About approval of the single list of products, the subject obligatory certification, and the single list of products which are subject to declaring of compliance, modification of the Order of the Government of the Russian Federation of December 31, 2020 No. 2467 and recognition voided some acts of the Government of the Russian Federation
(In edition of Orders of the Government of the Russian Federation of 12.06.2024 No. 792, 17.08.2024 No. 1113, 14.05.2025 No. 642, 11.09.2025 No. 1403, 28.01.2026 No. 63, 27.11.2025 No. 1891)
According to Item 3 of article 46 of the Federal law "About Technical Regulation" Government of the Russian Federation decides:
1. Approve enclosed:
the single list of products which are subject to obligatory certification;
the single list of products which are subject to declaring of compliance.
3. Determine that:
certificates of conformity and declarations of conformity concerning products included in the single list of products which are subject to obligatory certification and the single list of products which confirmation of conformity is performed in the form of adoption of the declaration of conformity approved by the order of the Government of the Russian Federation of December 1, 2009 No. 982 "About approval of the single list of products, the subject obligatory certification, and the single list of products which confirmation of conformity is performed in the form of adoption of the declaration of conformity" issued (accepted) to day entries into force of this resolution are considered valid before the termination of the term established in them during expiration date or the service life of products established in accordance with the legislation of the Russian Federation, but no later than September 1, 2025;
from the date of entry into force of this resolution issue of certificates of conformity or adoption of declarations of conformity of products specified in the paragraph the second this Item is not allowed;
till September 1, 2025 production and release into the stream of commerce in the territory of the Russian Federation of the products specified in the paragraph the second this Item, conforming to mandatory requirements of national standards which compliance is confirmed with the valid certificates of conformity or declarations of conformity issued (accepted) by results of obligatory confirmation of conformity of such products are allowed;
till September 1, 2023 production and release into the stream of commerce in the territory of the Russian Federation of products without documents on obligatory confirmation of conformity of products and not marked by market access mark concerning products which were not subject to obligatory confirmation of conformity about day of entry into force of this resolution are allowed;
the certificates of conformity and declarations of conformity issued (accepted) on products which are specified in the single list of products the subject obligatory certification, and the single list of products which are subject to declaring of compliance approved by this resolution and concerning which documents on the standardization establishing requirements and methods of researches (testing) and measurements were changed according to the order of the Government of the Russian Federation of May 14, 2025 to No. 642 "About modification of the order of the Government of the Russian Federation of December 23, 2021 No. 2425" are considered valid before the termination of term of their action, but no later than September 1, 2026;
till September 1, 2026 production and release into the stream of commerce in the territory of the Russian Federation of products specified in paragraph six of this Item according to earlier established requirements, and also certificates of conformity and declarations of conformity on these products issued (accepted) about day of entry into force of the order of the Government of the Russian Federation of May 14, 2025 to No. 642 "About modification of the order of the Government of the Russian Federation of December 23, 2021 No. 2425" are allowed.
4. To Federal Agency for Technical Regulation and Metrology to organize:
in 2-month time from the date of official publication of this resolution placement on the official site of Federal Agency for Technical Regulation and Metrology on the Internet, including in the form of open data, the single list of products, the subject obligatory certification, and the single list of products which are subject to declaring of compliance approved by this resolution (further - single lists of products), and also the list of national standards, references to which are contained in single lists of products;
audit and in necessary cases review and (or) updating of national standards from the date of inclusion of such standards in single lists of products at least once in 5 years;
informing the Government of the Russian Federation at least in one year about the planned changes of the national standard or about the planned cancellation of the national standard which is included in single lists of products.
5. To the Ministry of Industry and Trade of the Russian Federation to organize modification of single lists of products according to methodical recommendations, stipulated in Item 6 these resolutions, including changes in case of cancellation by Federal Agency for Technical Regulation and Metrology of the national standards establishing mandatory requirements to products included in single lists of products, and (or) the rule and methods of researches (testing) and measurements of such products when holding procedures of obligatory confirmation of conformity.
6. To the Ministry of Industry and Trade of the Russian Federation to approve till September 1, 2023 methodical recommendations about development of offers on refining of the single list of products, the subject obligatory certification, and the single list of products which are subject to declaring of compliance.
7. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.
8. This resolution becomes effective since September 1, 2022 and is effective till September 1, 2028, except for:
Items 2, 4, 5 and 6 these resolutions which become effective from the date of its official publication;
Items 5.2 - 5.4, 5.6 - 5.8, of Sections 6 and 7, Items 15. 2, 15.21, 15.26, 15.32 - 15.36, 16.2 - 16.7, 16.12, 17.3, 17.5, 17.14, 21.1, 21.2 and Sections 22 - the 26th single list of products which are subject to obligatory certification and subitems 1.1.1 - 1.1.3, Items 1. 2, 1. 4, 7. 1, 10.6 and 10.7 and Sections 65 and 66 of the single list of products which are subject to declaring of compliance which become effective since September 1, 2023.
