About introduction of the temporary moratorium on increase in rates, charges, the cost of services (works) and other payments for the population

For the purpose of ensuring social stability, control of additional financial load of the population, non-admission of growth of inflationary pressure, being guided by articles 66 and 71 of the Constitution of the Kyrgyz Republic, I decide:

1. Enter for a period of one year from the date of entry into force of this Decree the temporary moratorium on increase in rates, charges, costs of services (works) and other payments for the population established by state bodies, local government bodies, the public and local government offices and the companies.

2. Determine that operation of the moratorium, the stipulated in Item 1 this Decree, does not extend to cases of the change in price, rates, charges, costs of services (works) and other payments caused:

1) ensuring energy, fuel, food, transport and other economic safety of the Kyrgyz Republic;

2) ensuring smooth functioning of strategically significant industries of economy and objects of critical infrastructure;

3) execution of the international obligations of the Kyrgyz Republic;

4) realization of provisions of the Presidential decree of the Kyrgyz Republic "About measures for increase in potential and competitiveness of the state organizations of health care of the Kyrgyz Republic" of November 28, 2025 No. 331 the state organizations of health care performing activities within the aprobatsionny mode, before the termination of fixed term of action of the specified aprobatsionny mode.

3. To state bodies, local government bodies, public and local government offices and companies:

1) to carry out inventory count of rates, charges, costs of services (works) and other payments for the population and to provide the relevant information in the Ministry of Economy and Trade of the Kyrgyz Republic;
