About measures for completion of works on fixing with the state of the property rights of citizens to subjects of land amnesty

For the purpose of carrying out single state policy in the field of management of land resources and regulation of land relations, completion of works on fixing with the state of the property rights of citizens to subjects of land amnesty, being guided by Articles 70, 71 Constitutions of the Kyrgyz Republic", I decide:

1. Enter temporary legal regulation of the land legal relations following from the Law of the Kyrgyz Republic "On regulation of land legal relations" for a period of one year.

2. Suspend till March 1, 2026 work of the commissions on land amnesty of the city halls of the cities and local public administrations on carrying out land amnesty concerning the subjects of land amnesty provided by subitems "b", "v" and "g" of Item 3 of article 2 of the Law of the Kyrgyz Republic "On regulation of land legal relations".

3. Determine that:

1) subjects of land amnesty are the parcels of land which are part of group of sites with the chaotic building formed till December 1, 2021 with the individual apartment houses which are on them, including incomplete according to petitions from citizens which were submitted till July 1, 2025 inclusive according to the Regulations on procedure for carrying out land amnesty approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on procedure for carrying out land amnesty" of May 31, 2022 No. 291 (further - the Provision);

2) questions of legalization of the parcels of land which are part of group of sites with the chaotic building formed till December 1, 2021 on which there are no structures (which are empty and vacant), are considered based on the conclusion of the state commission formed by the separate decision of the President of the Kyrgyz Republic.
