The Cabinet of Ministers of Ukraine decides:

1. Approve features of reforming of local self-government and the territorial organization of the power in the conditions of warlike situation and preparation for finding of membership of Ukraine in the European Union which are applied.

2. Recognize invalid acts of the Cabinet of Ministers of Ukraine according to the enclosed list.

3. To the ministry of development of communities and territories together with interested central and local executive bodies with participation of All-Ukrainian associations of local government bodies to develop and to submit to three-months time in accordance with the established procedure to the Cabinet of Ministers of Ukraine the draft of the actions plan on realization of the features approved by this resolution.

By results of reform of local self-government and the territorial organization of the power in Ukraine which began in 2014 at the beginning of 2020 in Ukraine optimized administrative-territorial device of basic level - instead of more than 11 thousand is created 1469 territorial communities in all 24 areas (without temporarily occupied territory of the Autonomous Republic of Crimea, Sevastopol). At the subregional level on all territory of the country 136 areas instead of 490 are formed. in the territories under control to the Ukrainian state, in October, 2020 the first local elections taking into account changes in the administrative-territorial device are held.

The territorial communities located further from the line of contact accepted millions of internally displaced persons, organized their stay and provided satisfaction of first-priority requirements, supported local government bodies in the front territories.

According to provisions of the Law of Ukraine "About legal regime of warlike situation" in areas and areas regional and district military authorities which functions are assigned respectively to regional and district public administrations are formed. Also within the territories of separate territorial communities as of November, 2025 192 military authorities of settlements are formed.
