About the Strategy of water resources management till 2040

Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the Strategy of water resources management till 2040 (further if other is not determined, – Strategy) (is applied).

2. To the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs to consider Strategy provisions in case of project development:

the state and other programs, regional complexes of the actions providing implementation of state programs for the period till 2040;

the legal acts directed to realization of the priority directions determined in Strategy.

3. Annually till March 1 of the year following reporting to represent to the executives in charge of complex of actions specified in appendix to Strategy to the Ministry of Natural Resources and Environmental Protection information on the Strategy accomplishment course.

4. Annually till April 1 of the year following reporting to provide to the Ministry of Natural Resources and Environmental Protection in Council of Ministers of the Republic of Belarus information on the Strategy accomplishment course.

5. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of February 22, 2022 No. 91 "About the National strategy of water resources management in the conditions of climate change for the period till 2030".

6. This resolution becomes effective after its official publication.

The strategy of water resources management till 2040

Chapter 1. General provisions

Strategy is developed by results of studying of the best the practician in the field of water resources management, including water regulation and flood of the territories, and directed to increase in efficiency of water use, steady functioning of water ecosystems in the conditions of the changing climate, and also decrease in risks and minimization of damages from negative impact of waters.

In Strategy main objectives and tasks of development of water economy (set of the different industries of economy sharing water resources) are determined, the priority directions of state policy in the field of protection and use of waters, the principles of effective interaction of participants of the water relations are fixed.

In Strategy forecast parameters of long-term development of the Republic of Belarus and the direction of effective use of natural and potential production of the country are considered.

Chapter 2. Purpose and tasks of Strategy

The purpose of Strategy is achievement of long-term water safety of the country for its present and future generations, based on the following principles:

safety of drinking water;

providing industries of economy with water taking into account efficiency of its use;

safe dumping of all types of sewage into the environment with improvement of quality of their cleaning;

security of life and property of the population, and also economy industries from emergence of the emergency situations of natural nature caused by negative impact of waters.

The main objectives of Strategy are:

access of the population to centralized systems of drinking water supply and water disposal (sewerage) with ensuring their financial availability;

improvement of ecological condition (status) of superficial water objects with the prevention of their pollution, contamination and depletion;

increase in efficiency of water use in all industries of economy;

development of integrated management of water resources, including in cross-border context.

Chapter 3. Strategy implementation mechanisms

Goal achievement, realization of tasks and priority directions of Strategy will be performed by means of accomplishment:

complex of the actions directed to strategy implementation of water resources management till 2040 according to appendix;

the state and other programs, regional complexes of the actions providing implementation of state programs for the period till 2040.

At the level of the state and other programs, regional complexes of the actions providing implementation of state programs first of all it is necessary to hold the events directed to implementation of new technologies of water treatment and sewage treatment, flood of the territories, water regulations, researches in the field of enhancement of monitoring and forecasting of condition of waters including in case of mitigation of consequences of emergency situations, and also complex studying of reactions of water biological resources to natural and anthropogenous changes of water ecosystems in the conditions of the changing climate.

Rates of transition to new model of development in the field of water resources management significantly depend on the volume of investment into development and deployment of water saving and ecologically effective technologies, forming of technological base and financial instruments. Mechanisms of achievement of sustainable ecological development in the water sphere are development of practice of crediting and providing financial guarantees in the projects containing mechanisms and actions of ecological upgrade, ecological education of the population, disclosure of ecological information and sets of open data in the field of environmental protection, stimulation of business entities to minimization of negative impact on the environment and another.

Rational water use is basis of long-term economic stability. Ensuring ecologically oriented growth of economy and implementation of ecologically effective innovative technologies will allow to answer number of challenges, including change of condition of waters in the conditions of the changing climate, growth of technogenic load of water resources, decrease in biodiversity of superficial water objects and another. Integrated management of water resources is one of tools for determination of measures for adaptation to climate change.

For achievement of effective objectives it is necessary to provide the advancing innovative development of scientific and technical and technological base in water economy. Scientific and technical developments in this sphere shall cover wide range of questions of strategic and operational management, planning of economic and other activity, designing of constructions and technologies, and also modeling and the forecast of condition of the water objects performed using innovative digital technologies (artificial neural networks, artificial intelligence) for creation of different projections (scenarios) in the period of the dangerous hydrological phenomena, in case of hydrodynamic accidents, with evident visualization and awareness of the expected result. The main scientific objectives in the field of creation ecologically and economically reasonable water resources management shall be directed on:

enhancement existing and creation of new organizational controling mechanisms in water economy;

enhancement of economic methods and mechanisms of water use;

development of scientific bases in the organization of regular observations of condition of waters;

search of the new knowledge and breakthrough high-technology decisions allowing to reach international standards in the field of protection and use of waters.

The solution of scientific tasks will demand capacity-building of the scientific organizations and creation of conditions for involvement of young scientists and specialists.

Ensuring water safety of the country in the conditions of modern information society is impossible without carrying out system work on informing and education of the population which shall be directed on:

support of social projects (carrying out the social jobs) oriented first of all to recovery of the small rivers and arrangement of springs, and also improvement of ecological condition of water objects;

providing the population with reliable and regular information about quality of surface and underground water, sources of their pollution and the planned and held events for elimination of sources of pollution of water objects;

creation of conditions for multilateral dialogue, attraction of the population and the public to the solution of tasks on rational use and protection of water objects;

organization of thematic (water) forums, conferences, seminars, exhibitions, other actions and projects, development and distribution of information materials, strengthening of role of social advertizing.

Key aspect of foreign policy in the field of the water relations is active international cooperation concerning protection and use of cross-border waters.

Today the Republic of Belarus is participant of the world water partnership, first of all relying on key role of the United Nations, the operating mechanisms of international conventions (The convention on protection and use of cross-border water currents and the international lakes of March 17, 1992, the Protocol on problems of water and health to the Convention on protection and use of cross-border water currents and the international lakes of June 17, 1999), interstate bilateral agreements. The created system of joint working bodies of the parties of agreements allows to provide the coordinated actions in the cross-border water sphere.

It is necessary and to develop and enhance further such interaction in the field of the integrated water resources management, including in the following directions: joint monitoring of quality of cross-border water objects, exchange of hydrological and hydrochemical information, holding water management and water preserving actions, non-admission of negative impact of waters on life activity of the population and objects of economy of the coastal territories, coordination of antiflood actions and actions in the conditions of emergency situations, carrying out joint consultations and scientific research.

The particular emphasis shall be placed on joint search with interested countries of mutually advantageous projects, programs and road maps in the field of protection and rational use of the cross-border water objects allowing, including the concerted efforts of the parties, to implement modern digital technologies for joint management of cross-border waters.
