ORDER OF THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN

About the Strategy of development for industry of communication of the Republic of Tajikistan for the period till 2040

According to articles 4 and 12 of the Law of the Republic of Tajikistan "About strategic planning and the state forecasting" the Government of the Republic of Tajikistan decides:

1. Approve the Strategy of development for industry of communication of the Republic of Tajikistan for the period till 2040 and the Actions plan on strategy implementation of development of industry of communication of the Republic of Tajikistan for the period till 2040 for 2026-2030 (appendices 1 and 2).

2. To enable the realization of this Strategy within the means which are annually provided in the government budget for the ministries, departments and local executive bodies of the government and also by extrabudgetary funds, partners in development, grants and other sources which are not prohibited by the legislation of the Republic of Tajikistan.

3. To the Ministry of Finance of the Republic of Tajikistan when planning financial expenses of the Communication service under the Government of the Republic of Tajikistan to provide in the republican budget of funds for realization of this Strategy and its Actions plan.

4. To the relevant ministries and departments, local executive bodies of the government to take specific measures for realization of this Strategy and its Actions plan and annually till February 1 to provide information in the Communication service under the Government of the Republic of Tajikistan.

5. Under the Government of the Republic of Tajikistan about the course of realization of this Strategy and its Actions plan annually till March 1 to provide to the communication service information in the Government of the Republic of Tajikistan.

The strategy of development for industry of communication of the Republic of Tajikistan for the period till 2040

1. General provisions

1. The strategy of development for industry of communication of the Republic of Tajikistan for the period till 2040 (further - this Strategy) is the key document of industry strategic planning directed to determination of priorities of state policy, long-term goals and mechanisms of sustainable development of the telecommunication sphere and post services in the civil sector in the conditions of digital transformation. This Strategy is developed taking into account national interests of the Republic of Tajikistan, the international obligations, global technological tendencies, regional challenges and social and economic features of the country.

2. The industry of communication is important component of sustainable social and economic development of the Republic of Tajikistan, digital transformation of public administration, business and society. In the conditions of rapid technological progress, expansion of global digital economy and increase in demand for modern communication services its forming as reliable, available and innovative industry of communication becomes priority of state policy.

3. This Strategy forms basis for development and adjustment of state programs in the field of digitalization, communication and post services, interdepartmental strategic documents, investment projects, and also programs of digital transformation of the public authorities, the state companies, regulating authorities, regional programs of social and economic development and other strategic documents concerning development of communication networks.

4. This Strategy constitutes the committed instrument of development of the sphere of communication and post services of the Republic of Tajikistan and promotes increase in level of living of the population by means of expansion of access and service quality of communication, ensuring sustainable technology development of the sphere of communication, updating and expansion of telecommunication and post infrastructure, improvement of quality of the provided services in the field of communication, data transmission and post services, development of personnel potential, strengthening of information security and ensuring digital sovereignty, integration into the international digital and telecommunication space, increase in competitiveness of the country in world information space and enhancement of the regulatory legal base.

5. This Strategy provides realization of complex of agreed measures of technical, organizational, normative and personnel nature which are aimed at sustainable development of the sphere of communication and mail service.

2. The analysis of current status of industry of communication in the Republic of Tajikistan

§1. General characteristic of industry of communication

6. The industry of communication of the Republic of Tajikistan is the most important element of national economy and digital transformation of the country. It provides functioning of key sectors, including public administration, education, health care, the financial sphere and trade, and also exerts considerable impact on development of human capital, entrepreneurship and regional economy. In the conditions of globalization and the accelerated implementation of digital technologies, the industry of communication is acquired by strategic importance as basis of digital sovereignty and economic stability of the state.

Now the industry of communication covers such key segments as mobile communication, the fixed Internet, satellite communication, mail service, and also services of data-processing centers (further - DPC), cloudy services and digital platforms. Development of this industry is closely connected with the purposes of the National development strategy till 2030, the Concept of digital economy, and also obligations of the Republic of Tajikistan within the international organizations (MSE, VPS, the CIS, SCO, etc.).

8. The industry of electric communication is regulated by the Communication service under the Government of the Republic of Tajikistan (further - CC) which exercises licensing, quality control, management of radio-frequency range and coordination of state policy.

9. In the country 6 licensed mobile operators and 30 providers of Internet services, including regional and local suppliers function.

10. The industry of mobile and fixed telephony in the Republic of Tajikistan shows steady positive dynamics. As of January 1, 2026 the total quantity of subscribers of mobile communication constituted 7,8 of one million people from whom 5,9 of one million are active users. Level of scope of mobile communication exceeds 55 percent from the total number of the population. The total quantity of Internet users (mobile and fixed) exceeded 5,2 of one million from which 5,1 of one million subscribers are users of the mobile Internet. Despite rather limited amount of subscriber base, the fixed Internet shows steady positive dynamics: annual average rate of surplus from 2020 for 2025 made about 28 percent while for the mobile Internet this indicator does not exceed 7 percent. It demonstrates the growing demand for stable and high-speed data transmission channels, especially among households, public institutions and business.

11. Such tendencies reflect general process of digitalization of the country and growth of need for broadband services from the population and the organizations. At the same time domination of mobile segment emphasizes need of the accelerated development of the fixed telecommunication infrastructure as basis of sustainable digital development. It is especially urgent in the context of increase in availability of digital services, ensuring technological sovereignty and reducing territorial gap in connection level.

12. During the period from 2020 to 2025 in the country rapid growth of amounts of the transferred Internet traffic as in segment of the mobile, and fixed access is fixed. According to official figures, the total amount of Internet traffic increased from 125 million gigabytes in 2020 to 1,044 of one billion gigabytes in 2024 that in 8 times more. The main share of consumption of traffic is created by the mobile Internet which amount for this period increased from 105 to 791 million gigabytes with annual average rate of surplus at the level of 66 percent. Essential growth is observed also in the fixed Internet segment: the amount of traffic increased from 20 to 254 million gigabytes that corresponds to annual average height about 88 percent. Especially considerable increase is fixed in 2022 when the fixed traffic grew almost by 4 times in comparison with previous year. The specified dynamics is explained by active expansion of telecommunication infrastructure, implementation of decisions based on technology of fiber optic communication lines to the room (FTTH) and increase in demand for high-speed access from private and corporate users.

13. Rapid growth of Internet traffic visually demonstrates activation of digital transformation in the country. It requires system efforts on further development of data transmission networks, upgrade of the existing infrastructure, increase in handling capacity of communication channels and attraction of long-term investments to the sector of the fixed broadband communication.

14. The Republic of Tajikistan having strategically important geographical location, has the considerable potential for development of the international transit of telecommunication traffic. However now the specified potential is realized not fully that is caused by limited handling capacity of the available infrastructure, insufficient geographical diversification and low level of reservation of communication channels. In the conditions of the global growth of amounts of the international Internet traffic, active development of digital platforms, cloudy services and cross-border data exchange, effective realization of transit capacity of the Republic of Tajikistan becomes task of strategic importance.

15. Satellite communication is in the Republic of Tajikistan on initial stage of development at the moment, however already now plays significant role in ensuring basic access to telecommunications, especially in mountain and hard to reach areas where there is no covering of the mobile or fixed networks. Today this type of communication is mainly applied in private sector and has the limited scale of distribution that is caused by its high cost in comparison with alternative technologies. Further development of satellite communication requires investment attraction and implementation of the advanced international decisions aimed at steady providing telecommunication availability in the remote settlements of the republic.

16. Post infrastructure in the Republic of Tajikistan is provided mainly by the State unitary enterprise "Pochtai Points" which for the end of 2024 has 470 departments of mail service over all country. However automation and digitalization of post services remain at a low level. Availability of obsolete infrastructure, limited logistics and weak integration with digital platforms limit the potential of development of modern post logistics services. Digital transformation of the post sector becomes priority task for increase in availability and service quality, especially in rural districts.

17. Thus, the industry of communication and post services of Tajikistan is characterized by steady positive dynamics, but requires complex upgrade, elimination of regional disproportions and active investment attraction for ensuring full participation of the country in global digital economy. For achievement of these purposes realization of the consistent state policy directed to stimulation of innovations, development of digital infrastructure, expansion of access to services in rural and hard to reach areas and also forming of the favorable normative-legal circle is necessary for strong growth of industry.

§2. Condition of fixed telephony

18. The fixed telephony is the most important element of digital infrastructure of the Republic of Tajikistan, providing steady and high-speed data transmission channels for state bodies, educational institutions, the commercial organizations, objects of critical infrastructure, and also population. It plays key role in ensuring access to the state electronic services and platforms, supporting uninterrupted data transmission within functioning of information systems.
