In recent years in our country large-scale actions for protection of labor rights of citizens, increase in management efficiency by means of reforming of management system by migratory processes, and also on expansion of participation of private sector in the field of migration are performed.
At the same time there is need of further enhancement of the legislation for the purpose of increase in efficiency of law-enforcement practice in the field of migration, ensuring transparency of processes of rendering services in the field, regulations of activities of private employment agencies, strengthenings of their responsibility, and also creation of additional terms and conveniences to employers and workers.
This Law makes changes and additions to the Code of the Republic of Uzbekistan about the administrative responsibility, the Labor code of the Republic of Uzbekistan, and also to the Laws of the Republic of Uzbekistan "About private employment agencies" and "About employment of the population", the Agencies of migration directed to refining of powers under the Cabinet of Ministers of the Republic of Uzbekistan, expansion of the rights and obligations of private employment agencies, and also establishment of procedure for determination of duration of overtime work and enhancement of wages system for the work performed over the established duration of working hours.
This Law is directed to protection of the rights of citizens of the Republic of Uzbekistan, persons interested to perform temporary labor activity abroad, stimulation of participation of private sector by means of digitalization of migratory services and creation of healthy competitive environment, providing guarantees of labor rights of citizens, performance improvement of work in the organizations, and also on increase in the income of workers.
