1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of February 24, 2015 No. 196 "About approval of certified requirements to the organizations for maintenance and repair of the aircraft equipment" (it is registered in the Register of state registration of regulatory legal acts for No. 12045) the following changes:

2. To provide to committee of civil aviation of the Ministry of transport of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

Certified requirements to the organizations for maintenance and repair of the aircraft equipment

Chapter 1. General provisions

1. These Certified requirements to the organizations for maintenance and repair of the aircraft equipment (further – Certified requirements) are developed according to subitem 41-58) of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further – the Law).

2. Certified requirements establish requirements to the organizations performing maintenance and repair of the aircraft equipment.

3. In these certified requirements the following terms and determinations are used:

1) the aircraft equipment – the aircraft, the aircraft engine, the air screw of the aircraft or the component intended for installation on them;

2) operational documentation of aircrafts – documentation regulating flight and technical operation of aircrafts, including its maintenance and repair, and also containing service conditions and operational restrictions;

3) the certificate of the organization for maintenance and repair of the aircraft equipment – the document of the established sample certifying compliance of the organization for maintenance and repair of the aircraft equipment to certified requirements;

4) the nondestructive control specialist – the specialist certified on the work right by the form (method) of nondestructive control according to ST of RK ISO 9712-2023 "Control nondestructive. Qualification and certification of personnel on nondestructive control";

5) the linear station on maintenance and repair of the aircraft equipment – division of the organization for maintenance and repair of the aircraft equipment which is created out of the airport of dislocation of the basis on maintenance and repair of the aircraft equipment;

6) the organization for maintenance and repair of the aircraft equipment – the legal entity who is performing maintenance and (or) repair of the aircraft equipment and having the existing certificate;

7) management according to procedures of the organization for maintenance and repair of the aircraft equipment – the document approved by the first head of the organization for maintenance and repair of the aircraft equipment and containing the detailed information about structure of the organization for maintenance and repair of the aircraft equipment and obligations of its management, the sphere of the performed works, production base, procedures of maintenance and systems of quality assurance or internal checks;

8) managing personnel – the authorized persons as a part of personnel of the organization having the powers sufficient to perform resource and organizational support of all works on maintenance and repair of the aircraft equipment according to the obligations assigned to them;

9) nondestructive control – the reliability control of the main working properties and parameters of object or its separate elements / nodes which is not requiring removal of object from work or its dismantle;

10) operational maintenance of the aircraft is maintenance which is performed in use the aircraft. Operational maintenance includes identification and elimination of refusals and defects, elimination of defects, and if necessary – replacement of components with use of the external checking equipment (including replacement of such components as engines and screws), and also the maintenance directed to identification of the obvious unsatisfactory conditions, discrepancies and defects which are not requiring conducting profound checks. Operational maintenance covers the internal design, systems and elements of the power plant available via quickly opening panels, doors or illuminators, and also includes the repair, modification and other categories of maintenance which are not requiring extensive disassembly and carried out by simple methods;
