About introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of commercial accounting of electrical energy in the retail markets of electrical energy and when rendering residential energy services and technological connection of power receiving devices of consumers of electrical energy to power networks

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning the organization of commercial accounting of electrical energy in the retail markets of electrical energy and when rendering residential energy services and technological connection of power receiving devices of consumers of electrical energy to power networks.

2. Recognize invalid separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

Changes which are made to acts of the Government of the Russian Federation concerning the organization of commercial accounting of electrical energy in the retail markets of electrical energy and when rendering residential energy services and technological connection of power receiving devices of consumers of electrical energy to power networks

1. a) add with Item 2 (4) the following content:

"2(4). Technological connection of power receiving devices of telecom operators, stops of all types of public transport (common carrier) of the city and suburban message, road cameras and cameras of city video surveillance, outdoor advertizing with use of boards, stands, construction grids, banners, electronic boards, the projective and intended for advertizing projection to any surfaces other equipment, traffic lights, subjects to street lighting provided that the maximum capacity makes no more than 5 kW inclusive, is performed without installation and the admission in operation of the metering device of electrical energy, except as specified, when the applicant having intention to attach the corresponding power receiving devices to power networks in the request specifies information on need of implementation of installation and the admission in operation of the metering device of electrical energy.

The provision of paragraph one of this Item is not applied to points of delivery of the retail markets of electrical energy with which use it is planned to perform purchase and sale of electrical energy (capacity) in the wholesale market of electrical energy and capacity (further - the wholesale market), and also to points of delivery of the retail markets of electrical energy matching with the delivery points which are part of groups of points of delivery in the wholesale market.

Technological connection for the first time of the power receiving devices put into operation located in non-residential premises of the apartment house is performed in case of technological accession and as a part of the apartment house according to the project on the apartment house. In case of the conclusion of the agreement for the purpose of change of conditions of technological connection of the power receiving devices which are earlier attached as a part of the apartment house located in non-residential premises of the apartment house, technological connection of such power receiving devices is performed without installation and the admission in operation of the metering device of electrical energy, except for case when concerning the non-residential premise the project on the apartment house provides the individual introduction distributing device with direct accession to the feeding line of the network organization. Installation of the metering device of electrical energy is performed according to the procedure, Item 136 of Basic provisions of functioning of the retail markets of electrical energy approved by the order of the Government of the Russian Federation of May 4, 2012 No. 442 "About the functioning of the retail markets of electrical energy, complete and (or) partial restriction of the mode of consumption of electrical energy" provided by the paragraph twenty third (further - Basic provisions of functioning of the retail markets of electrical energy). The obligation on operation of the metering device of electrical energy is assigned to the guaranteeing supplier (the network organization).";

b) declare item 4 invalid;

c) in Item 8 (1) the offer second to exclude;
