About application of special restrictive measure
Based on the paragraph of the fourth Item 2 of article 6 of the Law of the Republic of Belarus of July 12, 2023 No. 280-Z "About application of special rationing measures" for the purpose of ensuring protection of national interests of the Republic of Belarus in connection with introduction of restrictions with the foreign states making unfriendly actions concerning the Republic of Belarus, her citizens and (or) the organizations, the Council of Ministers of the Republic of Belarus DECIDES:
1. Establish import prohibition on the territory of the Republic of Belarus of services in marking by excise stamps of the Republic of Belarus of the alcoholic beverages imported on the territory of the Republic of Belarus, rendered by legal and (or) physical persons of the foreign states making unfriendly actions concerning the Republic of Belarus, her citizens and (or) the organizations according to appendix 1, in the territory of such states (further - special restrictive measure).
2. The bodies authorized on implementation of measures of ensuring compliance with special restrictive measure are customs authorities.
3. Measures of ensuring compliance with special restrictive measure are implemented according to the paragraph to third part two of Item 11 of the Regulations on excise stamps of the Republic of Belarus for marking of the alcoholic beverages imported on the territory of the Republic of Belarus, the Council of Ministers of the Republic of Belarus approved by the resolution of October 31, 2025 No. 597.
4. Control of observance of special restrictive measure and implementation of measures of providing such measure performs the State Customs Committee.
5. To the State Customs Committee annually till February 1 to inform in the written or electronic Council of Ministers of the Republic of Belarus forms of results of control of observance of special restrictive measure.
