About modification of the Order of the Government of the Russian Federation of December 31, 2019 No. 1956

1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods" (The Russian Federation Code, 2020, No. 2, Art. 198; 2021, No. 3, Art. 594; No. 11, Art. 1834; No. 48, Art. 8066; 2022, No. 32, Art. 5828; No. 43, Art. 7419; 2023, No. 47, Art. 8414).

2. Determine that:

till February 28, 2026 participants of turnover of goods of light industry have the right to mark means of identification light industrial goods (codes 13.92.29.130, 13.92.29. 140, 14.12.30. 190, 14.19.31.130, 14.19.31.190, 22.19.60.110, 22.29.10.120, 32.99.11.140, 32.99.11.160, 32.99.11.170, 32.99.11. 180, 32.99.11.190 All-Russian Product Classifier by types of economic activity and codes 3926 20 000 0, 4015 (except for 4015 90 000 0), 4203 21 000 0, 4203rd 29, 4203 30 000 0, 4203 40 000 0, 6103, 6104, 6116, 6203, 6204, 6211 32 100 0, 6211 33 100 0, 6211 33 900 0, 6211 39 000 0, 6211 42 100 0, 6211 43 100 0, 6216 00 000 0, 6307 20 000 0, 6506 10 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union) on condition of submission of data on marking of such light industrial goods means of identification in the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification according to Rules of marking of light industrial goods means of identification, the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods";

the operator of the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, provides provision to the participants of turnover of goods of light industry performing marking of light industrial goods means of identification according to the paragraph the second this Item, codes of marking necessary for forming of means of identification, on condition of submission of all data necessary for registration of the light industrial goods provided by the paragraph the second this Item, in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, according to Rules of marking of light industrial goods means of identification, the means of identification approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1956 "About approval of Rules of marking of light industrial goods and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning light industrial goods".

3. This resolution becomes effective from the date of its official publication, except for the subitem "b" of Item 1, of Items 2 - 4, paragraphs two, the third, sixth and seventh subitem "a", subitems "b" and "e" of Item of 5 changes approved by this resolution which become effective since March 1, 2026.

Changes which are made to the Order of the Government of the Russian Federation of December 31, 2019 No. 1956

1. In Item 2:

a) add the subitem "m" with paragraphs of the following content:

"Turnover and conclusion from the set turnover with the put means of identification created till December 31, 2025 and containing the light industrial goods specified in paragraph one of this subitem in the structure can be performed not marked by means of identification of the light industrial goods included in such set without restriction of term.

In case of disbandment of the set specified in paragraph four of this subitem for the purpose of the subsequent realization (sale) of the light industrial goods included in such set, the participant of turnover of goods of light industry till 10 calendar days from the date of set disbandment, but no later than March 1, 2026:

performs registration of such goods in subsystem of the national catalog of the marked goods of the Russian Federation according to Items 24 or 26 (1) the Rules approved by this resolution;

sends to the operator of information system of monitoring the request for receipt of codes of marking according to Items 37 and 38 of the Rules approved by this resolution;

will transform marking codes to means of identification and puts funds of identification for consumer packaging, or for light industrial goods, either label, or the label according to Item 46 of the Rules approved by this resolution;

creates and represents to information system of monitoring the notification on input in turnover of goods of light industry according to Item 54 (3) the Rules approved by this resolution.

The marking codes received by participants of turnover of goods of light industry for marking of unrealized remaining balance of the goods registered in subsystem of the national catalog of the marked goods of the Russian Federation according to Item 26 (1) the Rules approved by this resolution are cancelled since November 1, 2028;";

b) add with subitems "o" - "р" the following content:

"o) since March 1, 2026 represent to information system of monitoring of the data on marking of light industrial goods, and also about input of light industrial goods in turnover, their turnover and conclusion from turnover (codes 13.92.29.130, 13.92.29. 140, 14.12.30. 190, 14.19.31.130, 14.19.31.190, 22.19.60.110, 22.29.10.120, 32.99.11.140, 32.99.11.160, 32.99.11.170, 32.99.11.180, 32.99.11.190 of the All-Russian Product Classifier by types of economic activity and codes 3926 20 000 0, 4015 (except for 4015 90 000 0), 4203 21 000 0, 4203rd 29, 4203 30 000 0, 4203 40 000 0, 6103, 6104, 6116, 6203, 6204, 6211 32 100 0, 6211 33 100 0, 6211 33 900 0, 6211 39 000 0, 6211 42 100 0, 6211 43 100 0, 6216 00 000 0, 6307 20 000 0, 6506 10 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union);

o) till July 31, 2026 has the right to perform turnover and conclusion from turnover of the unmarked light industrial goods which were at them in ownership, and (or) use, and (or) the order specified in the subitem "o" of this Item as of March 1, 2026 (remaining balance of goods).

During the period from August 1 to November 30, 2026 has the right to perform only storage and transportation being at them in ownership, and (or) use, and (or) the order of remaining balance of goods and to perform their marking by means of identification for the purpose of the subsequent realization (sale) in case of observance of conditions, the stipulated in Item 54(4) Rules approved by this resolution.

If the participant of turnover of goods of light industry in time specified in Item 54 (4) will not provide the Rules approved by this resolution to information system of monitoring of the data on input in turnover of the specified remaining balance of goods, codes of marking of such light industrial goods are cancelled;

p) till June 30, 2026 perform marking of the light industrial goods specified in the subitem "o" of this Item, acquired till February 28, 2026 and issued by customs authorities since March 1, 2026 according to customs procedure of release for internal consumption or reimport to the offer of such light industrial goods for realization (sale), till July 31, 2026 represent to information system of monitoring of the data on marking of such light industrial goods means of identification and introduce them into circulation according to the Rules approved by this resolution.".

2. To add paragraph two of Item 3 with words ", for the light industrial goods specified in the subitem "o" of Item 2 of this resolution - since March 1, 2026".

3. Add Item 5 with the subitem "k" of the following content:

"j) provision since March 1, 2026 to the participants of turnover of goods of light industry performing marking by means of identification of the light industrial goods specified in the subitem "o" of Item 2 of this resolution, introduced into circulation since March 1, 2026, the codes of marking necessary for forming of means of identification on condition of submission of all data necessary for registration of the corresponding light industrial goods in information system of monitoring.".

4. Item 6:

a) after the paragraph of the fourth to add with the paragraph of the following content:

"till February 28, 2026 - for the light industrial goods specified in the subitem "o" of Item 2 of this resolution, except as specified, specified in subitems "p" and "p" of Item 2 of this resolution.";

b) after the paragraph of the seventh to add with the paragraph of the following content:

"Till June 30, 2026 release by customs authorities according to customs procedure of release for internal consumption or reimport of the light industrial goods which are not marked by means of identification specified in the subitem "p" of Item 2 of this resolution is allowed.".

5. In Rules of marking of the light industrial goods means of identification approved by the specified resolution:

a) in Item 2:

after the paragraph of the twenty fifth to add with the paragraph of the following content:

"category of goods" - the specifying classification unit determined by the participant of turnover of goods for specification of goods item taking into account the functional purpose, specifics of use or other characteristics influencing use of goods;";

the paragraph thirty third after the words "set of goods" to add with the words "including goods which are subject to obligatory marking by means of identification and";

in the paragraph the thirty sixth shall be replaced with words the words "with loss or damage of earlier put means of identification" "with loss, either damage of earlier put means of identification, or registration of goods in subsystem of the national catalog of the marked goods of the Russian Federation according to Item 24 of these rules (for remaining balance of the goods which are earlier registered according to Item 26 (1) these rules)";

to state the paragraph of the fortieth in the following edition:

b) to add Item 24 after the paragraph of the seventh with paragraphs of the following content:

"category of goods;

purpose of goods (if necessary);";

c) add with Item 26 (1) the following content:

"26(1). For the unmarked goods specified in the subitem "l" of Item 2 of the order of the Government of the Russian Federation of December 31, 2019 to No. 1956 "About approval of Rules of marking of light industrial goods by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification, concerning light industrial goods", being in ownership, and (or) use, and (or) the order at the participant of turnover of goods as of March 1, 2025 (remaining balance of goods) on which there is no opportunity to specify data, stipulated in Item 24 these rules, are specified:

identification taxpayer number;

10-unit code of the commodity nomenclature;

product type;

target floor;

trademark (in the presence).

At the same time registration of goods in subsystem of the national catalog of the marked goods of the Russian Federation according to paragraph one of this Item is performed till March 1, 2026";

d) Item 46 in paragraph three the word "remarking" to replace with the word "marking";

e) Item 54 in paragraph one (the words "and 25" shall be replaced with words 3) "or 26(1)";

e) add with Item 54 (4) the following content:

"54(4). In need of input in turnover of goods, specified in the subitem "o" of Item 2 of the order of the Government of the Russian Federation of December 31, 2019 to No. 1956 "About approval of Rules of marking of light industrial goods by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification, concerning light industrial goods", being in ownership, and (or) use, and (or) the order at participants of turnover of goods as of March 1, 2026 (remaining balance of goods), participants of turnover of goods till November 30, 2026 perform registration of goods in information system of monitoring according to Item 24 of these rules and represent to information system of monitoring the following data concerning each unit of goods (except for information on remaining balance of the goods received from physical persons not registered as individual entrepreneurs, when implementing commission trade):

identification taxpayer number of the participant of the turnover of goods performing input of goods in turnover;

code of identification of goods, either code of identification of set, or set identification code, or code of identification of shipping package.";

g) add with Item 81 (1) the following content:

"81(1). When remarking of the marked unrealized remaining balance of the goods registered in subsystem of the national catalog of the marked goods of the Russian Federation according to Item 26 (1) these rules, not because of loss, either damage of earlier put means of identification, or return of goods participants of turnover of goods to the offer of these goods for realization (sale), including before their exposure in the place of realization (sale), demonstration of their samples, perform remarking of goods means of identification and enter the following data into information system of monitoring:

codes of identification of new means of identification;

identification codes (for goods concerning which data according to Item 26 are specified (1) these rules).

At the same time drawing means of identification is performed on condition of ensuring not readability with the hardware intended for reading of codes of the Data Matrix and EAN-128, format which is available, earlier put means of identification.".
