About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic

For the purpose of enhancement of development of forecasts of social and economic development of the Kyrgyz Republic, according to part 1 of Article 81-1 of the Budget code of the Kyrgyz Republic, Articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) System of the state forecasting in the Kyrgyz Republic (further - System) according to appendix 1;

2) the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic (further - the Procedure) according to appendix 2.

2. To the ministries, the state committees, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek and Osh and other public authorities in case of development of the corresponding forecasts of social and economic development to be guided by the System and Procedure approved by this resolution.

3. Recommend to the scientific and educational organizations and organizations, the private companies / organizations, to business entities with the state participation in case of development of forecasts of social and economic development to be guided by the System and Procedure approved by this resolution.

4. Declare invalid:

1) the order of the Government of the Kyrgyz Republic "About Model of financial programming of the Kyrgyz Republic and management on its use" of October 9, 2013 No. 557;

2) the order of the Government of the Kyrgyz Republic "About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic" of May 17, 2018 No. 239;

3) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic" of May 17, 2018 No. 239" of May 17, 2023 No. 265.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after seven days from the date of official publication.

Appendix 1

System of the state forecasting in the Kyrgyz Republic

Chapter 1. General provisions

1. System of the state forecasting in the Kyrgyz Republic (further - System of the state forecasting) - the set of the interconnected elements consisting of the principles, documents, processes and participants of the state forecasting, providing development of the country on medium-term (from 3 to 5 years) and long-term (10 years and more) the periods.

2. The system of the state forecasting covers the relations arising between participants of process of the state forecasting in the Kyrgyz Republic and establishes bases of coordination of activities of state bodies and local government bodies, other participants of System of the state forecasting within the state forecasting.

3. The state forecasting - activities of public authorities and other participants of process of forecasting for development of scientifically based ideas of the purposes, the directions and priorities of social and economic development of the Kyrgyz Republic for the forthcoming period with indication of possible conditions of the main predicted indicators and target reference points of social and economic development of regions of the Kyrgyz Republic.

4. The system of the state forecasting establishes the basic principles, responsibility of participants, determines system of documents of the public strategic management and extends to the relations connected with development, approval, realization, monitoring and assessment.

5. Legal regulation of System of the state forecasting is based on the Constitution of the Kyrgyz Republic, the Budget code of the Kyrgyz Republic and is performed according to the laws, other regulatory legal acts of the Kyrgyz Republic and this System of the state forecasting.

Chapter 2. Principles of System of the state forecasting

6. The system of the state forecasting is based on the following principles:

1) unity and integrity - unity of the legislation in the field of the state forecasting and the principles of the organization and functioning of System of the state forecasting, unity of procedure of process of the state forecasting;

2) focus - the forecasting including the purposes and estimative numerical measure values which should be reached in economy by active state actions;

3) internal balance - coordination of all documents of System of the state forecasting among themselves on the macroeconomic purposes, tasks and the predicted indicators;

4) complexity - carrying out the comprehensive analysis when forecasting, adjustment of background of development of the parameter (indicator) and development of the forecast taking into account economic, political, legal and other factors;

5) alternativeness (diversity) - is recommended to develop several versions of the forecast that in case of change of situation to use other option;

6) adequacy - the maximum approach of forecast values to reality, tendencies, patterns, accounting stochastic (probabilistic) nature of real processes and assessment of probability of realization of the revealed tendencies;

7) independence of participants of process of the state forecasting in the choice of ways and methods of goal achievement and the solution of tasks within the established competence;

8) responsibility of participants of process of the state forecasting for low performance of the solution of tasks and results which were not achieved rather target indicators of development of the country within the established competence according to the legislation of the Kyrgyz Republic;

9) transparency (openness) - obligatory publication of documents of System of the state forecasting, except for the provisions containing information relating to questions of economic safety;

10) continuity, succession and the sequence - three components of success of goal achievement and tasks providing the continuous mechanism of functioning of System of the state forecasting.

Chapter 3. Documents of System of the state forecasting

7. Treat documents of System of the state forecasting:

1) the national strategy of development for the Kyrgyz Republic for 10 years and more;

2) state programs of the Kyrgyz Republic for the medium-term period (from 3 to 5 years);

3) strategy and programs of social and economic development of regions for the medium-term period (from 3 to 5 years);

4) forecast of social and economic development of the Kyrgyz Republic for the medium-term period (from 3 to 5 years);

5) the main directions of fiscal policy of the Kyrgyz Republic for the medium-term period;

6) republican budget of the Kyrgyz Republic for the next fiscal year and planning period;

7) local budgets for the next fiscal year and planning period;

8) sectoral/industry programs;

9) strategic documents of social and economic development of the state companies and national companies with participation of the state in the authorized capital.

Chapter 4. Processes and participants of processes of System of the state forecasting

8. Development, approval, realization, monitoring, assessment, adjustment of target reference points, control of implementation of documents belong to processes of System of the state forecasting.

Development - forming of forecasts of social and economic development of the country with use of the model/scheme of process control of forecasting and instruments of macroeconomic forecasting.

Monitoring - collection, systematization, the analysis and generalization of information on the course of implementation of documents of System of the state forecasting.

Assessment - the instrument of determination of extent of achievement, effectiveness and efficiency of implementation of documents of System of the state forecasting.

Control - implementation of the analysis of completeness and timeliness of execution of documents of System of the state forecasting for the purpose of identification, elimination and non-admission of violations.

9. Forecasts of social and economic development are developed in general on the republic, sectors and industries of economy, regions of the Kyrgyz Republic.

10. Forecasts of social and economic development are developed in the different options considering probable impact of internal and external economic, social and other factors.

11. The forecast of social and economic development of the Kyrgyz Republic is created by authorized state body on economic forecasting - the central executive body authorized by the Cabinet of Ministers of the Kyrgyz Republic on implementation of development and realization of single state policy in the field of economic development.

12. The procedure for representation, consideration and approval of forecasts of social and economic development of the Kyrgyz Republic is regulated by the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic determined by the Cabinet of Ministers of the Kyrgyz Republic.

13. Participants of processes of System of the state forecasting are public authorities, local government bodies, legal entities with the state participation, representatives of the public, scientific and private companies / organizations, physical persons, at the same time participation in development of the mid-term forecast is performed with observance of requirements of the national legal system on the state, commercial, office and protected by the law other information.

Procedure for development of the forecast of social and economic development of the Kyrgyz Republic

Chapter 1. General provisions

1. This Procedure for development of the forecast of social and economic development of the Kyrgyz Republic (further - the Procedure) is developed according to the Budget code of the Kyrgyz Republic and determines rules and process of development of forecasts of social and economic development of the Kyrgyz Republic at the republican and local levels of public administration, and also mechanisms of interaction of republican and local executive authorities in the course of development of the forecast.

2. The forecast of social and economic development of the Kyrgyz Republic (further - the Forecast) is developed for the medium-term period annually at the republican and local levels of public administration taking into account strategic priorities of development of the Kyrgyz Republic, the state and sectoral/industry programs for the purpose of establishment of interrelation of strategic development of the country, parameters of social and economic forecasting and budgetary planning, contains:

1) the Forecast - the forecast of social and economic development developed at the republican level of public administration - macroeconomic target parameters, parameters of social indicators, tendencies, priorities and indicators of social and economic development of the Kyrgyz Republic with breakdown by years;

2) the Forecast of regions - the forecast of social and economic development developed at the local level of public administration - the sectoral/industry purposes of development of regions, tendencies, priorities and indicators of social and economic development of regions with breakdown by years;

3) the Forecast at the sectoral level - goal setting and the main directions of development of sectors/industries of economy proceeding from macroeconomic tasks of development of the country/region, tendency, pattern, indicators of development of sectors/industries with breakdown by years.

3. The forecast at the republican level of public administration is developed by authorized state body on economic forecasting on the basis of the analysis of external and internal conditions of social and economic development of the Kyrgyz Republic taking into account the main directions of macroeconomic policy on the basis of the data represented by the central executive bodies, executive bodies of regions and other participants of System of the state forecasting in the Kyrgyz Republic and affirms the Cabinet of Ministers of the Kyrgyz Republic.

4. The forecast of social and economic development of regions is developed by plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek and Osh, local public administrations with assistance of the industry ministries, the state committees, administrative departments and goes for code/generalization to authorized state body on economic forecasting.

5. 1) current tendencies of social and economic development;

2) the characteristic of conditions of social and economic development in the medium-term period (external and internal factors);

3) main directions of macroeconomic policy;

4) main macroeconomic indicators (fact of last year, current period and 5 forecast years);

5) tendencies and perspectives of development of real production sector (fact of last year, current period and 5 forecast years), including industries, agricultural industry, construction and service industry;

6) the main directions of social policy for the medium-term period;

7) main directions of development of regions, including size of gross regional product (fact of last year, current period and 5 forecast years).

9. The list of indicators of the Forecast is determined according to appendices 2-15 with forms of the predicted indicators to this Procedure.

10. The forecast of social and economic development of regions developed at the local level of public administration consists of the following Sections:

1) characteristic of the current tendencies of social and economic development of the region;

2) the main priorities of social and economic development of the region (including the list of implementable production, infrastructure, social projects in the region with amounts of capital investments);

3) the characteristic of the influencing factors on growth/decrease in the predicted indicators;

4) the carried-out and proposed measures of policy on development of regions;

5) tendencies and perspectives of development of sectors/industries of economy, parameters of social indicators of the region (fact of last year, current period and 5 forecast years);

6) size of gross regional product (fact of last year, current period and 5 forecast years).

11. The list of indicators of the forecast of social and economic development of regions is determined according to appendices 4-15 with forms of the predicted indicators to this Procedure.
