About introduction of amendments to some acts of the Government of the Russian Federation concerning establishment and application of standards of costs of the territorial network organizations

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning establishment and application of standards of costs of the territorial network organizations.

2. To executive bodies of subjects of the Russian Federation in the field of state regulation of rates in case of establishment (review) for 2026 and subsequent periods of price regulation (rates) for services in transfer of electrical energy on the power networks belonging on the property right or on other legal cause to the territorial network organizations, the territorial network organizations except for specified in Item 5 of this resolution to consider the operating (under control) expenses determined using standards of costs of the territorial network organizations according to Item 38 (4) pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry" taking into account provisions of Items 3 and 4 of this resolution.

3. Determine that:

if between executive body of the subject of the Russian Federation in the field of state regulation of rates and the territorial network organization as of December 31, 2025 the agreement on conditions of implementation of regulated types of activity is signed, for the purpose of reduction changes no later than November 1, 2027 are made to compliance with this resolution in the specified agreement;

taking into account paragraph two of this Item the territorial network organization sends to executive body of the subject of the Russian Federation in the field of state regulation of rates the statement for introduction of amendments to the agreement on conditions of implementation of regulated types of activity signed between executive body of the subject of the Russian Federation in the field of state regulation of rates and the territorial network organization without term, stipulated in Item 7 Rules of the conclusion, change and agreement cancelation about conditions of implementation of the regulated types of activity approved by the order of the Government of the Russian Federation of August 31, 2023 No. 1416 "About agreements on conditions of implementation of regulated types of activity";

in case of the conclusion between executive body of the subject of the Russian Federation in the field of state regulation of rates and the territorial network organization of the agreement on conditions of implementation of regulated types of activity or introduction of amendments to the agreement on conditions of implementation of regulated types of activity according to the paragraph the second this Item the operating (under control) expenses of the territorial network organizations established in the specified agreement or in the specified changes are determined using standards of costs of the territorial network organizations taking into account provisions of paragraphs two and the eighth item 4 of this resolution or according to Item 38 (4) pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry".

4. Determine that in case of establishment (review) for 2026 and 2027 of the prices (rates) for services in transfer of electrical energy stipulated in Item 32 or Item 38 of Bases of pricing in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry" operating (under control) expenses of the territorial network organizations are determined by the power networks belonging on the property right or on other legal cause to the territorial network organizations, except for the territorial network organizations specified in Item 5 of this resolution according to methodical instructions as the amount:

shares of the operating (under control) expenses calculated using standards of costs of the territorial network organizations according to Item 38 (4) pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry" (respectively for 2026 - 30 percent, for 2027 - 70 percent);

shares of operating (under control) expenses (respectively for 2026 - 70 percent, for 2027 - 30 percent):

economically reasonable costs calculated using method if 2026 or 2027 is the first year of the long-term period of regulation of the territorial network organization;

economically reasonable costs calculated using method for 2026 taking into account indexation on consumer price index according to parameters of the forecast of social and economic development of the Russian Federation and index of change of quantity of assets if 2027 is the second year of the long-term period of regulation of the territorial network organization;

the rates for services in transfer of electrical energy considered in case of establishment for 2025 and indexed on consumer price indexes according to parameters of the forecast of social and economic development of the Russian Federation and index of change of quantity of assets if 2026 and 2027 are the next years of the long-term period of regulation of the territorial network organization.

In case of determination of operating (under control) expenses according to paragraphs the fourth - the sixth this Item the condition of not exceeding of specific size of operating (under control) expenses of the territorial network organizations counting on unit of quantity of the assets necessary for implementation of regulated activities, over the specific size of operating (under control) expenses of the territorial network organization which corresponds for the next period of regulation to criteria of reference of the territorial network organization to the largest territorial network organization in administrative borders of the subject of the Russian Federation, counting on unit of quantity of the assets necessary for implementation of regulated activities in the next period of regulation shall be complied.

For 2028 and the next years operating (under control) expenses of the territorial network organization are determined using standards of costs of the territorial network organizations according to Item 38 (4) pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry".
