About application of special restrictive measure

Based on paragraph two of Item 2 of Article 6 and part one of Item 1 of article 8 of the Law of the Republic of Belarus of July 12, 2023 No. 280-Z "About application of special rationing measures" and for the purpose of ensuring protection of national interests of the Republic of Belarus in connection with making with separate foreign states of unfriendly actions concerning the Republic of Belarus, her citizens and (or) the organizations, including in the form of introduction of prohibition on implementation of trade in separate goods (services) with the Republic of Belarus and its organizations or accessions to such prohibition, the Council of Ministers of the Republic of Belarus DECIDES:

1. Establish import ban on the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus:

the goods coming from the unfriendly countries * according to the list according to appendix 1;

the goods occurring and (or) made (made) in the territory of the certain unfriendly countries according to the list according to appendix 2.

* For the purposes of this resolution the unfriendly countries are understood as the states included in the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons according to appendix to the resolution of Council of Ministers of the Republic of Belarus of April 6, 2022 No. 209 "About the list of the foreign states making unfriendly actions concerning the Belarusian legal and (or) physical persons".

2. Approve:

The regulations on procedure for decision making on possibility of import to the Republic of Belarus of the prohibited goods in exceptional cases (are applied);

The regulations on operations procedure concerning the prohibited goods (are applied).

3. Action of Item 1 of this resolution does not extend to goods:

3.1. the Republic of Belarus imported on the territory before entry into force of this resolution. Import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus of such goods are performed according to the legislation existing before entry into force of this resolution;

3.2. the Republic of Belarus imported on the territory:

physical persons for private use;

for conversion and placed under customs procedures of release for internal consumption within the established tariff quotas in the presence of the import license granted by the Ministry of anti-monopoly regulation and trade, free customs zone, conversion for internal consumption, conversion on customs area (further – goods for conversion);

within the established tariff privileges;

according to the decision of Presidium of Council of Ministers of the Republic of Belarus in exceptional cases in the presence of the import license granted by the Ministry of anti-monopoly regulation and trade according to Regulations on procedure for decision making on possibility of import to the Republic of Belarus of the prohibited goods in exceptional cases, the approved this resolution (further if other is not determined, – the goods permitted to import);

intended for official use by diplomatic representations and consular establishments, representative offices of the states under the international organizations, the representations and bodies of the international organizations and interstate educations using privileges and (or) immunities according to international treaties of the Republic of Belarus;

3.3. the states withdrawn, arrested, confiscated or turned into the income otherwise detained by customs authorities and which were not demanded in the terms established by the Customs code of the Eurasian Economic Union within implementation of this resolution – regarding sales of goods;

3.4. intended for baby food, specialized food products (including specialized foodstuff for enteroalimentation), data on which are included in the unified register of certificates on state registration of products, and included in the list determined in appendix 1;

3.5. imported by the legal entities included in the register of owners of duty-free shops:

for realization only in duty-free shops;

for the demonstration purposes in duty-free shops and not subject realization in them;

3.6. being dietary supplements to food, the medicines, vitamins, minerals, vitamin and mineral complexes, medical products, medical equipment, goods classified by codes 9619 00 810 1, 9619 00 810 9, 9619 00 890 1, of 9619 00 890 9th single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union, data on which are included in one of the following registers: The state register of medicines of the Republic of Belarus, the unified register of the registered medicines of the Eurasian Economic Union, the State register of products of medical appointment and medical equipment of the Republic of Belarus, the unified register of the medical products registered within the Eurasian Economic Union, the unified register of certificates on state registration of products or concerning which the conclusion (the allowing document) of the Ministry of Health for import to the territory of the Republic of Belarus of the unregistered medicines is provided;

3.7. the Republic of Belarus imported on the territory till April 1, 2026 classified by code 2203 00 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union, the goods occurring and (or) made (made) in the territory of the Republic of Latvia, the Republic of Lithuania, the Republic of Poland, the Czech Republic and the Republic of Estonia except for specified.

4. The goods specified in paragraph three of subitem 3.2 of Item 3 of this resolution and the goods permitted to import are located under customs procedure of customs transit in case of their arrival in the check point in case of import of such goods in the address:

residents of the free economic zones located in the territory of the Republic of Belarus;
