RESOLUTION OF THE CABINET OF MINISTERS OF THE KYRGYZ REPUBLIC

About approval of the program "Development of renewable energy resources in the Kyrgyz Republic for 2026-2030: distributed and microgeneration"

For the purpose of ensuring sustainable development of power, increase in share of renewable energy resources in energy balance of the country, decrease in emissions of greenhouse gases, accomplishment of the international climatic obligations of the Kyrgyz Republic and investment attraction to the sector of renewable energy resources, according to article 8 of the Law of the Kyrgyz Republic "About renewable energy resources", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

- the program "Development of renewable energy resources in the Kyrgyz Republic for 2026-2030: distributed and microgeneration" (further - the Program) according to appendix 1;

- The actions plan on program implementation (further - the Actions plan) according to appendix 2;

- Matrix of monitoring and assessment of program implementation (further - monitoring Matrix) according to appendix 3.

2. To Department of Energy of the Kyrgyz Republic:

- provide coordination of activities of state bodies, local government bodies, business entities and donor organizations for program implementation;

- following the results of every year, no later than February 1 to submit the annual report on the course of accomplishment of the Actions plan and the Matrix of monitoring in Administration of the President of the Kyrgyz Republic.

3. To state bodies, local government bodies (under approval), to the organizations, being executives in charge of the Actions plan and the Matrix of monitoring:

- take measures for accomplishment of the Actions plan at the scheduled time;

- assist in the Program implementation of actions in the territory of the corresponding administrative and territorial units;

- provide use of renewable energy resources in case of development of local development programs of power and take measures for increase in energy efficiency;

- provide collection, processing and data presentation on key indicators of monitoring and assessment at the scheduled time;

- following the results of every half-year, to the 10th following the accounting period to provide information on the course of implementation of the Actions plan and the Matrix of monitoring in the Department of Energy of the Kyrgyz Republic.

4. To state bodies, local government bodies (under approval), being executives in charge of the Actions plan and the Matrix of monitoring to provide financing of actions for implementation of the Actions plan within the means provided in the republican budget for 2026-2030.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after ten days from the date of official publication.

The program "Development of renewable energy resources in the Kyrgyz Republic for 2026-2030: distributed and microgeneration"

Chapter 1. Introduction

The program "Development of renewable energy resources in the Kyrgyz Republic for 2026-2030: distributed and microgeneration" (further - the Program) is developed for the purpose of steady and effective use of energy resources of the Kyrgyz Republic due to implementation of modern decisions in the field of renewable energy resources (further - RES), based on article 9 of the Law of the Kyrgyz Republic "About renewable energy resources" and taking into account the tasks determined by the order of the Cabinet of Ministers of the Kyrgyz Republic of November 4, 2024 No. 706-r.

This Program will promote effective use of energy resources due to use of RES, such as sunlight, wind energy, biomass, water, and to expansion of use of innovative technologies with use of local raw materials. Its realization will favorably influence increase in social and economic level of the population, environmental protection, development of local production and creation of new workplaces, especially in the remote and mountain regions of the country.

The important direction of the Program - cooperation with the international financial institutions and partners in development for the purpose of ensuring availability of technologies, financing of pilot projects and strengthening of institutional potential.

The program is component of realization of strategic priorities of the Kyrgyz Republic till 2030: ensuring energy security, energy independence and transition to low-carbon, green development.

The Kyrgyz Republic has considerable and various potential in the field of renewable energy resources: from energy of the large and small rivers to solar, wind, geothermal and bio-energetics.

At the same time the present structure of power supply system remains vulnerable: the growing deficit of the electric power, high seasonal disproportion in its development and consumption, depreciation of infrastructure and insufficient use of modern RES technologies are observed.

Vision of the Program consists in the following: The Kyrgyz Republic by 2030 is the country with the steady, decentralized, inclusive and environmentally friendly power supply system in which the distributed generation and microgeneration from RES play important role in ensuring energy stability, availability and safety.

The program is directed on:

- forming of low-carbon energy model with priority of RES;

- development of microgeneration in households, business, on social and utility objects;

- integration of RES into architectural, construction and energy standards;

- ensuring access to the electric power in the remote and unelectrified areas;

- involvement of private sector, local communities and consumers in power transition;

- ensuring gender equality in access to reliable, eco-friendly and steady power supply.

Thus, the Program is basis for energy transformation of the Kyrgyz Republic and provides transition from centralized and resource-intensive model to the distributed, steady and technologically modern system of power supply.

Chapter 2. General analysis of the current situation

The energy sector of the Kyrgyz Republic faces serious challenges: growth of the internal demand, depreciation of infrastructure, high dependence on hydropower and considerable losses of energy by its transfer and distribution. More than 85 percent of the electric power are made on hydroelectric power stations, but climatic changes and water deficit result in deficit of capacity, especially during the winter period.

Electric power demand promptly grows. So, to results of 2025 electric power consumption constituted 19,1 of one billion kW • h, that is growth rates of consumption considerably exceed the growth rates of development provided by the basic scenario of the National energy program of the Kyrgyz Republic till 2035 according to which such amount of consumption was expected to be reached only by 2030. It along with implementation of measures for energy saving and utility demand side management requires the accelerated diversification of sources of electric utility service and increase in stability of system.

The Kyrgyz Republic has considerable and various resources of renewable energy, including hydraulic power, solar, wind and bioenergy. Though hydropower potential is partially used, the potential of other sources of RES remains almost undeveloped. According to assessment of the United Nations Economic Commission for Europe in 2018, the annual technical potential of RES in the Kyrgyz Republic constitutes: small hydropower - 5-8 TVT • h, wind - GW 44,6 • h, solar energy - 490 million kW • h. However the share of RES in overall energy balance of the country still constitutes less than 2 percent.

Production of electricity in the country is mainly provided with large hydroelectric power stations (further - hydroelectric power station) which generate 85,9 of percent of all electric power. The power supply system of the country includes nine main power plants with total installed capacity of 3892 MW from whom seven hydroelectric power stations - 3030 MW and two combined heat and power plants - 862 MW. Also 46 small hydroelectric power stations (174,25 of MW) work, eight of which, capacity of 48,84 of MW, were put into operation in 2024. Ten small hydroelectric power stations belong to JSC Chakan GES. In 2025 eight small hydroelectric power stations are entered by capacity of 44,59 of MW.

The distributed generation and microgeneration in households, public buildings and business are provided in small amounts. From 2018 to 2024 projects of installation of solar power stations (further - SES) low power with assistance of donors are realized, including:

- SES of 80 kW on roof of the Kyrgyz state technical university of I. Razzakov;

- 2 SES on 100 kW: OSOO "KHMZ-Astra" and JSC Chakan GES;

- SES of 50 kW on the building of the Department of Energy of the Kyrgyz Republic;

- 10 solar installations by capacity of 100 kW within the state program of Nour-Kubat.

RES were also established on objects of private sector. So, in the bathing and improving Baytur complex the hybrid thermal station which is turning on heat accumulator in amount of 26 tons, autonomous thermal installation and heliosystem from 3 480 vacuum tubes is implemented. Average thermal power constituted 200 kW • h, and annual economy of electrical energy reached 5, 75 million som. At the same time the energy consumption on object decreased by 30 percent. OSOO "GRK Solar Energy" is also established by SES capacity of 1 MW on roof and facade of office of the company.

At the moment in the country one producer of solar panels New-Tek LLC, one producer of biogas installations, one producer of thermal pumps making the energy efficient lighting equipment (OSOO "Mayluu-Suuysky Lamp Plant"), and the small companies for equipment manufacturing for small hydroelectric power stations act. Considerable part of the power equipment for RES (solar water heaters, photo-electric modules, thermal pumps, biogas installations, etc.) is imported from abroad that increases the cost and payback periods of projects. In most cases the equipment is imported mainly from China and Turkey that increases dependence on exchange rate fluctuation. The high cost of the equipment, especially systems of accumulating of energy, and the long term of their payback constrain wide dissemination of similar decisions. At the same time it should be noted lack of production requirements and standards to this equipment.

Inventory count of the existing buildings of the state and private sectors shows high potential for large-scale implementation of the distributed generation based on RES. The dwelling stock (1,44 of one million buildings, including 1, one million private houses and 7, one thousand apartment) and public buildings (more than 5 thousand objects) allow to implement solar panels and collectors, thermal pumps and biogas installations. Private households where coal and wood heating, and also new buildings (1,2 of one thousand objects) where autonomous decisions are urgent prevails are especially perspective.
