1. Bring in the order of the Government of the Republic of Kazakhstan of May 15, 2012 No. 620 "About approval of Rules of the organization and carrying out appeal of citizens of the Republic of Kazakhstan on military service" the following change:

Rules of the organization and carrying out appeal of citizens of the Republic of Kazakhstan on military service

Chapter 1. Basic provisions

1. These rules of the organization and carrying out appeal of citizens of the Republic of Kazakhstan on military service (further – Rules) are developed according to the Law of the Republic of Kazakhstan "About military service and the status of the military personnel" (further – the Law).

2. These rules determine procedure for the organization and carrying out appeal of citizens:

1) on conscription military service;

2) on military service of reserve officers;

3) on military charges;

4) on mobilization, in case of warlike situation and in wartime.

3. In these rules the following basic concepts are used:

1) military team – the group of the servicemen as a part of two or more persons following to the place of passing of military service;

2) forming of military teams – process of completing of groups on military units (organizations) by the citizens who are subject to appeal;

3) recruiting station – the collection point for recruits created within the administrative territory of the area (the city of regional value), intended for carrying out accounting and draft work, medical examination, the organization of delivery and maintenance on assembly points;

4) the assembly point – the collection point for recruits created within the administrative territory of area (the city of republican value or the capital), intended for performing control medical examination, forming of military teams and the organization of their sending to places of passing of military service to military units (organizations);

5) information system of the Ministry of Defence of the Republic of Kazakhstan (further – MO RK'S IS) – the automated system of accounting of mobilization resources intended for conducting personal military accounting of citizens and integration interaction with information systems.

4. The challenge of the citizens who are subject to appeal on military service is performed according to the agenda according to Item 1 of article 30 of the Law.

The agenda contains the following data:

1) surname, name, middle name (in case of its availability) and birth date of the called citizen;

2) the name of the body which directed the agenda;

3) the address of body where the citizen needs to be;

4) date of the direction of the agenda;

5) date and time of appearance in local body of military management;

6) purpose of challenge of the citizen.

The purposes of challenge of the citizen are: challenge on medical examination or inspection; carrying out studying; meeting of the draft commission or for sending to military unit (organization) for passing of military service; for determination of purpose to military service.

5. Heads of the organizations – employers will organize the notification of workers by challenge of local authorities of military management, and also provide them possibility of timely appearance.

6. The procedure for performing medical examination, control medical examination, repeated medical examination and medical re-examination of citizens, and also structure of medical commissions are determined according to the Rules of conducting military-medical examination and Regulations on the commissions of military-medical examination in Armed Forces of the Republic of Kazakhstan approved by the order of the Minister of Defence of the Republic of Kazakhstan of December 21, 2020 No. 716 (it is registered in the register of state registration of regulatory legal acts at No. 21869).

7. For the workers who are subject to appeal on military service or military charges during passing of medical commission the place of employment (position), the salary on place of employment by challenge in local authorities of military management remain, and for passing of military military service (except for military service on mobilization, in case of warlike situation and in wartime) or military charges the place of employment (position) remains.

Chapter 2. Procedure for the organization and carrying out appeal of citizens on conscription military service

8. The appeal of citizens on conscription military service is performed according to article 31 of the Law.

The citizens aged from eighteen up to twenty seven years who do not have the right to delay or release from appeal in the quantity necessary for completing of Armed Forces, other troops and military forming are subject to appeal on conscription military service.

9. The plan of appeal of citizens for conscription military service for completing of Armed Forces, other troops and military forming of the Republic of Kazakhstan (further – the Plan of appeal) the forthcoming calendar year in form, according to appendix 1 to these rules, is constituted based on requests for completing of military units (organizations) developed by bodies of military management of Armed Forces, other troops and military forming of the Republic of Kazakhstan, for form, according to appendix 2 to these rules, RK represented to the General Staff of AF annually till October 15.

Statements from the plan of appeal and documents in its realization are distributed on bodies of military management and local authorities of military management till January 10 of the corresponding year.

Modification of the plan of appeal is made in need cases, prior to the beginning of fall draft, but no later than August 20, in the limits set by the order of the Government of number of the citizens who are subject to appeal on military service the current year.

10. Departments for defense till February 1 and on August 1 the corresponding year send in subordinate managements (departments) for defense of graphics of performing control medical examination and sending military teams with the distributed task for appeal of citizens.

11. For the purpose of ensuring timely and high-quality completing of Armed Forces, other troops and military forming of the Republic of Kazakhstan during preparation for the next appeal of citizens on conscription military service by local authorities of military management will organize and carry out studying of the citizens who are subject to appeal on conscription military service.

12. Studying of recruits is performed on the basis of systematic accumulating in managements (departments) for defense of data on the state of health; about place of employment (study); about education availability; about family composition; about availability of the car driver license; about stay in the territory of the Republic of Kazakhstan; about availability or lack of committing by person of criminal offense it is also carried out in two steps.

The first stage is carried out in managements (departments) for defense annually, from January 10 to February 28 and from July 10 to August 28.

The second stage is carried out on assembly points annually from March 1 to June 30, from September 1 to December 31.

13. For the purpose of the organization of carrying out studying in subordinate managements (departments) for defense, in departments for defense the following events are held:

1) the plan of carrying out studying of recruits is constituted;

2) the order on the organization and carrying out studying of recruits with fixing of staff of departments for defense for control of carrying out studying is issued;

3) control of the course of preparation and carrying out studying is exercised.

14. In managements (departments) for defense for carrying out studying of recruits the following events are held:

1) the plan of preparation and carrying out studying of recruits is constituted;

2) the order on the organization and carrying out studying of recruits is issued;

3) lists of the recruits who are subject to studying with fixing of the officials who are carrying out studying are constituted;

4) the schedule of carrying out and terms of studying of recruits is constituted;

5) the data specified in item 4 of article 17 of the Law by means of ensuring interaction of the state information systems of state bodies are requested.

In case of lack of interaction between the state information systems of the data, specified in item 4 of article 17 of the Law, managements (departments) for defense receive on the corresponding requests within three working days.

15. Selection and studying of recruits are allowed together with participation of representatives of Armed Forces, other troops and military forming, and special state bodies.

Selection and studying of recruits for completing of Service of the state protection (further – SGO) and the Border service of Committee of homeland security of the Republic of Kazakhstan (further – PS KNB) are performed in priority procedure.

Lists of the selected recruits representatives go to the completing local authorities of military management no later than 15 days prior to completing of the relevant military units (organizations).

16. Lists of the studied recruits in managements (departments) for defense, according to appendix 3 to these rules, are represented to department for defense by February 28 and on August 28.

During the next appeal of citizens on conscription military service the recruits who did not undergo studying are studied to the direction on medical examination.

17. The appeal of citizens on military service will be organized and provide local executive bodies.

Local executive bodies provide local authorities of military management of the equipped recruiting and assembly points, their content, supply with medicines, tools, fire-proof, medical and economic property, road transport, and also means of communication and protection for the purpose of:

1) carrying out accounting and draft work;

2) performing medical examination and control medical examination;

3) carrying out psychological studying;

4) forming of military teams and the organization of their sending to places of passing of military service to military units (organizations).

18. The assembly point shall have:

1) the room for accommodation of the recruits arriving from managements (departments) for defense;

2) the room for sanitary processing (bath, shower) of recruits;

3) the room for carrying out educational work with recruits;

4) the room for medical examination from calculation for one room on each specialist doctor with necessary equipment;

5) the room for fluorographic inspection or portable X-ray complex;

6) the room for carrying out psychological studying of recruits;

7) the room for meal;

8) the room for storage and issue to military commands of food for transit;

9) the room for forming of military teams;

10) the room for accommodation of representatives of military units (organizations) which arrived for acceptance and escort of military teams;

11) sanitary propusknik with disinfection cameras, the insulator on two infections, bathrooms;
