About questions of activities of the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic

For the purpose of realization of Items 3, 4 Presidential decrees of the Kyrgyz Republic "About the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic" of September 15, 2025 No. 259, according to article 2 of the Law of the Kyrgyz Republic "About licensed authorization system in the Kyrgyz Republic", Articles 92-94 of the Civil code of the Kyrgyz Republic, Articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Rename the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic into the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic.

2. To Administration of the President of the Kyrgyz Republic to approve the transfer act of the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic.

3. Authorize the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic on implementation of function on licensing of educational activities for preparation and retraining of transport drivers (driving schools).

4. Approve:

- Rules of state registration, re-registration of vehicles, installations and the equipment, and also the property rights to them according to appendix 1;

- Procedure for the organization and contents of the electronic database of the registered vehicles and driver's structure according to appendix 2;

- The list of state bodies of the Kyrgyz Republic and the officials having quick access to the electronic database of the registered vehicles and driver's structure according to appendix 3;

- Procedure for execution of electronic passports of vehicles (passports of the chassis of vehicles) and electronic passports of self-propelled machines and other types of the equipment according to appendix 4;

- Regulations of Admission of qualification examinations and issue of car driver licenses according to appendix 5;

- Regulations of Admission of qualification examinations and certification of the tractor operator-driver according to appendix 6;

- Payment procedure of collection and registration of permission to toning of side glasses of front doors of vehicles according to appendix 7;

- Regulations on realization of the state registration registration plates with special combination of figures and/or letters on vehicles according to appendix 8;

- Regulations on realization of personalized state registration registration plates on vehicles according to appendix 9;

- The list of digital codes of the cities of Bishkek, Osh and areas of the Kyrgyz Republic applied on the state registration registration plates of vehicles according to appendix 10.

5. Make changes to some orders of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic according to appendix 11.

6. Recognize invalid separate decisions of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic according to appendix 12.

7. Determine:

1) the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic together with the Ministry of Economy and Trade of the Kyrgyz Republic:

- responsible state bodies for implementation of decisions of the Eurasian economic commission and bodies of the Eurasian Economic Union concerning implementation of electronic passports of vehicles, self-propelled machines and other types of the equipment, and development of the corresponding projects of regulatory legal acts on reduction in compliance with decisions of the Eurasian economic commission and bodies of the Eurasian Economic Union;

- responsible state bodies for maintaining the register of authorized bodies (organizations) state members of the Eurasian Economic Union and the organizations - manufacturers of vehicles (the chassis of vehicles), the self-propelled machines and other types of the equipment performing execution of passports of vehicles (passports of the chassis of vehicles), passports of self-propelled machines and other types of the equipment;

2) public institution Kyzmat under Administration of the President of the Kyrgyz Republic the national operator of system of electronic passports of vehicles, self-propelled machines and other types of the equipment in the territory of the Kyrgyz Republic.

8. Determine that the state registration registration plates with figure "11" in the column "region" are issued to the vehicles staying on the temporary registry in the territory of the Kyrgyz Republic.

9. To the state center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic to take the measures following from this resolution.

10. This resolution becomes effective after ten days from the date of official publication.

Rules of state registration, re-registration of vehicles, installations and equipment, and also property rights to them

1. General provisions

1. These rules establish procedure for state registration, single in all territory of the Kyrgyz Republic, re-registration of automotor-vehicles, self-propelled technological machines, tractors (further - vehicles), stationary technological installations and the equipment (further - installations and the equipment) and modification of registration data of vehicles.

These rules do not extend to questions of state registration, re-registration and removal from accounting of the vehicles, installations and the equipment used by Armed Forces of the Kyrgyz Republic.

2. In these rules the following concepts are used:

automotor-vehicles - the device, intended for transportation across roads of people and loads or the equipment installed on it and also cars, tractor trucks, buses, minibuses, motorcycles, microcars, motor-sledge, mopeds, ATVs and tricycles, trail cars, semitrailer trucks;

state registration, re-registration, modification of registration data, removal from accounting of vehicles, and also installations and the equipment (further - registration actions) - the actions performed by means of entering into the electronic database of the registered vehicles and driver's structure (further - the electronic database) data on state registration, re-registration of vehicles, installations and the equipment and the property rights to them, and also modification of registration data, removal from accounting;

the official representative (the distributor, the dealer) - manufacturing plant - the trade organization having the distributor or dealer agreement (the contract or the protocol of intentions) with manufacturing plant (its trading house), the comfort letter or the certificate from the producer, the confirmatory status of the distributor or dealer;

the self-propelled technological machine - the vehicle, held for use in construction, the industry, forest, agricultural industry, including combines, road-building, meliorative, digging and other machines;

stationary technological installation and the equipment - installation with the internal combustion engine or having the electric drive, not requiring moving to operating time and intended for performance of works on the roads adjoining to them sites, production and agricultural facilities;

the tractor - the vehicle on caterpillar or wheel to the course for actuating of the machines or tools fastened or established on it, for the drive of stationary machines, towing of trail cars;

the electronic passport of the vehicle (the passport of the vehicle chassis), the self-propelled machine and other types of the equipment - the passport of the vehicle (the passport of the vehicle chassis), the self-propelled machine and other types of the equipment which is drawn up in system of electronic passports of vehicles (passports of the chassis of vehicles), self-propelled machines and other types of the equipment according to the procedure, established according to the Agreement on introduction of single forms of the passport of the vehicle (the passport of the vehicle chassis) and passports of the self-propelled machine and other types of the equipment and the organization of systems of electronic passports of August 15, 2014;

the temporary termination of state registration of the vehicle - entering into the electronic database of the registered vehicles of the corresponding record about the temporary termination of the admission of the vehicle to participation in traffic;

temporary accounting of the vehicle - entering into the electronic database of the data on temporary accounting of the vehicles registered in foreign states and imported on the territory of the Kyrgyz Republic for the term of more than six months;

the statement from the electronic passport of the vehicle (the passport of the vehicle chassis) and the passport of the self-propelled machine and other types of the equipment of the established sample - data on the vehicle, the self-propelled machine and other types of the equipment from system of electronic passports of the vehicles, self-propelled machines and other types of the equipment which are drawn up according to the procedure established according to the Agreement on introduction of single forms of the passport of the vehicle (the passport of the vehicle chassis) and passports of the self-propelled machine and other types of the equipment and the organization of systems of electronic passports of August 15, 2014;

special blanks products of authorized body in the field of registration of vehicles and driver's structure (further - special blanks products) are forms of the strict reporting for issued by authorized body in the field of registration, re-registrations of vehicles, installations and the equipment of the documents confirming availability of the property right to the vehicle, installation and the equipment: registration certificate of vehicles; technical data sheet of the tractor, self-propelled technological machine; technical data sheet of stationary technological installation and equipment; passport of the vehicle;

exit registration - the registration actions which are carried out in the location of vehicles, installations and the equipment with departure of specialists of authorized body in the field of registration of vehicles and driver's structure;

the funds of development founded in the form of the international organizations - the funds of development founded by the Kyrgyz Republic together with foreign states in the form of the international organizations by the conclusion of the corresponding international treaties for the purpose of assistance to economic cooperation between the Kyrgyz Republic and the relevant states, upgrades and developments of their economies, effective use of opportunities of cooperation;

service of online re-registration of vehicles - the State portal of electronic services / the Tunduk mobile application or other digital tools of payment institutes intended for the automation of processes of acceptance, processing and consideration of the applications connected with re-registration of vehicles and the property rights to them by means of the information and communication Internet;

the seller - the physical person - the owner of the vehicle;

the buyer - the physical person performing payment and being the acquirer of the vehicle;

the specialist - the employee of authorized body in the field of registration of vehicles authorized on consideration of the applications, registration and re-registration of vehicles and the property rights to them;

AIS "Register of Vehicles" - the automated information system of authorized body in the field of registration of vehicles;

service of recognition of the person "Face ID" - biometric technology of recognition of person for its identification for the purpose of confirmation of the identity of the person;

the digital signature - information in digital form which is attached to other information in digital form and (or) is logically connected with it and is used for providing invariance of the digital document and determination of the author of the digital document;

the conclusion - the document on assessment like the vehicle (for the wheel vehicle), and (or) the conclusion about assessment like the chassis (for the chassis), and (or) the conclusion about assessment of the single vehicle (for the single vehicle) from the date of which production passed no more than 3 years which are the documents on assessment of conformity certifying compliance of the released vehicles (chassis) to technical requirements.

3. All cars, tractor trucks, buses, minibuses, motorcycles, microcars, motor-sledge, mopeds, tricycles and ATVs are subject to registration (re-registration):

- with engine capacity at least 50 cubic cm;

- with the maximum constructive speed more than 50 km/h;

- with loading capacity more than 500 kg with the electric motor, intended for movement on highways public.

Also the tractors, self-propelled technological machines, trail cars, semitrailer trucks towed by vehicles are subject to registration (re-registration).

4. Registration actions are performed by authorized body in the field of registration of vehicles and driver's structure (further - authorized body).

5. The vehicles, installations and the equipment which are subject to registration actions in authorized body irrespective of the place are subject to their former registration to check on base of the hijacked and stolen vehicles, installations and the equipment of authorized body of internal affairs of the Kyrgyz Republic.

6. Operation of the vehicles which are not registered in accordance with the established procedure and operation them with the state registration signs assigned to other vehicles is forbidden.

7. Registration, re-registration of vehicles are performed within ten working days from the moment of acquisition, customs clearance or emergence of other circumstances which demanded re-registration.

Change of registration data is performed in case of change of any data specified in the registration documents issued by authorized body or in case of need of entering into the specified documents of additional data according to these rules.

In case of violation of fixed terms the owner of the vehicle bears responsibility according to the legislation of the Kyrgyz Republic.

In case of detection of violation of term of registration, re-registration of vehicles registration actions are made after provision by the owner of the protocol on violation constituted by the authorized employee of body for traffic safety, and the receipt on payment of penalty.

8. The owners of vehicles, installations and the equipment, or the persons on behalf of owners using and (or) disposing of vehicles based on the power of attorney, considering that when making registration actions their rights and legitimate interests are violated have the right to make about it the complaint in higher body according to the legislation of the Kyrgyz Republic on bases of administrative activities and ministerial procedures.

9. Officials of authorized body bear the personal responsibility established by the legislation of the Kyrgyz Republic in case of non-compliance with these rules of registration of vehicles, installations and the equipment, and also in case of untimely registration of vehicles, installations and the equipment on their fault.

2. The actions made by authorized body in case of registration, re-registration, removal from accounting of vehicles, installations and the equipment

10. The authorized body makes the following actions in case of registration, re-registration, removal from accounting of vehicles, installations and the equipment:

- registers the property right to vehicles, installations and the equipment, and also shares in personal estate based on the judgment which took legal effect, certificates on the property right and/or certificates on inheritance;

- registers, will re-register and strikes vehicles, installations and the equipment off the register;

- certifies or registers agreements on alienation of vehicles, installations and the equipment;

- issues the passport of the vehicle, technical data sheet and the registration certificate of vehicles, and also instead of lost, unsuitable for use which effective period expired;

- issues the state registration signs of vehicles of the corresponding types in certain priority, and also instead of lost and unsuitable for use;

- makes changes of registration data in registration documents according to the procedure, established by these rules;

- creates the electronic database;

- makes visual survey of the vehicle, installations and the equipment with photofixing and deposits six facsimiles of the vehicle, the self-propelled technological machine and the tractor in the electronic database (four parties of appearance, the platform where number of body (VIN), the odometer is specified), in case of need issues the act of single survey of the vehicle, installation and the equipment;

- submits the conclusion for carrying out registration actions according to the provided copies of documents on vehicles, installations and the equipment certified by bodies of Customs Service in case of loss of originals of documents after making of the customs transactions connected with release for registration;

- submits the conclusion for carrying out registration actions according to the submitted documents on vehicles, installations and the equipment having discrepancies in numbering of nodes and aggregates with registration documents;

- issues references (statements from the electronic database) about committed registration actions, the registered vehicles (number aggregates), installations and the equipment, and also about owners, or about persons who made registration actions on behalf of owners according to the legislation in the field of information of personal nature and the state secrets;

- issues references on number nodes and aggregates for realization in case of rejection of vehicles, installations and the equipment according to the legislation in the field of information of personal nature and the state secrets;

- makes exit registration of vehicles, installations and the equipment with issue of documents of title and the state registration registration plates;

- performs reconciliation of vehicles, installations and the equipment regarding stealing, plunder or stay them in search through the electronic database;

- enters in the electronic database information on prohibitions and restrictions for vehicles, installations and the equipment according to the criminal procedure and civil and procedural legislation of the Kyrgyz Republic, and also according to letters and notifications of notary offices, banking and other organizations on pledges;

- if necessary, introduces in the electronic database, and also in the column "special marks" of registration documents of self-propelled technological machines, installations and the equipment information on need of receipt of permission of customs authority in case of alienation or transfer to use of the vehicle and the order it in the territories of other state members of the Eurasian Economic Union according to the contractual legal base of the Eurasian Economic Union;

- performs other operations according to the these rules and instructions approved by authorized body.

11. Treat the registration documents issued by authorized body:

- registration certificate of the vehicle;

- technical data sheet;

- passport of the vehicle.

12. Procedure for issue of registration documents of the vehicle, installations and equipment:

- on the automotor-vehicles belonging to physical persons registration certificates of the vehicle, and also at the request of the owner of the automotor-vehicle, - the passport of the vehicle are granted;

- on the automotor-vehicles belonging to legal entities registration certificates of the vehicle, and also at the request of the owner of the automotor-vehicle, - the passport of the vehicle are granted;

- on STM, tractors belonging to physical persons and legal entities technical data sheet is issued;

- on the installations and the equipment belonging to physical persons and legal entities technical data sheet is issued.

Samples of registration documents of vehicles, self-propelled technological machines, installations and the equipment affirm authorized body.

13. Treat the state registration signs issued by authorized body:

- the state registration registration plate for the vehicle;

- personalized state registration sign for the vehicle;

- the state registration sign "Transit" for the vehicle;

- the state diplomatic registration registration plates executed in white color on red background, the series "D", "T", "C", "NANOSECOND";

- the state diplomatic registration registration plates executed in white color on blue background, the series "D", "T".

14. Procedure for issue of the state registration signs:

- on cars, tractor trucks, buses, minibuses two copies of the state registration signs, identical on series and number, are issued;

- on motorcycles, microcars, motor-sledge, mopeds, kvadritsikla, tricycles, trail cars, semitrailer trucks, tractors, STM - one copy of the state registration sign.

15. On the registered vehicles, installations and the equipment registration documents and the state registration registration plates according to these rules are issued.

The state registration registration plates are made and issued according to requirements of the approved standard of the Kyrgyz Republic of KMC 1090:2023.

In case of change of the registration data of the vehicle, and also in case of recovery lost or the stolen state registration registration plates issue, transfer and replacement of the registration plates which are not conforming to the approved standards is not allowed.

When replacing the state registration registration plates with special combinations of the figures and/or letters made according to earlier existing standards issue of the registration plates conforming to requirements of the standard of the Kyrgyz Republic of KMC 1090:2023 is performed. 16. Vehicles, installations and the equipment are registered only behind the legal entities and physical persons specified in the registration documents and other documents submitted by owners to authorized body for making of registration actions.

Vehicles, installations and the equipment of physical persons are registered according to personal identification number (further - the PIN), and legal entities - on the tax ID number of the certificate on state registration of the legal entity (further - INN) specified in the electronic database of legal entities.

Carrying out registration actions in the location of vehicles, installations and the equipment with departure of specialists of the relevant territorial subdivision of authorized body on paid basis is allowed.

Registration of vehicles, installations and the equipment of the funds of development founded in the form of the international organizations which were not registered by judicial authorities of the Kyrgyz Republic is performed on INN specified in the registration card of the taxpayer or in other document issued to fund of development by tax authorities of the Kyrgyz Republic.

17. The vehicles, installations and the equipment which are in personal property of citizens are registered only on one owner.

If necessary according to the written application, entering into the column "co-owner" in the registration document of surname, name, middle name (in the presence) of the joint owner of the vehicle, installation and the equipment is allowed. In case of availability of two and more owners data on them are entered in the electronic database.

Removal from accounting or re-registration of vehicles, installations and the equipment in the presence of data on joint owners in the electronic database is made only from written consent of joint owners.

18. Registration of vehicles, installations and the equipment for the foreign citizen and stateless person is made based on the passport with the visa (existing for at least six months) or other identity document of the foreign citizen and the stateless person, or the residence permit issued by the authorized body determined by the Cabinet of Ministers of the Kyrgyz Republic, or the registration document issued by authorized body on registration of the population (the registration coupon).
