About approval of the Procedure for placement by the employer of announcements (data) on vacancies on the website of authorized state body in the field of assistance of employment of the population
For the purpose of realization of Item 13 of part 2 of Article 16 of the Labor code of the Kyrgyz Republic, according to article 7 of the Law of the Kyrgyz Republic "About enforcement of the Labor code of the Kyrgyz Republic and modification of some legal acts of the Kyrgyz Republic in the field of work", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Approve the Procedure for placement by the employer of announcements (data) on vacancies on the website of authorized state body in the field of assistance of employment of the population according to appendix.
2. To the Ministry of Labour, social security and migration of the Kyrgyz Republic to provide carrying out explanatory work on questions of application of the Procedure specified in Item 1 of this resolution.
3. Determine that the realization of this resolution is enabled within the approved budget of the Ministry of Labour, social security and migration of the Kyrgyz Republic for the corresponding years.
4. Recommend to employers to be guided by the Procedure specified in Item 1 of this resolution in case of placement of announcements (data) on vacancies on the website of authorized state body in the field of assistance of employment of the population.
5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
6. This resolution is subject to official publication and becomes effective since January 1, 2026.

to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of November 4, 2025 No. 718
1. This Procedure for placement by employers of announcements (data) on vacancies on the website of authorized state body in the field of assistance of employment of the population (further – the Procedure) determines the main requirements, conditions and rules regulating process of placement, the publication and updating of announcements of vacancies of employers on the official website of authorized state body in the field of employment assistance.
2. The procedure determines the following purposes:
1) assistance to employment to job seekers;
2) creation of the effective digital portal of interaction between employers and job seekers;
3) establishment of single requirements to placement of announcements of vacancies;
4) assistance to more effective interaction between employers and job seekers.
3. Employers irrespective of patterns of ownership, except for state bodies and local government bodies, place the announcement (data) on vacancies on the web website/portal (https://jumush.gov.kg) of authorized state body in the field of employment of the population (further – the portal) about each newly created or made workplace (vacancy) according to this Procedure.
4. Administration of the portal performs authorized state body on assistance of employment of the population (further – the chief manager). Chief manager:
1) ensures smooth operation of the portal and user support;
2) enters feedback system and supports of employers;
3) gives methodical and technical support to users of the portal;
4) determines conditions of moderation, the publication and removal of announcements of vacancies.
5. In this Procedure the following concepts are used: employer
– physical person or legal entity (organization),
entered employment relationships with the worker. In the cases established by the legislation of the Kyrgyz Republic other subject given the right to sign employment contracts can act as the employer;
the job seeker – the physical person who expressed intention to find a job and performing search of free vacancy including filing of application, the summary or participation in competitive procedures for the purpose of execution of an employment agreement;
information system of the labor market – the state automated information system including data on the legal entities and physical persons which addressed to authorized state body for receipt of services.

7. The employer places the vacancy posting on the portal with passing of registration in personal account.
8. In case of registration as the employer the employer brings:
1) full name of legal person / the individual entrepreneur or physical person which is the employer;
2) pattern of ownership which is determined from the list of the corresponding line;
3) type of economic activity which is determined from the offered reference book (according to the State qualifier of the Kyrgyz Republic "Types of economic activity");
4) identification number (further – INN) legal person / the individual entrepreneur who is filled according to the certificate of judicial authorities and Tax Service;
5) INN of physical person if private (physical) person acts as the employer;
6) legal address which is filled according to the certificate of state registration of the legal entity.
9. The data specified in Item 8 of this Procedure are obligatory for filling.
In case of contents of data of legal entity or physical person in the state information systems, the employer brings INN, information on which in automatic procedure is filled in from system of interdepartmental electronic interaction.
10. The employer has opportunity of placement of announcements of vacancies after passing of the procedure of registration with opening of personal account.
11. The vacancy posting is posted by the employer in the section "Bank of Vacancies".
12. The employer has the right to charge placement of announcements of vacancies on the portal through authorized representatives, including:
1) the recruitment agencies which are acting on the basis of the relevant agreement;
2) the recruiting and other information services in the field of employment providing technical integration with information system of the labor market and observing requirements of this Procedure.
13. In case of placement of vacancy the term of placement and closing of vacancy (deadline) is specified.
14. The employer fills the Vacancy Addition form which automatically is placed on the portal.
15. The data completed by the employer:
1) full name of vacancy;
2) amount of vacancies;
3) the salary size which is determined in the amount of in one month regardless of the working schedule (in case of impossibility of specifying/determination of the size of the salary (compensation), the employer can choose other forms of informing on the size of the salary (compensation): it is determined by results of interview; it is determined by the agreement of the parties;
4) working schedule;
5) functional/job responsibilities of the worker;
6) working conditions and social guarantees;
7) if additional guarantees for the worker are provided, then such data are entered in the corresponding line (in case of lack of the data which are trade secret);
8) education, work experience and other requirements to the candidate;
9) the address of workplace is filled with indication of the area, the area, the city/village, the street, number (only in case of continuous work on the specific address);

18. The vacancy posting automatically is removed from the portal with approach of deadline of submission of the summary/statement (deadline).
19. The employer bears responsibility for reliability and relevance of the provided data in the vacancy posting.
20. The employer shall observe requirements of protection of the personal data of job seekers obtained by it according to the legislation of the Kyrgyz Republic in the field of personal data protection.
21. In case of placement of unreliable and/or illegal information about vacancy, the employer bears responsibility according to the legislation of the Kyrgyz Republic on offenses.
22. The chief manager on quarterly basis carries out monitoring of efficiency of functioning of the portal which also includes:
1) tracking of terms and frequency of placement of announcements of vacancies, free workplaces and personnel requirement;
2) the analysis of compliance of the placed data to the established requirements (structure, format, content).
23. In case of provision of doubtful data by the employer, the chief manager has the right to remove the placed vacancy posting without the prevention.
