About approval of the state housing programme of the Kyrgyz Republic "Myungin уйум"

According to strategic objectives of the state on increase in level of living of the population, for the purpose of providing citizens with modern and comfortable housing, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Approve:

- the state housing programme of the Kyrgyz Republic "The myungin уйум" according to appendix 1;

- Procedure for selection of participants of the state housing programme of the Kyrgyz Republic "The myungin уйум" according to appendix 2.

2. Determine that the state housing programme of the Kyrgyz Republic "The myungin уйум" and the Procedure for selection of participants of the state housing programme of the Kyrgyz Republic "The myungin уйум" are effective it is termless before adoption of the corresponding Presidential decree of the Kyrgyz Republic.

3. To the Cabinet of Ministers of the Kyrgyz Republic:

- in a month to bring the decisions in the field of the state housing policies into accord with this Decree;

- to provide quantitative and qualitative indexes for implementation of the state housing programme of the Kyrgyz Republic in the annual action plan of the Cabinet of Ministers of the Kyrgyz Republic "The myungin уйум";

- develop the actions plan of the Cabinet of Ministers of the Kyrgyz Republic on attraction of sources of financing of the state housing programme "The myungin уйум";

- develop the actions plan of the Cabinet of Ministers of the Kyrgyz Republic on implementation of the state housing programme of the Kyrgyz Republic "The myungin уйум";

- develop matrix of monitoring of realization and indicators of assessment, and also the budget of the state housing programme of the Kyrgyz Republic "The myungin уйум".

4. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This Decree becomes effective after seven days from the date of official publication.

Chapter 1. Introduction

1. The program of housing providing citizens of the Kyrgyz Republic "The myungin уйум" (further - the Program) is developed according to the National sustainability strategy of the Kyrgyz Republic for 2018-2040 approved by the Presidential decree of the Kyrgyz Republic of October 31, 2018 No. 221 and the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic of October 12, 2021 No. 435.

2. Provision of housing for citizens of the country, is one of important aspects of social and economic development of the republic. The solution of this task positively influences welfare of the population, promotes decrease in external and internal migration, will create conditions for fixing of highly qualified personnel on places, will reduce the level of social tension in society, and also will influence in general improvement of quality of life of citizens. In this connection it is necessary to create the single strategy of the state regarding use of mechanisms of housing providing allowing to meet demand of the population for housing.

3. According to the international experience, development of housing industry is performed jointly by the state and private institutes, basic of which are: state bodies of the executive authority, local government bodies, mortgage companies, commercial banks, real and developer estate development companies, international donor organizations.

4. Within program implementation it is planned to apply integrated approach to housing providing. The specified approach will promote housing construction growth in volumes, decrease in its cost, improvement of conditions of housing financing, mortgage lending and increase in number of the citizens capable to independently improve the housing conditions.

5. The program represents new vision of further development of the state housing policies, taking into account experience of implementation of the state housing programmes, determining reference points of industry policy. Provisions and the principles of the Program will be underlain in basis of territorial documents of development in the Kyrgyz Republic.

Chapter 2. Analysis of the current situation

Practice of implementation of the housing programme of the Kyrgyz Republic "My house 2021-2026" approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic of July 13, 2021 No. 75 (further - the My House 2021-2026 program) showed increase in demand for mechanisms of the public housing financing.
