The government of the Russian Federation decides:
2. To the Ministry of Economic Development of the Russian Federation no later than December 19, 2025:
a) distribute the amount of the tariff quota established for 2026 by the decision of Board of the Eurasian economic commission of September 23, 2025 No. 86 "About establishment for 2026 of amounts of the tariff quota concerning separate types of the long-grain rice coming from the Socialist Republic of Vietnam and imported in the territory of state members of the Eurasian Economic Union" concerning separate types of the long-grain rice (codes 1006 30 670 1 and 1006 30 980 1 CN FEA EEU) coming from the Socialist Republic of Vietnam according to the calculation provided by Items 3 and 4 of the Rules approved by this resolution between the participants of foreign trade activity performing import to the Russian Federation of separate types of long-grain rice (codes 1006 30 670 and 1006 30 980 of the CN FEA EEU) coming from the Socialist Republic of Vietnam from October 1, 2024 to September 30, 2025 (inclusive) according to customs procedure of release for internal consumption, in proportion to amounts of separate types of long-grain rice (codes 1006 30 670 and 1006 30 980 of the CN FEA EEU) coming from the Socialist Republic of Vietnam, imported from October 1, 2024 to September 30, 2025 (inclusive) according to customs procedure of release for internal consumption;
b) post on the official site of the Ministry of Economic Development of the Russian Federation on the Internet and provide data on the amount of the tariff quota distributed according to the subitem "an" of this Item between participants of foreign trade activity to the Ministry of Industry and Trade of the Russian Federation.
3. To the Ministry of Industry and Trade of the Russian Federation to perform from December 24, 2025 to December 31, 2026 (inclusive) issue to participants of foreign trade activity of import licenses of separate types of the long-grain rice (codes 1006 30 670 1 and 1006 30 980 1 CN FEA EEU) coming from the Socialist Republic of Vietnam within the amount of the tariff quota distributed according to Item 2 of this resolution.
4. The decision on issue of licenses, the stipulated in Item 3 presents of the resolution, or on refusal in their issue is accepted by the Ministry of Industry and Trade of the Russian Federation within 15 working days from the date of giving in accordance with the established procedure by the participant of foreign trade activity of the corresponding statement.
Effective period of the specified licenses is established from the date of their issue (but not earlier than January 1, 2026) till December 31, 2026 (inclusive).
5. To provide to the Federal Customs Service till November 5, 2026 to the Ministry of Economic Development of the Russian Federation the list of the participants of foreign trade activity importing into the Russian Federation separate types of long-grain rice (codes 1006 30 670 and 1006 30 980 of the CN FEA EEU) coming from the Socialist Republic of Vietnam, from October 1, 2023 to September 30, 2026 (inclusive) according to customs procedure of release for internal consumption with indication of amount of import of long-grain rice by them (in kilograms).
6. This resolution becomes effective from the date of its official publication.

Distribution of amount of the tariff quota is performed by the Ministry of Economic Development of the Russian Federation between the participants of foreign trade activity performing import to the Russian Federation of separate types of long-grain rice (codes 1006 30 670 and 1006 30 980 of the CN FEA EEU) coming from the Socialist Republic of Vietnam, from October 1, 2024 to September 30, 2025 (inclusive) according to customs procedure of release for internal consumption in proportion to amounts of separate types of long-grain rice (codes 1006 30 670 and 1006 30 980 of the CN FEA EEU) coming from the Socialist Republic of Vietnam, imported from October 1, 2024 to September 30, 2025 (inclusive) according to customs procedure of release for internal consumption.
3. Calculation of amount of the tariff quota to the participant of foreign trade activity specified in Item 2 of these rules (Quch) is performed on formula:
