About change of the resolution of Council of Ministers of the Republic of Belarus of December 23, 2015 No. 1084

Council of Ministers of the Republic of Belarus DECIDES:

1. Bring in the resolution of Council of Ministers of the Republic of Belarus of December 23, 2015 No. 1084 "About approval of the Concept of energy security of the Republic of Belarus" the following changes:

in Item 1:

"enclosed" to exclude the word;

add Item with the word "(is applied)";

in Item 2 of the word "February 15" shall be replaced with words "on March 1";

in Item 3 of the word "February 25" shall be replaced with words "on March 15";

To be reworded as follows the concept of energy security of the Republic of Belarus approved by this resolution it (is applied).

2. This resolution becomes effective after its official publication.

Concept of energy security of the Republic of Belarus

Chapter 1. General provisions

This Concept determines the main directions by ensuring energy security of the Republic of Belarus (further – energy security) and reliability of power supply of industries of economy and the population.

For the purposes of this Concept the following main terms and their determinations are used:

energy security – condition of security of citizens, societies, the states, economies from threats of deficit in ensuring their needs for energy with economically available energy resources of acceptable quality and violation of uninterruptedness of power supply;

security condition – the condition corresponding in normal conditions to ensuring in full the reasonable needs (demand) for energy, for extreme conditions – to secured provision of minimum necessary amount of such requirements;

reliability (uninterruptedness) of power supply – the characteristic of power (system of power, the energy sector) providing uninterrupted obtaining by the consumer (the territory, the organization or separate object) of the appropriate fuel and energy resources (further – TER) in necessary amount and required quality;

economic availability of energy resources – compliance of the prices on energy market to opportunities of the consumer or his capability to satisfy the reasonable needs for energy without prejudice to the economic wellbeing;

energy independence – the condition of the country (region) characterizing security of its energy demands at the expense of own energy resources *;

threats of energy security of the country (region) – set of the internal economic, socio-political, technogenic, natural, managerial and legal, and also foreign policy and external economic conditions and factors creating danger of easing of energy security;

diversification of deliveries of TER – the structure and structure of sources of TER of the territory (or the large consumer) providing lack of the dominating dependence just seeing energy resource and (or) one supplier in import of energy resources;

ensuring energy security – the activities for prevention of threats of energy security, or decrease in susceptibility of economy or the energy sector to these threats, or mitigation from their realization promoting preserving or increase in level of energy security, decrease in risk of its easing;

the organizations of the energy sector – set of the organizations which are engaged in production, conversion, transportation, distribution of energy resources **;

monitoring of energy security, monitoring system of energy security – the systematic observations, registration, short-term forecasting and the analysis of the processes in power influencing energy security, performed for the purpose of identification of threats, assessment of the existing and expected level of energy security, preparation of information for the solution of tasks of functioning and development of power taking into account factor of energy security, and also for reasons and the choice of measures for its providing, the information and analytical system providing monitoring of energy security;

indicators of energy security – the parameters and indicators of development and functioning of the energy sector, its subsystems and objects, and also energy consumers characterizing structure, depth and territorial framework of realization of threats of energy security and its level;

threshold indicator values of energy security – numerical indicator values, characterizing energy security which achievement is considered as transition to area smaller or bigger, including unacceptable, dangers of violation of normal power supply;

level of energy security – the indicator (indicators) which is integrally characterizing extent of achievement of set of requirements of energy security.
