1. Approve the enclosed Rules of issue and replacement of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation, to separate categories of persons in the territories of the Republic of Abkhazia and Republic South Ossetia.

2. To the relations connected with issue of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation (further - the passport), to persons on whom the decision on acceptance in citizenship of the Russian Federation according to the Presidential decree of the Russian Federation of May 17, 2025 No. 328 "On acceptance in citizenship of the Russian Federation of citizens of the Republic of Abkhazia and Republic South Ossetia" is made and also issue and replacement of the passport to the citizens of the Republic of Abkhazia and Republic South Ossetia determined in Item 1 of the Presidential decree of the Russian Federation of July 17, 2025 No. 485 "About features of issue of the passport of the citizen of the Russian Federation to the citizens of the Republic of Abkhazia and Republic South Ossetia who acquired citizenship of the Russian Federation" in the part which is not settled by this resolution apply Regulations on the passport of the citizen of the Russian Federation, approved by the order of the Government of the Russian Federation of December 23, 2023 No. 2267 "About approval of the Regulations on the passport of the citizen of the Russian Federation, sample and the description of the form of the passport of the citizen of the Russian Federation".

1. These rules establish procedure for issue of the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation (further - the passport), to persons on whom the decision on acceptance in citizenship of the Russian Federation according to the Presidential decree of the Russian Federation of May 17, 2025 No. 328 "Is made on acceptance in citizenship of the Russian Federation of citizens of the Republic of Abkhazia and Republic South Ossetia", and also procedure for issue and replacement of the passport to the citizens of the Republic of Abkhazia and Republic South Ossetia determined in Item 1 of the Presidential decree of the Russian Federation of July 17, 2025 No. 485 "About features of issue of the passport of the citizen of the Russian Federation to the citizens of the Republic of Abkhazia and Republic South Ossetia who acquired citizenship of the Russian Federation" in the territories of the Republic of Abkhazia and Republic South Ossetia.

2. The statement for issue (replacement) of the passport (further - the statement) is submitted the person specified in Item 1 of these rules, which reached age of 14 years or if such person is recognized as incapacitated, his legal representative (further - the applicant) in the corresponding temporary group created from among officials of the Ministry of Internal Affairs of the Russian Federation and its territorial authorities for issue and replacement of the passport of the territories of the Republic of Abkhazia or in the territory of the Republic South Ossetia (further - the authorized officer).

3. The statement is constituted by the applicant in Russian in one copy in the form determined by the Ministry of Internal Affairs of the Russian Federation. 4. For receipt of the passport citizens of the Russian Federation on whom the decision on acceptance in citizenship of the Russian Federation according to the Presidential decree of the Russian Federation of May 17, 2025 No. 328 "On acceptance in citizenship of the Russian Federation of citizens of the Republic of Abkhazia and Republic South Ossetia" is made together with the statement represent:

a) identity document and nationality of the Republic of Abkhazia or Republic South Ossetia respectively;

b) the passport of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, including containing the electronic medium of information (in the presence);

c) the certificate of birth or other document issued by competent authority of foreign state as a witness of the act of the birth outside the territory of the Russian Federation under the laws of the corresponding foreign states (in the presence);

d) the documents necessary for entering into the passport of marks at the request of the applicant;

e) 2 photos of 35 x 45 mm in size conforming to the requirements established by the Ministry of Internal Affairs of the Russian Federation;

e) the document confirming payment of the state fee for issue of the passport.

5. For receipt of the passport citizens of the Republic of Abkhazia and Republic South Ossetia which acquired citizenship of the Russian Federation in the procedure established by the legislation of the Russian Federation and constantly live respectively in the Republic of Abkhazia, the Republic South Ossetia, except for citizens of the Russian Federation on whom the decision on acceptance in citizenship of the Russian Federation according to the Presidential decree of the Russian Federation of May 17, 2025 No. 328 "On acceptance in citizenship of the Russian Federation of citizens of the Republic of Abkhazia and Republic South Ossetia" is made, and did not receive the passport as of July 17, 2025, together with the statement represent:

a) identity document and nationality of the Republic of Abkhazia or Republic South Ossetia respectively;

b) in case of absence in the identity document and nationality of the Republic of Abkhazia or Republic South Ossetia, the mark confirming registration at the place of residence in the territory of the Republic of Abkhazia or in the territory of the Republic South Ossetia - the document confirming permanent residence outside the Russian Federation, issued by competent authority of the Republic of Abkhazia or competent authority of the Republic South Ossetia (the statement from the house register, registration card, the address reference, the certificate of registration at the place of residence or other document containing the specified data);

6. Citizens of the Republic of Abkhazia and Republic South Ossetia which acquired citizenship of the Russian Federation in the procedure established by the legislation of the Russian Federation and constantly live respectively in the Republic of Abkhazia, the Republic South Ossetia and received the passport as of July 17, 2025, in case of filing of application for replacement of the passport represent the passport which is subject to replacement and also the documents provided by subitems "a", "b", "d" - Item 5 of these rules.

7. For receipt of the passport by incapacitated person or replacement of the passport to incapacitated person his legal representative together with the statement represents:

a) documents, stipulated in Item 4 or 5 these rules;

b) identity document of the legal representative;

c) the judgment about recognition of person incapacitated, the document of guardianship and custody body on appointment to incapacitated face of the guardian.

8. In case of filing of application by the legal representative of incapacitated person in the statement surname, the name and middle name (in the presence) the legal representative and details of the document proving his identity are entered.

9. Originals of the documents provided by Items 4, of 5 and 7 these rules are subject to return to the applicant after reception of an application. Copies of the specified documents which compliance to originals is checked by the authorized officer join the statement and makes sure its sign and seal of territorial authority of the Ministry of Internal Affairs of the Russian Federation. 14. The authorized officer provides:

a) issue to the applicant of the drawn-up passport;

b) exit (departure) at the place of residence or the place of stay of the applicant who does not have opportunity for health reasons to address for issue of the passport that is confirmed by the medical certificate, at its request which is drawn up in writing for documents acceptance, and also for delivery of the passport to the applicant;

c) putting down of print of stamp about issue of the passport on original certificates about the birth and other documents issued by bodies of civil registration in the territory of the Russian Federation confirming the data necessary for receipt of the passport by the applicant.

15. The authorized officer in time, not exceeding 2 working days from the date of delivery of the passport to the applicant, returns the application signed by the owner of the passport in the territorial authority of the Ministry of Internal Affairs of the Russian Federation which drew up the passport.
