Based on the subitem 16) parts (2) Articles 7, parts (8) and Items h) and i) parts (11) Articles 13, Articles 17-24, of parts (1) – (3) Articles 48, parts (3) Articles 127, Items A, B and C of appendix 1 to the Law on electronic communications No. 72/2025 (The official monitor of the Republic of Moldova, 2025, Art. No. 226-228, 225) the DECIDES: Administrative board

1. Approve Regulations on the procedure of general permission, establishment and change of conditions of provision of networks and/or services of electronic communications within general procedure for issue of permissions, it is applied.

2. Recognize invalid the following appendices to the Resolution of Administrative board of the National agency on regulation in the field of electronic communications and information technologies No. 54/2017 about the mode of general permission and licensing in the field of electronic communications (The official monitor of the Republic of Moldova, 2018, Art. No. 18-26, 71):

1) appendix No. 1 "Regulations on the mode of general permission in the field of electronic communications";

2) appendix No. 3 "The standard form of the statement (declaration) for issue/licence renewal on use of resources of numbering for the purpose of delivery of networks and/or services of electronic communications".

3. Declare invalid the Resolution of Administrative board of the National agency on regulation in the field of electronic communications and information technologies No. 32/2024 about approval of standard forms of the documents relating to the procedure about permission to implementation of works on installation, operation, management, servicing and/or liquidation of networks of electronic communications in border zone when crossing the line of frontier on the land or in boundary waters, and recognition No. 52/2020 which voided Resolutions of the NAREKIT Administrative board (The official monitor of the Republic of Moldova, 2024, Art. No. 373-376, 685).

4. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Section 1. General provisions

1. The regulations on the procedure of general permission, establishment and change of conditions of provision of networks and/or services of electronic communications within the mode of general permission, the Provision which further is referred to as, developed National regulation agency in the field of communications, the Agency which further is referred to as, also aim at ensuring transparency in the course of the notification for provision of networks of electronic communications public and/or public services of electronic communications, and also conditions of provision of networks of electronic communications public and/or public services of electronic communications

2. This Provision is applied, depending on case, to potential suppliers of networks of electronic communications public and/or public services of electronic communications, to the suppliers authorized on the terms of the Law on electronic communications No. 72/2025, further the referred to as Law No. 72/2025, to the suppliers authorized on the terms of the Law on electronic communications No. 241/2007, for the purpose of provision of networks of electronic communications public and/or public services of electronic communications including the suppliers intending to carry out works on installation, operation, management, servicing and/or liquidation of networks of electronic communications public in border area on crossing of the line of frontier on the land or on boundary waters, and also to provision of public services of electronic communications, under trademark and the legal form, excellent from own, using infrastructure of other suppliers of networks and/or services of electronic communications, based on the commercial agreement with them, the suppliers who further are referred to as.

3. This Provision is not applied to:

1) activities for designing and/or performance of works for construction of networks of electronic communications;

2) to the services consisting only in transfer of contents of information through networks of electronic communications, and also through networks of electronic communications with use of services of electronic communications, for example, to content of audiovisual media services, financial services and certain services of information society, except for information identifying the end user;
