI (A), these hours are reduced to 5;

for IRI (H) of, at least, 10 hours of flight by helicopter, FFS, FTD 2/3 or FNPT II/III;

This preparation is carried out on purpose:

1) developments of the instructor abilities necessary for training in flights in devices and to radio navigation;

To provide 2) that flight abilities of the applicant on accomplishment of tool flight were the level providing safe accomplishment of flight.

Chapter 17. Standard programs of professional training for issue of the certificate of members of flight crew

Paragraph 1. Standard programs of professional training for issue of the certificate of the navigator

245. When training navigators from among the aviation personnel having certificates of aircrew, preparation amount at least 200 hours.

246. Training of the candidate provides development and demonstration of level of knowledge which corresponds to the rights granted to the owner of the certificate of the navigator are given in appendix 18 to these Standard programs.

Paragraph 2. Standard programs of professional training for issue of the certificate of the flight engineer (aircraft mechanic)

247. The amount of theoretical preparation, is at least - 200 hours.

248. The amount and need of carrying out flight training is determined by AUTs independently.

249. Training of the candidate provides development and demonstration of level of theoretical knowledge which corresponds to the rights granted to the owner of the certificate of the flight engineer (aircraft mechanic) are given in appendix 19 to these Standard programs.

250. The candidate shows the level of knowledge which corresponds to the rights granted to the holder of the certificate of the flight engineer, at least, in the following areas:

1) navigation bases, principle of work and operation of the AF systems;

2) operational aspects of meteorology;

3) human factor, management of threats and mistakes.

Paragraph 3. Standard programs of professional training for issue of the certificate of bortradist

251. The total amount of professional training of bortradist is determined by the relevant qualification requirements and are developed by AUTs or the company of civil aviation.

252. Requirements to abilities and knowledge of rules of conducting radiotelephone communication and phraseology are similar to requirements for issue of certificates of pilots of AF.

Chapter 18. Standard programs of retraining and maintenance of professional level

Paragraph 1. Retraining of pilots for receipt of the certificates ULAPL (MHG) or (Ag)

253. For issue of the certificate ULAPL (MHG) or (Ag) to the owner of the certificate of other type of AF theoretical occupations and examinations in general disciplines are completely set off if the term of their action did not expire, including:

1) air legislation;

2) human factor in aircraft;

3) aviation meteorology;

4) means of communication. Rules of conducting radio exchange and VFR of phraseology;

5) rescue preparation.

254. Without limiting action of the above-stated Item, for issue of the certificate ULAPL (MHG) or (Ag), the owner of the certificate of other type of AF has theoretical training in volume of at least 25 hours, including examinations, on the following special disciplines:

1) practical aerodynamics of AF;

2) air navigation;

3) design of AF and his flight operation;

4) design of the power plant and its flight operation;

5) electric, instrument and radio navigational equipment of the aircraft and their flight operation;

6) operational procedures. Management on flight operation;

7) rules of the organization of technical training and operation of AF.

255. Flight training includes at least 10 hours from which, at least, 8 hours with the instructor and at least 2 hours of independent raid.

256. Results of offsettings and examinations on retrainings are not the basis for prolongation of qualification (ratings) and special marks in certificates of pilots.

Paragraph 2. Retraining of pilots for receipt of the certificates LAPL (A) and PPL (A) & (H)

257. For issue of certificates of category LAPL or PPL, to the owner of certificates of other types of AF theoretical occupations and examinations in general disciplines are completely set off if the term of their action did not expire, including:

1) air legislation;

2) human factor in aircraft;

3) aviation meteorology;

4) means of communication. Rules of conducting radio exchange and VFR of phraseology;

5) rescue preparation.

258. Without limiting action of the above-stated Item, for issue of certificates of category LAPL or PPL, the owner of the certificate on management of other aircraft category has theoretical training in volume of at least 50 hours, including examinations, on the following special disciplines:

1) practical aerodynamics of the aircraft;

2) air navigation;

3) design of the aircraft and its flight operation;

4) design of the power plant and its flight operation;

5) electric, instrument and radio navigational equipment of the aircraft and their flight operation;

6) operational procedures. Management on flight operation;

7) rules of the organization of technical training and operation of AF.

259. For issue of the certificate of category PPL (A), to the owner of category LAPL (A) theoretical occupations and examination estimates are completely set off. Flight training includes at least 5 hours, from them independent raid - 2 hours.

260. Flight training of the holder of the certificate ULAPL (MHG) or (Ag) on other type of AF for issue of the certificate of category LAPL (A), PPL (A) or PPL(H), includes at least 25 hours of raid from which:

1) at least 15 hours with the instructor, including flights on the critical modes and on devices; and

2) at least 5 hours of independent raid, and

3) at least 2 flights along routes, including 1 (one) weed independently (solo) along route at least 270 km long with landings to complete stop in 2 different airfields which are not airfield of departure.

261. Training of the holder of the certificate LAPL (A) on the light untight plane with the piston engine with take-off weight of 5 700 kg and less which operation requires availability of two pilots includes theoretical preparation in volume of at least 50 hours and flight training in the certified AUTs in volume of at least 8 hours from which:

1) at least 6 hours with the instructor; and

2) at least 2 hours of independent raid, including 10 takes off and landing independently.

262. After successful check of flight abilities the candidate carries out the pilot's obligations by the single-engine piston airplane with take-off weight of 5700 kg and less.

263. Flight training of the holder of the certificate of category LAPL (A) or PPL (A) from one type on other type of the airplane with one piston engine includes at least 3 hours, including 10 takes off and landing with the instructor, and 10 takes off and landing independently.

264. The candidate having the certificate LAPL (A) or PPL (A) with the qualification mark "the single-engine piston airplane-SEP" on receipt of the qualification mark "the multi-engine piston airplane-MEP" in light planes with one pilot has flight training lasting at least 5 watch from which with the instructor:

1) at least 1 hour on the critical modes of flight of the multi-engine airplane; and

2) at least 3 hours of flight training according to procedures of engine failure and techniques of asymmetric flight;

3) at least 1 hour of independent flights around.

265. At the same time theoretical preparation on special disciplines constitutes at least 8 hours.

266. Flight training of the holder of the certificate LAPL (A), PPL (A) or CPL(A) with the qualification mark "the single-engine piston airplane-SEP" when retraining on new type of the single-engine piston airplane includes at least 3 hours. At the same time theoretical preparation on special disciplines depends on modification of design of the airplane and the engine and constitutes at least 6 hours.

267. Flight training of the holder of the certificate LAPL (A), PPL (A) or CPL(A) with the qualification mark "the multi-engine piston airplane-MEP" when retraining on new type of the multi-engine piston airplane includes at least 3 hours. At the same time theoretical preparation on special disciplines depends on modification of design of the airplane and the engine and constitutes at least 6 hours.

268. Flight training of the holder of the certificate of category of PPL(H) or CPL (N) on other type of the helicopter includes at least 10 hours, them them, at least, 7 hours with the instructor and at least 2 hours of independent raid.

269. The owner of the qualification mark "the flight instructor-FI" in one type of easy and extralight AF, after retraining on other type of easy and extralight AF, raid at least 100 hours as KVS and the corresponding flight check in the certified AUTs on the AF this type, performs functions of the flight instructor on this type of AF.

270. The acting flight instructors having are allowed to independent development of types of the light and extralight aircrafts which were earlier not operated in the territory of Kazakhstan:

1) raid as KVS at least 1000 hours and the operating qualification mark "flight instructor" at least 3 years;

2) the mastered at least three AF types.

271. At the same time flight training includes at least 5 hours, including on the critical modes at least 2 hours of flight time.

272. Results of offsettings and examinations on retrainings are not the basis for prolongation of qualification (ratings) and special marks in certificates of pilots.

Paragraph 3. Retraining of members flight crew

273. For receipt of the right of management on new type (class) of the aircraft the member of flight crew graduates retraining in theoretical objects according to adopted agendas taking into account difference of different types and/or classes of aircrafts.

274. The candidate has theoretical training on new type (class) of the aircraft on the following special disciplines given in appendix 20 to Standard programs. The amount of theoretical preparation is determined by Aviation training center depending on type (class) of AF.

Note. Programs are constituted in relation to each type (class) of AF, taking into account requirements of the AF developer.

275. Additional preparation in case of distinction of the equipment (differences training and familiarization training) is carried out on the corresponding AF or the training device:

1) in case of considerable change of the equipment and/or procedures for types or options of AF;

2) in case of operation of other option of the airplane of the same type or other type of the same class; or

3) in case of operation of different versions of helicopters which are operated.

276. Fact-finding course is conducted if:

1) operation of different helicopters or airplanes of the same type is performed; or

2) in case of introduction of considerable change of the equipment and/or procedures for types or options of AF which are operated now.

277. The amount of training and flight training is determined independently depending on specific type or class AF and characteristics of the exercise machine, for achievement of the level of training providing the safe result of flight.

278. In the absence of flight training on AF in the course of retraining on other AF (new) types (in case of application of the ZFTT procedure - zero flight time training), according to the program of preparation, allows carrying out preparation on training devices of imitation of flight conditions like IV on classification ICAO (the complex flight educational and training device meeting, at least, the requirements to the exercise machine (FFS) of level C and level D specified in the document EASACSFSTD (A) with changes and also in the document FAA AC 120-40B with changes including the alternative means of ensuring of compliance (AMOS) allowed in the document AC 120-40B).

279. Course of flight training on the exercise machine using the ZFTT procedure is taken by pilots of polynomial crew of multi-engine aircrafts with the maximum certified take-off weight more than 10 tons or with configuration of more than 19 passengers if:

1) for rate of flight training FFS qualified for the CG, C level or intermediate level of C in the presence of raid of 1 500 hours or 250 route sectors was used;

2) for rate of flight training FFS qualified for the DG or D level in the presence of raid of 500 hours or 100 route sectors was used.

280. Approval of the procedure of flight training using (ZFTT) is provided only AUTs which have the air operator certificate for accomplishment of commercial air transportations or AUTs, having certain agreement with operators of civil aircrafts.

281. Approval on training of pilots according to the program of flight training using ZFTT is issued to the operators having at least 90-day operating experience of AF of this type.

In case of application of the procedure of flight training for the ZFTT program in AUTs which have the special arrangement with the operator, requirements of availability of 90-day operating experience of AF of this type it is not applied, with the assistance of the instructor on type (TRI (A)) in additional takes off and landing having operating experience on AF of this type.

282. For initial approval of the ZFTT procedure the operator has the air operator certificate for accomplishment of commercial air transportations at least 1 year.

This period is reduced if the operator and AUTs of HECTARE have experience of training in the program of assignment of qualification mark.

283. In programs of retraining imitation of airfield training which is carried out in completion of course of training and is set off as flight training is entered.

When the pilot passes from turbo-propeller to the turbojet airplane or from turbojet to the turbo-propeller airplane, the additional training on the exercise machine is required.

284. In the absence of possibility of use of the exercise machine of the AF this type, in some cases, trial in cabin of AF according to the program approved by authorized organization is carried out.

285. Flight training (base training) is carried out by the skilled type instructor and/or the examiner for comprehensive acquaintance of the member of flight crew with all aspects of restrictions and normal procedures, to particular cases and the emergency procedures connected with the aircraft.

286. When planning flight training by airplanes with the flight crew consisting of two pilots or more special attention is paid to practice of LOFT with emphasis on CRM and to use of procedures of coordination of crew, including action in case of incapacity of one crew member.

287. Breaks between the end of flight training on KTC (FFS) and the beginning of flight training by the airplane it is strictly controlled.

288. In case of break between flight training for KTC (FFS) and the beginning of flight training by the airplane more than 90 days the listener takes examination in knowledge of management in flight operation and to have flight training on the complex exercise machine (FFS) in amount at the discretion of the instructor.

289. In case of break over 1 year the listener has theoretical training and flight training on the complex exercise machine (FFS) in full.

290. Pilots to whom the qualification mark based on flight training on the exercise machine ("ZFTT") was appropriated:

1) begin flight training under observation of the instructor no later than in 21 days after completion of the test for ability or after the termination of rate of retraining. Content of rate of retraining is brought in management on production of flights of the operator;

2) is completed by six takes off and landing on FSTD no later than in 21 days after completion of the test for ability under observation of the instructor ("TRI (A)").

If takes off and landing were not executed within 21 days, the listener has additional land training in amount at the discretion of the instructor;

3) to carry out the first four takes off and landing of LIFUS in the airplane under observation of TRI (A).

Paragraph 4. Maintenance of professional level

291. The operator constitutes and carries out the program of land and flight training which is approved by authorized organization and guarantees proper training of all members of flight crew for accomplishment assigned to them obligations.

292. The program of professional training is developed by the operator or AUTs based on these Standard programs and provides proper training of all members of flight crew for accomplishment assigned to them obligations and also:

1) provides means of land and flight training, teachers and instructors of the corresponding qualification;

2) consists of land, training and flight training on type (types) of aircrafts at which members of flight crew work;

3) includes working off of interaction of members of flight crew, and also training in actions in case of all types of emergency and exclusive environment or the mode caused by defects of the power plant, glider or systems, the fire or other negative factors;

4) includes preparation on prevention of difficult space situations and conclusion from them;

5) includes preparation for the purpose of mastering knowledge and skills concerning schemes of visual flights and flights on devices in the expected area of production of flights, creation of cards, characteristics of efficiency of the person including control of factors of threat and mistakes, and transportation of dangerous goods;

6) is provided by carrying out training so that all personnel on accomplishment of flight of the aircraft knew functions which it performs and as these functions are connected with functions of other crew members of the aircraft, including in case of accomplishment of emergency or emergency procedures;

7) is provided by acquaintance of again employed member of flight crew with its obligations and functions, requirements of the operator for accomplishment of flights;

8) repeats through the certain periods established by authorized organization and provides evaluating preparation.

293. The program of annual land preparation is constituted by the modular principle with obligatory studying of the systems of the aircraft during three the summer period given in appendix 20 to Standard programs and also has practical focus with obligatory studying:

1) features of accomplishment of flights on the AF specific type, including anti-icing processing of AF on the earth;

2) service regulations of the new onboard equipment (if necessary);

3) repeating of operational procedures (SOP);

4) the analysis of flight accidents for causes of failure of the aircraft equipment and human factor;

5) actions in case of loss of capacity to act of the pilot in flight;

6) studying of again accepted domestic and international standards and rules.

294. The additional list of programs for maintenance of professional level of members of flight crews are developed based on Standard programs for training courses according to appendices 21 and 115 to these Standard programs.

295. Terms of passing of rates of maintenance of professional level of members of flight crews are specified in appendices 21 and 115 to these Standard programs.

296. Requirements for maintenance of professional level can be met by means of passing of resident or distance training with the subsequent tests and examinations (testing) in disciplines in cool audience.

297. In the presence of the relevant agreements use of opportunities for training of third parties, but on condition of obligatory responsibility of AUTs of HECTARE (the organization of civil aviation) for quality of training of the specific specialist is allowed.

298. Documents on the termination of rate of professional training are issued to listeners after completion of all stages according to adopted agenda. Documents on the termination only of one stage of preparation are recognized invalid.

299. The requirement of rather repeated flight training on the AF specific type is considered executed if:

1) were used, in that degree in which it is advisable to authorized organization, the training devices of imitation of flight approved by authorized organization for this purpose; or

2) it was performed through certain time of level of training on the AF this type.

300. Each member of flight crew, is periodically checked to show the competence of carrying out normal, emergency and emergency procedures.

301. Training preparation on the complex flight exercise machine is carried out at least once:

1) in 6 months +/-1 month 2 times a year, with a total amount of 16 watch in year;

2) in 3 months +/-1 months 4 times a year, with a total amount of 12 watch of year.

In all cases terms of training preparation are not exceeded by 12 months, in case of increase in term for 1 month, the term of the subsequent preparation is reduced by 1 month.

302. The training preparation which is carried out for the three-year period is carried out according to developed scenarios on all particular and emergency cases, including conditions of real flight (LOFT), with the main orientation on achievement of optimum interaction with the maximum use of resource of crew (CRM), with inclusion of the CFIT elements and obligatory working off of actions in case of different failures of power plants, refusals in management systems by airplane and mechanization of wing, emergence of the fire.

303. For the members of flight crew who are carrying out flights on several types of aircrafts passing of training on the exercise machine on all types of aircrafts with frequency at least is obligatory 3 years.

304. Requirements of rather flight training on specific type of the aircraft are considered executed if:

1) the training devices of imitation of flight conditions allowed by authorized organization or authorized body were used.";

for this purpose;

2) through certain time level of training (check of practical work in air and abilities to be effective in emergency environment), on this type of the aircraft was performed.

305. These checks are performed twice within any consecutive 12 months, with interval at least 120 days (one check on the complex exercise machine (FFS) approved by authorized organization or authorized body is allowed). Check amount on FFS at least 2 hours.

306. The program of qualification check (type rating) of members of flight crew in the following procedure:

1) before check on AF the training on the FFS exercise machine is observed, the term of passing of training on FFS does not exceed 6 months or 3 months before conducting flight check (according to the operator's RPP);

2) qualification check for pilots and navigators is carried out by the pilot examiner (in the presence in the organization of civil aviation of the navigator examiner conducting qualification check for the navigator by the navigator examiner is allowed), the bortradist is carried out by the commander of AF, for other members of flight and kabinny crew is performed by the corresponding examiners in the specialty;

3) on AF, allowed to flights on devices and night flights, qualification checking is carried out in day and night flights. Accomplishment of check is allowed to carry out in trip conditions 2 flights (in 1 afternoon and 1 night), in airfield conditions 2 flights (4 calling day and night, or only at night). General time of check at least 1 hour 30 minutes, under meteoconditions not below the minimum checking;

4) on AF, the flights which are not allowed to accomplishment on devices and night flights, qualification check is made in the afternoon (if necessary with visibility restriction imitation) under meteoconditions not below the minimum checking according to the above technique;

5) on motor and motorless extralight AF, with all types of management, single the pilot-instructor performs, being on the earth in mutual field of vision of the piloting pilot and instructor (general time of check at least 1 hour, in the afternoon, under the meteoconditions providing check accomplishment, the number of flights is determined by the instructor), on double AF is performed in cabin of AF;

6) depending on types of check record in the flight book is drawn up, the act of qualification check or record in task for training is drawn up (if necessary).

307. The estimates received when passing annual theoretical preparation on rates of maintenance of professional level are valid for prolongation of effective period of qualification (ratings) and special marks in certificates of aviation personnel current of 12 months + 1 month.

308. For confirmation of the certificate of the flight instructor of FI or IRI the owner of the certificate carries out 2 of the following 3 requirements:

To execute 1) for FI (A) and (H) at least 50 hours according to the program of flight training in the corresponding category of aircrafts during certificate effective period as FI, TRI, CRI, IRI or the examiner.

If the applicant is allowed to flights on devices (IR) that he flew less than 10 hours of raid according to the program of flight training for IR within the last 12 months preceding expiry date of the certificate FI;

2) for FI (As) flew at least 20 hours of flight on airships as FI, IRI or as the examiner during certificate effective period.

If the applicant is allowed to flights on devices (IR) that he flew at least 10 hours of raid according to the program of flight training for IR within the last 12 months preceding expiry date of the certificate FI;

The raid constitutes 3) for FI (S) at least 30 hours or 60 take-off according to the program of flight training at gliders as FI or as the examiner during certificate effective period;

The raid constitutes 4) for FI (B) at least 6 hours according to the program of flight training at balloons as FI or as the examiner during certificate effective period.

Attends seminar practical work of instructors during effective period of the certificate of FI.

Undergoes competency evaluation on AF or the exercise machine (maintenance of professional level) according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs, within 12 months preceding expiry date of the certificate FI.

5) For prolongation of the certificate of the instructor of FI, the applicant within 12 months before prolongation:

attends seminar for instructors;

undergoes competency evaluation on AF or the exercise machine (maintenance of professional level) according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

The certificate of the instructor of FI, TRI/SFI, CRI, IR is valid within 3 years.

309. For prolongation of the certificate of the instructor on type of the airplane (TRI (A)) the applicant within the last 12 months preceding expiry date of the certificate carries out 2 of the following 3 requirements:

1) conducts one of the following parts of training course:

session of training preparation lasting at least 3 watch or one exercise on AF at least 1 hour including at least 2 takes off and landing;

2) is received by advanced training of instructors as TRI in the certified (acknowledged) AUTs;

3) undergoes competency evaluation according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

310. For prolongation of the certificate of the instructor on type of the helicopter (TRI (N)) or the aircraft with system of increase in the carrying power (TRI (PL)) the applicant during effective period of the certificate of TRI carries out 2 of the following 3 requirements:

The raid of 50 hours according to the program of flight training on each of types of aircrafts for which training programs or the FSTD exercise machine, the corresponding type are provided, from which at least 15 hours of raid within 12 months preceding expiry date of the certificate of TRI has 1).

For the instructor of TRI (PL) these hours of flight training are carried out as the examiner of TRI or type (TRE) or the flight SFI exercise machines instructor or the examiner (SFE);

2) undergoes retraining of instructors as TRI in certified (recognized) by authorized organization AUTs;

3) undergoes competency evaluation on maintenance of professional level according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

311. If the certificate of the instructor on the TRI (A) type expired, the applicant:

1) within the last 12 months preceding the request is carried out by 30 route sectors, including takes off and landing on the corresponding type of the airplane from which no more than 15 sectors of flight can be executed on the exercise machine;

2) graduates TRI corresponding part in certified (recognized) by authorized organization or the AUTs authorized body;

3) holds training according to the program of qualification check in volume of at least 3 hours of flight on applicable type of the airplane under observation of TRI (A).

312. For prolongation of the certificate of the instructor on type of the TRI (H) or TRI (PL) helicopters (the aircraft with system of increase in carrying power) the applicant within 12 months before prolongation:

1) receives retraining of instructors as TRI in certified (recognized) by authorized organization or the AUTs authorized body which covers the corresponding elements of training course of TRI;

2) undergoes competency evaluation on maintenance of professional level according to requirements of paragraphs 4, of the 5th Chapter of 15 presents of Standard programs.

313. For confirmation of the certificate on the class CRI the applicant within 12 months preceding expiry date of the certificate of CRI:

1) carries out flight training as CRI, in volume of at least 10 hours. If the applicant of CRI is allowed, both on single-motor, and by multiple-motor airplanes, 10 hours of flight training are equally distributed between single-motor and multiple-motor airplanes; or

2) undergoes retraining according to the program of instructors as CRI in certified (recognized) by authorized organization or the AUTs authorized body which covers the corresponding elements of training course of CRI;

3) undergoes competency evaluation on maintenance of professional level for multi-engine or single-engine AF according to requirements with requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

314. For prolongation of the certificate of the instructor on the class CRI, the applicant within 12 months before prolongation:

1) receives retraining according to the program of instructors as CRI in certified (recognized) by authorized organization or the AUTs authorized body which covers the corresponding elements of training course of CRI;

2) undergoes competency evaluation on AF or the exercise machine (maintenance of professional level) according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

315. For confirmation of the certificate of the instructor on flight SFI exercise machines the applicant during SFI effective period, carries out 2 of the following 3 requirements:

Flew 1) 50 hours on FSTD as the instructor or the examiner from whom at least 15 hours within 12 months preceding expiry date of the certificate of SFI;

2) undergoes retraining as SFI in certified (recognized) by authorized organization AUTs;

3) undergoes competency evaluation on maintenance of professional level according to requirements of Chapter of 17 presents of Standard programs.

In amendment, the applicant carries out on FFS skill test for issue of qualification marks of specific types of aircrafts.

For each alternative repeated certification of the certificate of SFI the owner observes the requirement of the subitem 3 presents of Item.

316. For prolongation of the certificate of the instructor on flight SFI exercise machines, the applicant within 12 months preceding the statement:

1) receives retraining on course of training on the SFI exercise machine;

2) undergoes retraining as SFI in certified (recognized) by authorized organization or the AUTs authorized body;

3) undergoes competency evaluation on the exercise machine (maintenance of professional level) according to requirements of paragraphs 4, of the 5th Chapter of 16 presents of Standard programs.

Chapter 19. Standard programs of professional training of personnel for maintenance of AF and his components, the personnel involved in maintenance of the flight validity of AF

317. Standard programs of initial training of personnel for maintenance of AF (further within this subsection - "Standard programs") are regulated by the minimum amount of initial preparation for the specified personnel which increase if necessary and reasons. Modules and subject of disciplines are given in appendix 22 ("Configuration from modules") to these Standard programs.

318. For candidates for possession of the certificate of the specialist in TO of AF of categories / subcategories "And", "B1", by "B2" and "B3" the amount of initial preparation/percent of theoretical training is determined according to appendix 23 to these Standard programs.

319. When training in AUTs the relation (proportion) of theoretical training to practical remains within requirements of the table of this Item, and in case of independent studying of the program and its separate modules, requirements to duration of theoretical training do not exist.

320. For candidates for possession of the certificate of the specialist on THAT AF of categories / subcategories "And", "B1", "B2" and "B3" is allowed development of programs of initial preparation (modules) independently with the subsequent examination in authorized organization or in AUTs which delegates the right of acceptance of examinations.

321. Upon transition from one category / subcategory of the certificate of the specialist on THAT AF to another, the specialist:

1) has training in AUTs or studies modules of the program for required category / subcategory of the certificate independently in volume of difference of levels within each obligatory module for this category / subcategory according to appendix of 22 presents of Standard programs, and also studies missing modules in that category of the certificate for which it applies then takes examinations; and

Gains 2) and proves practical experience in THAT to AF in that category for which it applies, requirements to which are stated in "Rules of issue and prolongation of effective period of certificates of aviation personnel", and feature of its acquisition - in "Qualification requirements to the specialist in maintenance of aircrafts".

322. AUTs determines duration of studying of subjects or objects within each module independently, except for the modules determined by the following item of these rules where duration of training is determined and fixed.

323. Training duration for some modules is determined by the following requirements:

1) "Module 10RK. Kazakhstan and international aviation legislation" / "Module 10RK. Kazakhstan and International Aviation Legislation" - 4 days (21 hour) / with examination;

2) "Module 9. Possibilities of the person in relation to maintenance of AF" / "Module 9. Human Factors" - 2 days (12 hours) / with examination.

324. In these Standard programs levels of competences which the candidate for receipt of the certificate of the specialist in AF and levels of competences of the owner of the certificate of the specialist in AF for entering of qualification mark into such certificate has are determined.

325. In these Standard programs for initial training of specialists on THAT AF is provided the modular principle which does not change in case of development of training programs in other forms of education.

326. The description of basic skills ("Basic Skills) stated in annex 24 to these Standard programs which are skills training for candidates for receipt of the certificate of the specialist on THAT AF of categories / subcategories "And", "B1", "B2" is provided in these Standard programs.

327. "The standard of examinations of initial preparation" is stated in annex 25 to these Standard programs.

328. In these Standard programs basic knowledge (indicators) to which there corresponds trainee on completion of initial preparation for the purpose of receipt of the certificate of aviation personnel of categories (subcategories) "And", "B1", "B2" and "B3" or qualification mark of categories "B1", "B2", "B3", "C" in such certificate are designated by levels of knowledge (1, 2 or 3). In case of determination of levels of knowledge when training on the AF type, and also theoretical part when training in accomplishment of tasks of the mechanic of category "A" are used the classification determined by Item 2 of appendix 26 "Training levels on the AF type" to these Standard programs, and for initial preparation - Item of 329 presents of Standard programs.

329. Indicators of basic knowledge of initial preparation are differentiated respectively by signs and the purposes:

1) level 1 - acquaintance with basic elements of subject, at the same time the candidate:

it is acquainted with Basic Elements of subject;

it is capable to give the simple description of subject, using general words and examples;

it is capable to use terms, characteristic of subject;

2) level 2 - general knowledge of theoretical and practical aspects of subject and capability to apply this knowledge, at the same time the candidate is capable:

understand theoretical bases of subject;

give the general description of the used subject where it is necessary to give examples;

use mathematical formulas, lashing them to the physical laws in case of the description of subject;

read and understand sketches, drawings and schemes in case of the description of subject;

put the knowledge into practice, using detailed procedures;

3) level 3 - profound knowledge of theoretical and practical aspects of subject and capability to combine and apply separate elements of knowledge in logical and comprehensive manner, at the same time the candidate:

knows the theory of subject and interrelation with other subjects;

it is capable to describe in details subject, using theoretical bases and characteristic examples;

it is capable to understand and use the mathematical formulas relating to subject;

it is capable to read, understand and prepare the sketches, simple drawings and schemes describing subject;

it is capable to put the knowledge into practice, using instructions of the producer;

it is capable to understand the results of the actions received from different sources and measures of measurements and to adjust, as necessary, the actions.

330. Standards of training and examinations of aviation personnel on THAT AF and his components, personnel on maintenance of the flight validity of AF are stated in the corresponding annexes to these Standard programs and include:

2) "The standard of training on the AF type, holding examinations - practical training" is stated in annex 26 to these Standard programs;

3) "The standard of training in rates of retraining and maintenance of professional level of personnel on THAT AF and its components, personnel on maintenance of the flight validity of AF" is stated in annex 27 to these Standard programs.

331. Courses programs for the personnel involved in maintenance of AF and/or maintenance of the flight validity of AF are stated in the corresponding annexes to these Standard programs and include:

1) "Safety of fuel tanks / CDCCL - Phases 1 and 2" / "Fuel Tank Safety/CDCCL - Phases 1 and 2" according to appendix 28 to these Standard programs;

2) "System of electrical wiring and electric connections - EWIS" / "Electrical Wiring Interconnection System, EWIS" according to appendix 29 to these Standard programs;

3) "Possibilities of the person in relation to maintenance of AF - initial preparation" / "Initial Human Factors" according to appendix 30 to these Standard programs;

4) "Technical operation of AF, ETOPS which are carrying out flights by rules" / "ETOPS Maintenance" according to appendix 31 to these Standard programs;

5) "Assessment of safety of foreign AF (SAFA)" / "Safety Assessment of Foreign Aircraft, SAFA" according to appendix 32 to these Standard programs;

6) "Training in tasks of field service of AF" / "ACFT Service Tasks Training" according to appendix 33 to these Standard programs;

7) "Training in practical accomplishment of tasks, to the owners of certificates of category "A" / "Cat A Tasks Training" determined to accomplishment according to appendix 34 to these Standard programs;

8) "Possibilities of the person, in relation to maintenance of AF - maintenance of professional level" / "Human Factors - Continuation Training" according to appendix 35 to these Standard programs;

49) "The program of practical training of AF of L-410 UVP-E with M-601E engines for personnel of category "B2" according to appendix 76 to these Standard programs.

332. On completion of initial preparation or training on the AF type, passing the corresponding examinations and, if necessary, assessment, to the trainee the certificate of recognition of "Recognition Certificate" for each successfully mastered module or the AF / engine type, at the same time entry in the certificate on the mastered AF type and the engine is issued will correspond to the accepted international reducings. Issue of the single certificate by results of successful development of the program of initial preparation for categories "A", "B1", "B2", "B3" with indication of in the certificate of those modules which it is successful, through examination is allowed, are mastered by the specialist.

333. On completion of the rates which are not getting under determination of Item of 338 presents of Standard programs, are issued to the participant:

1) the certificate of completion of rate of "Certificate of Completion" if the rate provides passing an examination, and also by results of passing of practical training (On the Job Training, OJT) which issue is approved previously with authorized organization. Certificate alternative by results of passing of practical training (OJT) are records on the mastered tasks of practical training (OJT) and assessment by the appraiser suitably qualified, appointed;

2) the certificate of visit of "Cerificate of Attendance" if the rate does not provide passing an examination.

334. Each repeated repeating an examination leads to entry in the certificate of result of the minimum ball through passage determined for this rate (for example, "75%") in independence of the achieved result exceeding lowest passing score.

335. Classifications of types of professional training of personnel on THAT AF are given in appendix 77 to these Standard programs.

336. In case of examination of trainees through examination regarding use they at examination of sources of information and literature, apply the principle stated in annex 78 to these Standard programs.

337. Programs of modules 9A and 10RK are applicable to mechanics on field service of AF, to candidates for possession and owners of the certificate of the specialist on THAT AF of categories "A", "B1", "B2", "C" and to other personnel, namely, to:

1) to administrative board and personnel of the organization of TO and PAT;

2) to the personnel occupied in maintenance of the flight validity of AF;

3) to the physical persons having the right to determine skill level of the aviation personnel occupied in THAT with AF;

4) to the personnel occupied in professional training of specialists of categories "A", "B1", "B2" and "With", including the mechanics involved in training in field service of AF and personnel of the organizations for TO and PAT.

338. Programs of modules 9B and 10RK are applicable to candidates for possession and owners of the certificate of the specialist on THAT AF of categories "B3" to other personnel (in the table are designated as "other personnel"), namely, to:

1) to administrative board and personnel of the organization of TO and PAT of AF of easy and extralight aircraft;

2) to the personnel occupied in maintenance of the flight validity of AF of easy and extralight aircraft;

3) to the physical persons having the right to determine skill level of the aviation personnel occupied in THAT with AF of easy and extralight aircraft;

4) to the personnel occupied in training and acceptance of examinations candidates for possession of the certificate of the specialist on THAT AF of categories "B3" and owners of such certificates including involved in personnel training of the organization of TO and PAT of easy and extralight aircraft.

339. The terms "practical element", "skills training", "practical preparation" have identical semantic value, however, it is necessary to consider that:

1) the term "Practical Element" is applied in case of designation of practical part of training on the AF type;

2) "Practical preparation" or "Skills training" - the training type providing transfer of skills to the trainee in accomplishment of specific objective or transaction on AF or his component. The practical training (On the Job Training) is considered as type of practical preparation or skills training which is necessary for receipt of the 1st record in the column "Rating" of category of the certificate of the specialist, new to the specialist, in AF, is held for the specialists servicing the AF heavy types and in the conditions of real AF. Practical preparation or skills training (Task Training) is provided when training in accomplishment of tasks of the mechanic of category "A", the mechanic in field service of AF, specialists in servicing of the AF components in laboratories and workshops, and also when carrying out other types of training providing transfer of skills from the supervisor or the instructor to the trainee in accomplishment of this or that transaction or task;

3) basic skills ("Basic Skills) stated in annex 24 to these Standard programs are skills training according to the single program and is considered as part of initial preparation which development is provided for candidates for receipt of the certificate of the specialist on THAT by AF of categories / subcategories "And", "B1", "B2".

Chapter 20. Standard programs of professional training of personnel for servicing of air traffic, the specialist of service of aeronautical information, the specialist in the field of designing of air space / flight procedures and cartography, the specialist

Paragraph 1. General provisions

340. These Standard programs of professional training of personnel for the organization and servicing of air traffic, specialists of service of aeronautical information, specialists in the field of design of air space / flight procedures and cartography, specialists determine the principles, procedure, the minimum amounts of professional training and the admission to independent work:

1) dispatchers on servicing of air traffic, dispatchers of instructors, instructors of exercise machines, heads of flights (the senior dispatchers of change) (further - Department of Internal Affairs);

2) specialists of the flight and information servicing (FIS) for the centers of flight information or bodies of airfield flight and information servicing;

3) planning, control dispatchers and coordination of air traffic (further - PVD);

4) dispatchers the Briefing (further - the Briefing);

5) examiners of Department of Internal Affairs;

6) specialists in providing with aeronautical information (the specialist of service of aeronautical information, the specialist in the field of design of air space / flight procedures and cartography, the specialist) (further - ANI).

341. Professional training of specialists in the organization and servicing of air traffic (further - air traffic management) is carried out for the purpose of ensuring compliance to the qualification requirements necessary in case of accomplishment of service duties. In case of implementation in processes of professional training of qualification training system and assessment, recommendations of documents ICAO 9868 PANS-TRG and 10056 are applied.

342. Initial preparation provides, and also development of initial, qualification knowledge, skills and installations for compliance to qualification requirements to specialists of the corresponding categories.

343. Retraining of specialists is carried out in case of change of nature and working conditions, system design (upgrade or replacement), specialty, specialization, work profile, and also for receipt of qualification marks.

344. Maintenance of professional level of specialists provides review, fixing, expansion of the existing knowledge and skills, including skills of collective work, acquaintance with changes of systems or the equipment, studying of new procedures and practice, training in actions in emergency, dangerous and emergency situations, and also recoveries of professional skills after work stoppages more than 6 months.

345. Elements in the field of English join in programs of professional training in addition, depending on necessary training of specialists for specific control office, zone of management or workplace.

346. At the same time programs in the field of English provide provision to listeners of knowledge and working off of skills for independent forming of ability at them at operating level on ICAO scale:

1) unambiguously and accurately to express on general, specific and work-related questions;

2) to use the corresponding methods of communication for exchange of messages, for recognition and elimination of misunderstanding (for example, by means of check, confirmation or refining of information);

3) successfully and it is rather easy to solve linguistic problems in case of complication or not expected change of events in the course of regular working situation or accomplishment of the known task of communication;

4) to use dialect or accent which are clear for aviation community.

Paragraph 2. Initial preparation and retraining of specialists of Department of Internal Affairs, PIO, PVD and Briefing

347. Initial training of specialists of Department of Internal Affairs, PVD and the Briefing includes the following stages constituting the total amount of training:

1) theoretical preparation;

2) training preparation (for dispatchers of Department of Internal Affairs);

3) practical preparation.

348. Theoretical preparation is performed in case of the following main forms of education:

1) stationary day (complex, standard);

2) modular;

3) correspondence;

4) remote;

5) combined.

349. Training preparation is performed in case of the following main forms of education:

1) stationary day (complex, standard);

2) modular.

350. The program of initial preparation correspond to the following criteria:

1) by initial training of dispatchers of Department of Internal Affairs from faces of aircrew, the total amount of preparation constitutes at least 360 class periods according to appendix 79 to these Standard programs;

2) by initial training of dispatchers of Department of Internal Affairs from persons who do not have aviation education, the total amount of preparation constitutes at least 600 class periods according to appendix 79 to these Standard programs;

3) initial training of dispatchers of Department of Internal Affairs is carried out as according to the comprehensive program including basic preparation and preparation on all qualification marks, and according to the modular program allowing to divide basic preparation and preparation on each qualification mark;

4) in case of initial training of specialists PVD or the Briefing from faces of aircrew, the total amount of preparation constitutes at least 80 class periods, according to the directions of preparation, the dispatchers brought for the program of maintenance of professional level the Briefing and/or PVD according to appendix 79-1 to these Standard programs;

5) in case of initial training of specialists PVD or the Briefing from persons who had training as the dispatcher of Department of Internal Affairs, the specialist of ANI, the employee on ensuring flights or the flight dispatcher in AUTs or aviation educational institution, the total amount of preparation constitutes at least 36 class periods, in the directions of preparation, the dispatchers brought for the program of maintenance of professional level the Briefing and/or PVD according to appendix 79-1 to these Standard programs;

6) in case of initial training of specialists PVD or the Briefing from persons belonging to other categories of aviation personnel, the total amount of preparation constitutes at least 160 class periods, in the directions of preparation, the dispatchers brought for the program of maintenance of professional level the Briefing and/or PVD according to appendix 79-1 to these Standard programs;

7) in case of initial training of specialists PVD or the Briefing from persons who do not have aviation education, the total amount of preparation constitutes at least 320 class periods, in the directions of preparation, the dispatchers brought for the program of maintenance of professional level the Briefing and/or PVD according to appendix 79-1 to these Standard programs;

8) in case of initial training of specialists of PIO from faces of aircrew, the total amount of preparation constitutes at least 60 class periods according to appendix 79 to these Standard programs.

At the same time passing of initial training of specialists of PIO from persons who had training as dispatchers of Department of Internal Affairs is not required;

9) in case of initial training of specialists of PIO from persons belonging to other categories of aviation personnel, the total amount of preparation constitutes at least 160 class periods according to appendix 79 to these Standard programs;

10) the amount of training preparation by initial training of dispatchers of Department of Internal Affairs makes at least 240 class periods from the total amount determined in subitems 1) and 2) of this Item;

11) practical training of dispatchers of Department of Internal Affairs by initial preparation is the implementable amount of training preparation;

12) the training on workplace is held after completion of initial preparation, the minimum amounts of training are given in appendix 80 to these Standard programs and are determined by control office (workplace) or workplace of the Center of flight information or body of airfield flight and information servicing on which implementation of professional activity of the candidate (trainee) is supposed, and also capability of the trainee to master this type of activity;

13) in case of implementation of new and additional requirements to professional training of personnel of Department of Internal Affairs, PVD and the Briefing determined by regulatory legal acts in the field of civil aviation of the Republic of Kazakhstan their realization in programs of professional training is obligatory, and the total quantity of the curriculum is adjusted;

14) the personnel participating in procedures, connected with professional training of dispatchers of Department of Internal Affairs, except for auxiliary specialists of ensuring educational process have the corresponding education: aviation and/or professional training, or the corresponding professional training, and also operational (practical) experience in the organizations (the operational companies) of civil aviation for the acquired profession at least 2 years, and the system of preparation is under construction according to recommendations of documents ICAO 9868 PANS-TRG and 10056.

351. Training preparation by initial training of dispatchers of Department of Internal Affairs, is obligatory part, and is implemented on the special dispatching exercise machines imitating air situation.

352. The training preparation performed within the program of initial training of dispatchers of Department of Internal Affairs is carried out under the leadership of the instructor of Department of Internal Affairs, at the same time working no more than with two trainees.

353. Retraining is carried out if necessary and will be organized for receipt of qualification marks or accomplishment of additional functions according to appendix 81 to these Standard programs.

354. Special training of personnel to be carried out in the following cases:

1) changes or implementations of rules (procedures);

2) commissioning of new systems;

3) according to the decision of the supplier of aeronautical services.

355. Special training of personnel of Department of Internal Affairs is implemented as the most aeronautical organization in the form of practical and training preparation, and in aviation training center in the form of separate rate, training. At the same time it is not required approval of the program of preparation (plan) in authorized organization.

Paragraph 3. The organization of training for receipt of the admission to work

356. To training for receipt of the admission to independent work on control office (workplace), in the Center of flight information and body of airfield flight and information servicing the persons who had the corresponding professional training and having the document confirming completion of training in adopted agenda are allowed.

357. The training is held under the direction of and constant control of the instructor having the admission to work on this control office (workplace).

The specialist's training for body of airfield flight and information servicing is performed by the specialist having the admission to work in the specified body.

358. In case of the organization of new control office (workplace), the Center of flight information, body of airfield flight and information servicing, in the absence of the specialist having the admission on this control office (workplace), the training will be organized by imitation on the exercise machine, or other methods of modeling (draw) in volume of at least 10 hours.

In this case, holding training is performed by the instructor having the admission to work on workplace which provides accomplishment of similar functions which previously got acquainted with features of new control office according to subitems 1) - 11) Item of 361 these Standard programs.

359. The instructor, based on objective data on the trainee and personal meeting with it, constitutes the individual plan of holding training in which terms of studying of necessary documentation, terms and content of training preparation, time of the beginning of practical Department of Internal Affairs are determined (procedures on workplace). As required the instructor introduces necessary amendments in the plan of holding training.

360. Additional testing of the trainee in case of creation of the individual plan of holding training is allowed.

361. The plan of training on the Department of Internal Affairs control office includes:

1) studying of the master plan of airfield and its physical characteristics;

2) studying of organizational structure of service Department of Internal Affairs;

3) studying of structure of airspace;

4) studying of general engineering procedure of Department of Internal Affairs on control offices (TsPI, bodies of airfield flight and information servicing);

5) studying of data on airfield;

6) acquaintance with the reference material used on this control office;

7) studying of procedure and features of interaction with adjacent control offices, TsPI, bodies of airfield flight and information servicing, control facilities and coordination of flights;

8) acquaintance with meteorological providing control office (TsPI, bodies of airfield flight and information servicing);

9) acquaintance with radio engineering systems of ensuring flights when servicing air traffic (TsPI, bodies of airfield flight and information servicing);

10) acquaintance with land means of communication;

11) studying of control office (TsPI, bodies of airfield flight and information servicing) (equipment and its operation) and features of Department of Internal Affairs;

12) studying of technology of work of the dispatcher of Department of Internal Affairs on this control office (TsPI, bodies of airfield flight and information servicing) and applications of rules and phraseology of radio exchange;

13) practical activities (preparation).

The plan of training on other workplaces is constituted depending on their functions and tasks.

362. During training in addition to work on the main workplace acquaintance with work of dispatchers of adjacent control offices of the airport is provided.

363. After passing of the preliminary preparation provided by subitems 1) - 12) Item of 361 presents to Standard programs, the instructor carries out examination of the trainee and decision making about readiness of the trainee for the beginning of practical preparation.

364. Practical preparation includes instructor display of servicing of air traffic (procedures on workplace) the instructor and work of the trainee as the dispatcher of Department of Internal Affairs, the specialist of PIO, the dispatcher of planning, control and coordination of air traffic (PVD), the dispatcher Brifing, the head of flights (the senior dispatcher of change), the instructor of Department of Internal Affairs.

365. Instructor display provides the practical activities of the dispatcher of Department of Internal Affairs shown by the instructor in the presence of the trainee which are followed:

1) explanations of characteristic examples of air situation;

2) explanation of methods and control procedures of air situation;

3) explanation of the reasons of acceptance and issue of dispatching decisions;

4) recommendations about occasion of distribution of attention under Department of Internal Affairs;

5) recommendations about use of RTS of Department of Internal Affairs;

6) recommendations about order of interaction with adjacent control offices;

7) explanations of other features, specific to specific workplace.

For other workplaces instructor display includes accomplishment of characteristic functions (technological tasks) of this workplace.

366. Work of the trainee as the dispatcher of Department of Internal Affairs (the specialist of PIO, planning, control and coordination of air traffic (PVD), the Briefing, the head of flights (the senior dispatcher of change), the instructor of Department of Internal Affairs), provides partial or full implementation of functions under control of the instructor and is followed:

1) continuous control of the instructor of development of situation and actions of the trainee;

2) permanent readiness of the instructor for timely intervention in actions of the trainee for cancellation of its instructions or issue of new;

3) issue by the instructor of explanations, recommendations and assistance in case of difficulties at the trainee.

367. After the end of training the instructor carries out the corresponding inspection and passes the decision on readiness of the trainee for independent work.

368. The training for receipt of the subsequent admission to Department of Internal Affairs on other control office, except for the adjacent sector of the same control office, is held not earlier than, in 6 months after receipt of the initial admission to Department of Internal Affairs.

369. In case of the subsequent receipt of the admission to work within the operating qualification mark, decrease in amount of training, but no more than for 70% is allowed.

370. The admission to work on temporarily combined control offices of Department of Internal Affairs is drawn up after receipt of the admission to Department of Internal Affairs on each of control offices. The admission to work on constantly combined control offices of Department of Internal Affairs is drawn up after passing of training on the combined Department of Internal Affairs control office.

Paragraph 4. Training of dispatchers-instructors of Department of Internal Affairs - OJTI (On job training instructor), instructors of STDI exercise machines (Synthetic training device instructor), heads of flights (the senior dispatchers of change)

371. 389. Contents of programs of professional training in case of PPU of dispatchers of Department of Internal Affairs, specialists of PVD, the Briefing, PIO provide confirmation of the knowledge and skills received by initial preparation and acquired in the course of follow-up activity.
