Article 1

The paragraph third Article 7 to state 1) in the following edition:

2) in Article 11 part two:

the legal entity is created in accordance with the legislation of the Russian Federation, is not in process of liquidation, is not declared bankrupt and concerning it insolvency proceedings are not initiated (bankruptcy);

the individual entrepreneur is registered in accordance with the legislation of the Russian Federation, not declared bankrupt and concerning him insolvency proceedings are not initiated (bankruptcy).

The conclusion of the agreement provided by part five of this Article is performed according to the procedure, established by the Civil code of the Russian Federation. The government of the Russian Federation has the right to establish additional requirements to the specified agreement, to procedure for its conclusion, and also to operators of mail service, other legal entities and individual entrepreneurs specified in part five of this Article.

The organization of federal mail service bears responsibility to users of services of mail service for non-execution or improper execution of the mail service by operators, other legal entities and individual entrepreneurs specified in part five of this Article, obligations on accomplishment of the separate technological transactions specified in the agreement provided by part five of this Article.";

5) in Article 18:
