About National system of inventory count of greenhouse gases, monitoring, the reporting, verification and the address of carbon units of the Kyrgyz Republic
For the purpose of forming and development of the carbon market, creation of single state system of accounting and the address of carbon units in the Kyrgyz Republic, emission reductions of greenhouse gases, according to obligations of the Kyrgyz Republic within the Parisian agreement on the Framework convention of the United Nations on climate change, being guided by articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic", the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Approve Regulations on National system of inventory count of greenhouse gases, monitoring, the reporting, verification and the address of carbon units of the Kyrgyz Republic according to appendix.
2. Determine the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic by responsible body for maintaining National system of inventory count of greenhouse gases, monitoring, reporting, verification and address of carbon units of the Kyrgyz Republic.
3. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic and to the Center of climatic financing under the Cabinet of Ministers of the Kyrgyz Republic:
1) to take the measures following from this resolution;
2) to bring the decisions into accord with this resolution.
4. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic, the Ministry of Finance of the Kyrgyz Republic, the Ministry of Economy and Trade of the Kyrgyz Republic and the Center of climatic financing under the Cabinet of Ministers of the Kyrgyz Republic in accordance with the established procedure to develop accounting treatment and distributions of the receipts received from realization of carbon units.
