For the purpose of forming of technological sovereignty of the Republic of Belarus by realization of the system measures aimed at the innovative development of national economy (further - technological sovereignty), and based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" and parts three of article 20 of the Law of the Republic of Belarus of July 10, 2012 No. 425-Z "About the state innovative policy and innovative activities" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Determine that:

1.1. technological sovereignty is determined by possibility of the Republic of Belarus to have for ensuring national security and competitiveness of economy with critical technologies and critical goods;

1.2. technological sovereignty is provided in the following main forms:

research, development, development, implementation in production and (or) upgrade of the critical technologies and critical goods included in the list of critical technologies and critical goods determined by the State committee on science and technologies (further if other is not determined, - the list);

receipt of critical technologies from economies of other countries without unilateral structural dependence;

creation and upgrade of productions of critical goods;

1.3. selection criteria of technologies and goods for inclusion in the list are:

import-substituting orientation;

the importance for realization of priorities of social and economic development;

technical and economic feasibility in the short-term period;
