1. Approve the Procedure for implementation of the Agreement it (is applied).

2. To State department for nationality, immigration and registration of physical persons (Shevchenko P. I.) To provide to the Ministry of Internal Affairs of Ukraine submission in accordance with the established procedure of this order on state registration in the Ministry of Justice of Ukraine.

3. To the director of State department for nationality, immigration and registration of physical persons Shevchenko P. I. The Ministry of Internal Affairs of Ukraine, to the director of the department of consular service Bazilevsky B. M. Meade of Ukraine, chiefs of territorial authorities and divisions of service of nationality, immigration and registration of physical persons, heads of diplomatic representations or consular establishments of Ukraine abroad to organize studying of the Procedure for implementation of the Agreement approved by this order.

1. General provisions

1.1. According to regulations of the Agreement between Ukraine and the Kyrgyz Republic on the simplified procedure for change of nationality by the citizens of Ukraine who are constantly living in the Kyrgyz Republic, and the citizens of the Kyrgyz Republic who are constantly living in Ukraine, and prevention of cases of statelessness and double citizenship (daleesoglasheny) citizens of the Kyrgyz Republic who constantly live on legal causes in the territory of Ukraine have the right in the simplified procedure to acquire citizenship of Ukraine in the presence of one of the following conditions:

a) if the applicant or at least one of his parents (adoptive parents or adopters), the grandfather or the grandmother were born or constantly on legal causes lived in the territory of Ukraine (till August 24, 1991);

b) if the applicant has at least one of close relatives: the husband (wife), one of parents (adoptive parents or adopters), the child (including adopted or adopted), the sister, the brother, the grandfather or the grandmother, the grandson (granddaughter) who constantly lives on legal causes in the territory of Ukraine and is citizen of Ukraine.

1.2. Action of provisions of subitem 1.1 does not extend to persons who:

a) committed crimes against humanity or performed genocide, or committed crimes against the state or serious crimes against the person;
