About some measures of economic nature in the fuel and energy sphere

For the purpose of protection of national interests of the Russian Federation and according to the Federal Laws of December 30, 2006 No. 281-FZ "About special economic measures and enforcement powers", of December 28, 2010 No. 390-FZ "About safety" and of June 4, 2018 No. 127-FZ "About corrective actions (counteraction) on unfriendly actions of the United States of America and other foreign states" I decide:

1. Determine that until introduction of amendments to the Tax Code of the Russian Federation:

a) the diesel fuel received as a result of mixing of diesel fuel, aviation kerosene and other components if it is made by the Russian organizations which do not have the registration certificate of person making transactions on conversion of oil raw materials, the stipulated in Article 179.7 Tax Code of the Russian Federation, and not having on the property right and (or) other legal cause of the production capacities necessary for implementation of engineering procedure on primary or primary and secondary oil refining and (or) gas condensate stable is not recognized excise goods according to the Tax Code of the Russian Federation;

b) calculation of size KDEMP, stipulated in Item 27th article 200 of the Tax Code of the Russian Federation, is determined in accordance with the established procedure without application of condition about acceptable average deviations for tax period of wholesale prices of realization in the Russian Federation of automobile AI-92 gasoline of class 5 and diesel fuel of class 5 from sizes ЦАБвр and ЦДТвр.

2. This Decree becomes effective from the date of its signing, extends to the legal relationship which arose since October 1, 2025 and is effective till May 1, 2026.
