1. Approve the enclosed Rules of release, the address and repayment of digital tenges.

2. To provide to department of payment systems and digital financial technologies of National Bank of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) together with Legal department of National Bank of the Republic of Kazakhstan state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this resolution submission to Legal department of National Bank of the Republic of Kazakhstan of data on execution of the actions provided by the subitem 2) of this Item.

3. To impose control of execution of this resolution on the supervising vice-chairman of National Bank of the Republic of Kazakhstan.

4. This resolution becomes effective since July 19, 2026 and is subject to official publication.

Rules of release, address and repayment of digital tenges

Chapter 1. General provisions

1. These rules of release, the address and repayment of digital tenges (further – Rules) are developed according to Item part four 1, part two of item 4 of Article 41-1, Item 1 of Article 41-2, part two of item 4 of Article 41-3, part two of Article 41-4 and Item 5 of article 46 of the Law of the Republic of Kazakhstan "About payments and payment systems" (further – the Law on payments and payment systems) and determine:

1) procedure and conditions of implementation by National Bank of the Republic of Kazakhstan (further – National Bank) release and repayment of digital tenges;

2) procedure for opening and closing of the digital account;

3) requirements to platform of digital tenge, participants of platform of digital tenge and owners of digital accounts;

4) conditions of the termination of implementation by the participant of platform of digital tenge of activities for servicing of digital accounts;

5) procedure for provision of access to the digital account, suspensions, renewals and terminations of access to the digital account;

6) conditions and procedure for use of external electronic media as means of accounting, storage of digital tenges and order them;

7) transaction types with digital tenges and procedure for their making;

8) procedure and conditions of marking of digital tenges and application of smart contracts of digital tenges when using digital tenges;

9) features of use and functioning of the marked digital tenges and smart contracts of digital tenges;

10) procedure for risk management and continuity of functioning of platform of digital tenge of National Bank;

11) requirements to information security of platform of digital tenge and participants of platform of digital tenge;

12) the commitment form on opening of the digital account, requirement to contents of the agreement of the digital account and format of the individual identification code assigned for the owner of the digital account at the time of its opening;

13) types and the extreme sizes of commission fee of participants of platform of digital tenge for servicing of transactions of owners of digital accounts;

14) procedure and conditions of replenishment and conclusion of digital tenges from the digital account through the participant of platform of the digital tenge servicing the digital account;

15) procedure for carrying out and condition of change of the participant of platform of digital tenge servicing the digital account and the standard application form.

2. The National Bank is operator of platform of digital tenge (further – the Operator), performs release of digital tenges, will organize the address and repayment of digital tenges in the territory of the Republic of Kazakhstan, provides functioning of platform of digital tenge, performs other functions established by the Law on payments and payment systems and contracts with participants of platform of digital tenge.

3. The "National Payment Corporation of National Bank of the Republic of Kazakhstan" joint-stock company which is the National center for management of national digital financial infrastructure (further – the National center), performs at the request of the Operator operational and technological functions on ensuring functioning of platform of digital tenge based on the agreement signed with the Operator.

4. In Rules the concepts provided by the Law of the Republic of Kazakhstan "About National Bank of the Republic of Kazakhstan", the Law on payments and payment systems and also the following concepts are used:

1) auditor trace – consecutive registration of events on processing of electronic messages on platform of digital tenge, information on which is saved on platform of digital tenge and participants;

2) authentication – package of measures for confirmation of authenticity of participants of platform of digital tenge in case of exchange of payment and information messages, and also authenticity of payment and information messages;

3) cryptographic keys – the unique sequence of electronic digital symbols created on cryptographic algorithm intended for forming and verification of the digital signature, confirmation of access to digital accounts and carrying out transactions on platform of digital tenge;

4) operational risk – the risk connected with shortcomings of information systems or internal processes, human mistakes, failures or violations of management of platform of digital tenge including owing to external events;

5) technical documentation – set of the regulating documents of the National center determining production and organizational requirements, procedures of exchange and formats of messages, procedure for authentication and interaction of participants of platform of digital tenge;
