About construction of apartment houses and objects of engineering and transport infrastructure to them in 2026

Council of Ministers of the Republic of Belarus DECIDES:

1. To regional executive committees and Minsk Gorispolkom:

1.1. together with the Ministry of Architecture:

provide task performance for 2026 on commissioning of total area of the apartment houses built within the state order with use of the state support and rent housing according to appendix 1, and also creation of backlog under the housing development programme for 2027;

provide development of the project documentation, construction and commissioning of all apartment apartment houses in energy efficient execution;

take measures for control of growth of cost of construction, reconstruction (further if other is not established, – construction) housing performed with the state support according to the state order and at the expense of budgetary funds, having provided use of projects (series) of economic apartment houses of standard consumer qualities which list affirms the Ministry of Architecture;

render comprehensive assistance to citizens in construction of individual apartment houses, including by creation of system of services in construction of individual apartment houses, assistance in providing with construction materials;

provide in each area and Minsk construction of apartment houses in which the electrical energy is used for the purposes of heating, hot water supply and cooking, in amounts according to appendix 1;

for the purpose of implementation of the order containing in paragraph four of subitem 1.1 of Item 1 of the Directive of the President of the Republic of Belarus of March 4, 2019 No. 8 "About the priority directions of development of construction industry" to provide task performance in the direction on improvement of housing conditions of large families according to appendix 2;

provide in general on the republic construction of individual apartment houses of at least 40 percent from commissioning of total area of housing;

1.2. provide construction in 2026 of premises of social use in amounts according to appendix 3, of rent housing in amounts according to appendix 4, including taking into account amounts of its financing according to appendices 5-8, of apartment houses (apartments) in satellite towns in amounts according to appendix 9;

1.3. bring to district (city) executive committees, local administrations of districts of Minsk and (or) the subordinate organizations of task for 2026 on housing construction, including tasks on construction of the individual apartment houses providing construction amounts according to appendices 1-4;

1.4. provide to the amounts of financing of construction of housing, objects of engineering and transport infrastructure according to appendices 5-8, 10-12 additional financing:

housing construction, including construction of premises for provision to citizens of rent housing, at the expense of means of local budgets, and also means received from provision of rent housing as payment for use of such premises;

construction of facilities of engineering and transport infrastructure for areas of the housing estate, including for completion of construction of facilities of engineering and transport infrastructure, belonging to objects of above-standard construction in progress, at the expense of means of the local budgets received from sale and delivery of the parcels of land in lease and also at the expense of the funds arriving in local budgets on account of cost recovery on construction including for development of the project documentation of objects of distribution engineering and transport infrastructure to the parcels of land provided for construction of apartment apartment houses, the one-apartment, blocked apartment houses in areas (quarters) of the individual housing estate, construction of other objects in the territory of building;

1.5. together with the Department of Energy according to the amounts of financing according to appendix 10 with attraction of other sources which are not prohibited by the legislation to provide construction:

objects of engineering and transport infrastructure for areas (quarters) of the housing estate, having optimized separate types of the performed works, including on improvement;

the engineering and transport infrastructure providing minimum necessary level of the engineering equipment of the parcels of land for areas (quarters) of the individual housing estate;

1.6. in a month from the date of entry into force of this resolution under approval:

with the Ministry of Architecture to create and approve for 2026 schedules of construction of apartment houses and its financing in amounts according to appendices 1-9 and 11;

with the Ministry of Agriculture and Food and the Ministry of Architecture to create and approve for 2026 schedules of construction of apartment houses and its financing in agricultural organizations in amounts according to appendix 1;

with the Department of Energy to create and approve for 2026 schedules of construction of facilities of engineering infrastructure for areas (quarters) of the housing estate, including areas (quarters) of the individual housing estate, and its financing in amounts according to appendix 10. Provide such schedules for data to the Ministry of Architecture and the Ministry of Finance;

with the Ministry of Architecture and the Ministry of Finance to create and approve for 2026 the schedules of construction of facilities of engineering and transport infrastructure containing amounts and sources of financing of their construction (republican and local budgets);
