1. Bring in the Decision of Board of the Eurasian economic commission of August 17, 2021 No. 103 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union" changes according to appendix.
2. This Decision becomes effective after 30 calendar days from the date of its official publication.

1. Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union" approved by the specified Decision to state in the following edition:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union"
I. General provisions
1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union):
The agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement);
The decision of the Commission of the Customs union of June 18, 2010 No. 317 "About application of veterinary and sanitary measures in the Eurasian Economic Union";
The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";
The decision of Board of the Eurasian economic commission of January 27, 2015 №5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";
The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

II. Scope
2. These rules forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process ".
3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.
III. Basic concepts
4. For the purposes of these rules the concept "the database of the issued import permits (export, transit) of loads (database) under control to veterinary service" means the information resource containing data on permissions (further – permissions) on import (export) or transit of the controlled goods issued by authorized bodies.
The concept "register of normative reference information of the Eurasian Economic Union" (further – the register of NSI) used in these rules is applied in the value determined in the Decision of Board of the Eurasian economic commission of November 17, 2015 No. 155 "About single system of normative reference information of the Eurasian Economic Union".
The concepts "state member" and "Commission" used in these rules are applied in the values defined by the Agreement.
Concepts the "authorized body", "controlled goods" and other concepts used in these rules are applied in the values determined by the Decision of the Commission of the Customs union of June 18, 2010 No. 317 "About application of veterinary and sanitary measures in the Eurasian Economic Union" and the Decision of Board of the Eurasian economic commission of August 6, 2019 No. 131 "About approval of Rules of realization of general processes in the field of information support of application of veterinary and sanitary measures".
IV. Main data on general process
5. Full name of general process: "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union".

1. Purpose and tasks of general process
7. The purposes of general process are:
1) increase in efficiency of carrying out veterinary control (supervision) by application of measures for non-admission of import and distribution on customs area of the Union of causative agents of infectious diseases of animals, including general for the person and animals, and the goods (products) of animal origin which are not conforming to single veterinary (veterinary and sanitary) requirements;
2) ensuring transparency of application of veterinary and sanitary measures and traceability of controlled goods in case of their production, transportation, realization in the territory of state members.
8. For goal achievement of general process it is necessary to solve the following problems:
a) provide creation, forming and maintaining the complete and urgent database due to ensuring operational information exchange between authorized bodies with the data on the issued and cancelled permissions containing in national parts of the database (further – data on permissions);
b) provide submission by authorized bodies of data on permissions from national part of the database on request of authorized body of other state member;
c) provide submission by authorized bodies to the Commission on request of the generalized data on permissions;
d) develop, harmonize and staticize the lists, qualifiers and reference books applied at the moment by authorized bodies and necessary for exchange of data on permissions and also to develop their electronic forms.

3. Structure of general process
10. General process represents set of the procedures grouped according to the destination:
a) procedures of forming and maintaining database;
b) procedures of receipt of data from the database;
c) procedures of submission of the generalized data on permissions on demand.
11. In case of performing procedures of general process authorized bodies provide forming and maintaining the national parts of the database containing data on permissions and perform information exchange among themselves on the facts of issue and cancellation of permissions. Authorized bodies also provide submission of data on permissions at the request of authorized body of other state member and the generalized data on permissions at the request of the Commission.
12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, grouped according to the destination, including the disaggregated activity description, is given in the Section VIII of these rules.
14. For each group of procedures the general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.
4. Group of procedures of forming and maintaining database
15. Performing procedures of forming and maintaining the database is performed on the facts of issue or cancellation of permissions.
In case of issue of permission the "Submission of Data on the Issued Permission" procedure is performed (P.SS.07.PRC.001), during the course of performance which the authorized body which issued permission creates and sends to the notified authorized body of the data on the issued permission.
In case of cancellation of permission the "Submission of Data on the Cancelled Permission" procedure is performed (P.SS.07.PRC.002), during the course of performance which the authorized body which issued permission creates and sends to the notified authorized body of the data on the cancelled permission.
Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of August 17, 2021 to No. 103 (further – Regulations of information exchange between authorized bodies). The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union", to No. 103 approved by the Decision of Board of the Eurasian economic commission of August 17, 2021 (further – the Description of formats and structures of electronic documents and data).
16. The provided description of group of procedures of forming and maintaining the database is provided in the figure 2.

5. Group of procedures of receipt of data of the database
18. Procedures of receipt of data from the database are performed for the purpose of synchronization of data on the permissions containing in national parts of the database and begin with the moment of obtaining by the authorized body which issued permission, the corresponding request.
Within performing procedures of receipt of data from the database the following types of requests are processed:
1) information request about date and time of updating of national part of the database;
2) request of data from national part of the database;
3) request of changes of data from national part of the database.
Information request about date and time of updating of national part of the database is carried out for the purpose of assessment of need of synchronization of data on the permissions which are stored in national part of the database of the notified authorized body with the data containing in national part of the database of the authorized body which issued permission. When implementing request for submission of information on date and time of updating of national part of the database the "Receipt of Information on Date and Time of Updating of National Part of the Database" procedure is performed (P.SS.07.PRC.003).
The request of data is carried out from national part of the database for the purpose of obtaining by the notified authorized body of all data on the permissions containing in national part of the database of the authorized body which issued permission. The data containing in national part of the database are requested or in full, or as of certain date and time. When implementing request of data from national part of the database the "Receipt of Data from National Part of the Database" procedure is performed (P.SS.07.PRC.004).
In case of request of changes of data from national part of the database data which were added to national part of the database of the authorized body which issued permission or to which changes, since the moment specified in request until accomplishment of this request were made are represented. When implementing request of changes of data from national part of the database the "Receipt of Changes of Data from National Part of the Database" procedure is performed (P.SS.07.PRC.005).
Submission of the specified data is performed according to Regulations of information exchange between authorized bodies. The format and structure of the represented data shall match the Description of formats and structures of electronic documents and data.
19. The provided description of group of procedures of receipt of data of the database is provided in the figure 3.

6. Group of procedures of submission of the generalized data on permissions on demand
21. The procedure of submission of the generalized data on permissions on demand is performed in need of obtaining by the Commission of the generalized data on permissions for the purpose of monitoring and the analysis of results of realization (execution) of general process.
During the course of performance the "Submission of the Generalized Data on Permissions on Demand" procedures (the Commission creates P.SS.07.PRC.006) and sends inquiry for submission of the generalized data on permissions to authorized body. The authorized body represents the generalized data on permissions or sends the non-availability notice of the data satisfying to request parameters to the Commission.
Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the single database of import permits (export, transit) of the loads under control to veterinary service issued by authorized bodies of state members of the Eurasian Economic Union", the approved Decision of Board of the Eurasian economic commission of August 17, 2021 to No. 103 (further – Regulations of information exchange between authorized bodies and the Commission). The format and structure of the represented data shall match the Description of formats and structures of electronic documents and data.

VI. Responsibility of participants of general process
25. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of data of the officials and the staff of the Commission participating in information exchange is performed according to the Agreement, other international treaties and acts constituting the right of the Union, and officials and the staff of authorized bodies – according to the legislation of state members.
