About support of resettlement to the Russian Federation the foreign citizens and stateless persons which are of interest to the Russian Federation and about features of their legal status in the Russian Federation

For the purpose of support of resettlement to the Russian Federation on the permanent residence of foreign citizens and stateless persons which are of interest to the Russian Federation and are capable to join organically in system of positive social links of the Russian society, being guided by part 3 of article 80 of the Constitution of the Russian Federation, the conventional principles and rules of international law, according to part one of article 24 of the Federal Law of August 15, 1996 No. 114-FZ "About procedure for departure from the Russian Federation and entry into the Russian Federation", Item 2 of article 3 of the Federal Law of July 25, 2002 "About legal status of foreign citizens in the Russian Federation" I decide No. 115-FZ:

1. Determine that foreign citizens and stateless persons (further also - foreign citizens) can address since April 15, 2026 with the petition for recognition their being of interest to the Russian Federation if they:

a) have achievements in the field of scientific technology development, productions, sport, the creative (creative) industries, in the cultural and humanitarian sphere, in study;

b) made contribution to development of society, economy, ensuring defense capability and safety of the Russian Federation;

c) have especially demanded profession (specialty), qualification or skills.

2. Approve the enclosed Regulations on procedure for recognition of foreign citizens and persons without citizenship being of interest to the Russian Federation.
