About approval of Rules of forming of the analytical report about budget risks
According to Item 2 of Article 53 of the Budget code of the Republic of Kazakhstan the Deputy prime minister - the Minister of national economy of the Republic of Kazakhstan, the Minister of Finance of the Republic of Kazakhstan ORDER also Board of the Agency of the Republic of Kazakhstan on regulation and development of the financial market, DECIDE Board of National Bank of the Republic of Kazakhstan:
1. Approve the enclosed Rules of forming of the analytical report about budget risks.
2. To provide to department of budget policy of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) within five working days from the date of signing of these joint orders and resolutions the direction for placement them in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of these joint orders and resolutions on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after their first official publication.
3. To assign control of execution of these joint orders and resolutions to the supervising vice-ministers of national economy of the Republic of Kazakhstan, finance of the Republic of Kazakhstan, the vice-chairman of the Agency of the Republic of Kazakhstan of regulation and development of the financial market and the vice-chairman of National Bank of the Republic of Kazakhstan.
4. These joint orders and resolutions become effective after ten calendar days after day of their first official publication.

to joint Orders of the Acting Minister of national economy of the Republic of Kazakhstan, the Minister of Finance of the Republic of Kazakhstan and Resolutions of Board of National Bank of the Republic of Kazakhstan, Board of the Agency of the Republic of Kazakhstan on regulation and development of the financial market of June 27, 2025 No. 61, on June 30, 2025 No. 330, on July 25, 2025 No. 41, on August 12, 2025 No. 31
1. These rules of forming of the analytical report about budget risks (further – Rules) are developed according to Item 2 of Article 53 of the Budget code of the Republic of Kazakhstan (further – the Budget code) and determine procedure for forming of the analytical report about budget risks (further – the analytical report).
2. The analytical report is created annually in case of project development of the law on the republican budget for the next planning period.
3. The analytical report includes the macroeconomic, quasifiscal risks, risks of the financial sector, risks connected with debt obligations of public sector, with the state obligations on projects of public-private partnership (further – PPP), "turnkey" constructions and other specific risks, and is applied to assessment of impact of budget risks on budget parameters.
4. Basis for development of the analytical report are the forecast of social and economic development of the Republic of Kazakhstan, performance reports of the republican, state and consolidated budgets, about forming and use of means of National fund of the Republic of Kazakhstan (further – National fund), about off-budget funds, official statistical, departmental and other data of state bodies, information bases, and also information posted on the websites of authorized bodies and organizations.
5. The analytical report is not subject to approval and according to Item 3 of Article 53 of the Budget code is published on official Internet resource of the central authorized body on budget policy.
6. The basic concepts used in these rules:
1) the central authorized body on budget policy – the central executive body performing management and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination in the field of budget policy, including in the field of development of budget system, management of public finances and forecasting of the income, economic policy, policy of investment attraction, public-private partnership, the state investment projects, the interbudget relations, the state and guaranteed by the state borrowing and debt, management of the state assets, attraction and within the competences established by the Budget Code, uses of grants;
2) budget risk – the uncertainty complicating management of public finances and reducing realness of the budget owing to impact of internal and (or) external economic and (or) macroeconomic and other factors in the medium term;
3) subjects of the quasi-public sector - the state companies, limited liability partnerships, joint-stock companies, including National welfare fund, national managing holdings, national holdings, the national companies, founder, the participant or the shareholder of which is the state, and also the affiliated, dependent and other legal entities who are affiliated with them according to the laws of the Republic of Kazakhstan, fund of social medical insurance, the State Social Insurance Fund, the non-profit organization providing conditions for activities of bodies, their organizations and members of the International financial center "Astana".
4) the project of public-private partnership – set of the consecutive actions for implementation of public-private partnership realized during the limited period of time and having complete nature according to the law of the Republic of Kazakhstan "About public-private partnership" and to the budget legislation of the Republic of Kazakhstan;
5) macrofiscal stress testing – method of the analysis and assessment of resistance of financial system of the country to different economic and fiscal shocks;
6) macroeconomic shocks – considerable changes in key macroeconomic indicators which go beyond standard fluctuations of economic cycle and have significant effect on national economy;
7) the retrospective analysis – the description of the large external shocks which exerted negative impact on budget line items of Kazakhstan for the last 15 years;
8) the construction project "turnkey" – set of the consecutive actions directed to creation and (or) development of assets, including creation new, expansion and (or) updating of the acting productions on the basis of the agreements on "turnkey" construction.
7. The analytical report is created in case of project development of the law on the republican budget for planning period in the following procedure:
1) the central authorized bodies, the organizations and subjects of the quasi-public sector no later than April 1 of the year preceding the planned period represent to the central authorized body on budget policy information according to appendices 1, 2 and 3 to these rules;
The central authorized body on budget policy uses the financial reporting placed in open sources including on the official site of the Single operator in the field of accounting of state-owned property.
The central authorized body on budget implementation no later than April 1 of the year preceding the planned period represents to the central authorized body on budget policy the forecast of indicators and the offer to Sections of the analytical report according to appendices 1, 2 and to forms 1, of 3, of 4, of 5, of 6, of 7, of 8, of 9, of the 11 and 12 appendix 3 to these rules.
The central authorized body on budget implementation no later than August 3 of the year preceding the planned period represents to the central authorized body on budget policy the forecast of account indicators according to form 2 of appendix 3 to these rules, after forming of limits of the budget.
The authorized body on state regulation, control and supervision of the financial market and the financial organizations no later than April 1 of the year preceding the planned period represents to the central authorized body on budget policy of the offer to Sections of the analytical report according to appendix 1 to these rules.
The National Bank of the Republic of Kazakhstan no later than April 1 of the year preceding the planned period represents to the central authorized body on budget policy indicators to Sections of the analytical report according to appendices 1, 2 (except for Item 24 and forms specified in Items 34, of 35, 36 and 37) and to forms 13, of 14, of 15, of 16, 17 and 22 appendices 3 to these rules.
For filling of form 18, specified in Item 34 of appendix 2 to these rules, the central authorized body on budget policy uses the financial reporting of the Kazakhstan fund of guaranteeing deposits posted on its official site and published no later than June 1 of the year preceding the planned period.
For filling of the forms specified in Items 35, of the 36 and 37 appendix 2 to these rules, the central authorized body on budget policy uses the consolidated financial statements of National Bank of the Republic of Kazakhstan posted on its official site and published no later than June 1 of the year preceding the planned period.
If till June 1 of the year preceding the planned period, the financial reporting of the Kazakhstan fund of guaranteeing deposits and consolidated financial statements of National Bank of the Republic of Kazakhstan is not posted on the official sites, the National Bank of the Republic of Kazakhstan will provide in the central authorized body on budget policy actual data according to Item 24 and forms specified in Items 34, of 35, of the 36 and 37 appendix 2 to these rules.
2) the central authorized body on budget policy based on information obtained from the central authorized bodies and the organization, and also official statistical, departmental and other data of state bodies creates the analytical report, submits it no later than August 28 for consideration of Council for economic policy of the Prime Minister of the Republic of Kazakhstan formed by the order of May 3, 2016 No. 33-r and sends no later than August 31 of the current financial year to the central authorized body on budgetary planning for its further entering into Kurultai of the Republic of Kazakhstan as a part of the bill on the republican budget.
8. The central authorized body on budget policy requests the additional information from the relevant central authorized bodies and other organizations for development of the analytical report, with establishment of term of provision of information no later than 10 (ten) working days from the date of receipt of request.
9. Authorized state bodies refuse provision of information provided by appendices 1, 2 and 3 to these rules in case of availability of the restrictions for disclosure of information following from the legislation or contractual relations.
10. The analytical report consists of the following Sections and subsections:
Macroeconomic scenarios include 1):
development at least 6 macroeconomic scenarios the forthcoming 5 (five) years with their description, macroeconomic risks for economy with the analysis of discrepancies with the basic scenario;
calculation of the main economic variables on the basis of developed scenarios: calculation of effect on key macroeconomic variables, including index of physical amount of GDP, export and import;
2) effect of macroeconomic scenarios on the income and expenses of the republican budget;
description of mechanisms of transfer of impact;
effect of macroeconomic scenarios on the income;
effect of macroeconomic scenarios on expenses;
calculation of effect of implementation of macroeconomic scenarios on parameters of public finances.
The analysis of obligations and risks of the quasi-public sector includes 3):
the retrospective analysis of subjects of the quasi-public sector, including regarding the activities subsidized by the state, to capitalization, crediting, dividends, tax assignments, preferences, profitability, privatization, debt securities at the expense of means of National fund, Single accumulation pension fund and other sources;
the analysis of relations of the quasi-public sector with the republican budget, and also between subjects of the quasi-public sector;
analysis of obligations of the Government to subjects of the quasi-public sector, analysis of cumulative financial position of the quasi-public sector, last financial results, key indicators of financial risk, analysis of transactions with the state and quasifiscal activities;
the description of budget risks in the quasi-public sector, and also exposure to its economic shocks using calculation models according to the international practice;
analysis and forecast of debt of the quasi-public sector.
The analysis of obligations and risks in the financial sector includes 4):
the retrospective analysis of the financial sector regarding impact of world crises on indicators of subjects of the financial sector;
analysis of all explicit obligations of the government to the financial sector, size of the financial sector
the analysis of the state support for the purpose of ensuring stability of the financial sector taking into account the independent audited reporting;
the description of budget risks from the financial sector connected with government assistance in the period of difficult situations of financial institutions;
the analysis and risks assessment in the financial sector. Assessment of reliability of financial system on the basis of the analysis of financial stability;
the description of the budget risks connected with banks. The description of the risks connected with system of guaranteeing bank deposits (explicit risk) with ensuring liquidity in the period of difficult situations of financial institutions (implicit risk);
the description of the risks connected with non-execution of the problem credits of obligations by Fund for improvement of credit portfolios of banks of the second level in connection with impossibility of realization of dormant assets and according to additional expenses of the Government on financial support of banks including disclosure of information on the problem credits, about the size of overdue loans of banks, the outstanding amounts, history of restructuring of the credit;
the description of the risks connected with additional expenses of the Government on financial support (rescuing) in case of easing of balances of banks.
5) the analysis and assessment of obligations and risks in the field of PPP, include "turnkey" constructions:
the description and the analysis of the direct commitments of the state arising in the project progress of PPP, the construction projects "turnkey";
the description of budget risks under contracts of the PPP connected with emergence of contingent obligations of the state, to the construction projects "turnkey";
the analysis and assessment of the budget risks connected with emergence of contingent obligations of the state on projects of PPP, the construction projects "turnkey";
measures for decrease in risks in the project progress of PPP, the construction projects "turnkey";
6) the analysis and risks assessment of obligations and debt obligations of public sector, including by: public debt, debt of the quasi-public sector guaranteed by the state of debt and on support of export include:
current status of debt obligations of the state by structure of the public debt guaranteed by the state of debt and on export support;
the analysis of capability of the state to fulfill the obligations on debts (amount of payments for debt in comparison with budget receipt);
stress testing of the risks of public debt connected with possible changes in the global markets, probability of execution and/or non-execution of obligations and influence on the government budget;
assessment of availability and sufficiency of reserve of the Government intended for covering of possible obligations on the issued state guarantees;
the overview of current status of obligations of the quasi-public sector in breakdown on internal/external debt with indication of the period of attraction of borrowing (short-term/long-term);
the analysis and assessment of debt load of the quasi-public sector regarding solvency;
stress testing of subjects of the quasi-public sector;
7) specific risks, including: environmental risks (drawing environmental damage), natural disasters (floods, earthquakes, landslides, drought, etc.), pandemic (COVID-19 and so on) and others.
11. The structure of the analytical report, the list of information and indicators, forms of indicators necessary for forming of the analytical report are determined according to appendices 1, 2 and 3 to these rules.
12. The structure and the list of the indicators used in the analytical report change the central authorized body on budget policy taking into account expansion and refining of the analytical information necessary for exact forecasting and planning for the corresponding period.
13. The methodological management and coordination of activities of the central and other state organizations in case of development of the analytical report are performed by the central authorized body on budget policy.
14. The analytical report can be developed in case of technical assistance of the International Monetary Fund in ensuring methodological approach.
15. In case of creation of the analytical report business cases of the International Monetary Fund and other models of economic system are used.
16. Within creation of the analytical report tools for assessment, and also carrying out macrofiscal stress testing, with further use of these results for assessment of stability of public finances concerning extreme macroeconomic shocks are studied.
17. Monitoring is collection, the analysis and generalization of information on the risks specified in the analytical report.
18. Monitoring of risks of the analytical report is performed on permanent basis and its results are considered when forming the main directions of tax and (or) budget policy, long-term and mid-term forecasting, planning of the budget for the next planning period in the following directions:
1) the monitoring of macroeconomic risks performed by authorized body on budget policy;
2) the monitoring of risks of the quasi-public sector performed by authorized body on state-owned property;
3) monitoring is risk in the financial sector, performed by authorized body on state regulation, control and supervision of the financial market and the financial organizations, National Bank of the Republic of Kazakhstan;
4) the monitoring of risks in the field of PPP, the construction projects "turnkey" performed by authorized body on budget policy;
5) the monitoring of risks of debt obligations of public sector performed by authorized body on budgetary planning;
6) the monitoring of specific risks performed by the relevant authorized body.
19. On the basis of results of monitoring authorized bodies carry out risks assessment of the analytical report in the directions specified in Item 18 of these rules.
20. Assessment is performed following the results of the accounting period once a year by forming of analytical note which is represented in the central authorized body on budget policy no later than April 1 of the year preceding the planned period for inclusion in the analytical report regarding the analysis of realization of risks in the accounting period.
21. The analytical note contains results of assessment of realization of risks, and also measures for their decrease.
