For the purpose of forming of free competitive environment in the market of telecommunication services, further improvement of quality of the rendered services, establishing effective use of telecommunication networks, and also ensuring execution of the Law "About Telecommunications" I decide:

(a) according to articles 9 and 11 of the Law "About Telecommunications" Ministry of Digital Technologies the Agency - regulating authority in the field of telecommunications is authorized state body in the field of telecommunications;

(b) Agency:

(i) is republican executive body;

(ii) performs the powers according to article 11 of the Law "About Telecommunications";

(iii) performs monitoring of compliance of quality of the services rendered by operators and providers to the established requirements according to the approved plan monthly at least once;

(iv) is independent on finance, structure and on decision making within powers, and also accountable in the activities to the Cabinet of Ministers.
