1. Approve the Procedure for project implementation "Preferential financing of autoleasing 2" according to appendix.

2. To the Ministry of Finance of the Kyrgyz Republic in accordance with the established procedure:

1) in coordination with Financial Committee, to the budget, entrepreneurship and development of the competition of Jogorku Kenesh of the Kyrgyz Republic to allocate to Eldik Bank open joint stock company and Abank open joint stock company 283920000 (two hundred eighty three million nine hundred twenty thousand) som for subsidizing of interest rates for provision of preferential financing in the form of leasing;

2) to provide financing of the Preferential Financing of Autoleasing 2 project (further - the Project) the next years according to the approved Project conditions;

3) in case of project development of the Law of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2026 and planning period of 2027-2028" to consider the changes following from this order.

3. To the Ministry of Economy and Trade of the Kyrgyz Republic together with the national banks participating in project implementation (under approval):

1) to provide annual monitoring of target use of leasing means;

2) to provide carrying out efficiency analysis following the results of project completion.

4. Recommend to the banks specified in Item 2 of this order, not charge the fee and other charges at subjects when financing in the form of leasing.
